15.1 ISO 15998 Background: ISO 15998 Earth-moving machinery -- Machine-control systems (MCS) using electronic components -- Performance criteria and tests for functional safety

Title/issue: ISO/TC 110/SC 4 Rough terrain trucks

Background: For years, requirements for rough-terrain trucks (fork lifts) were blended with those for industrial trucks in ISO Standards 3691-1 and 3691-2. In 2006, a decision was made by ISO/TC 110 to form new ISO subcommittee (SC 4) to specifically cover variable-reach rough-terrain trucks. ISO/TC 110/SC 4 was approved and held it first plenary meeting in April 2007, in Paris. At that 3-day meeting, a scope of work was developed and 7 working groups were formed. It was also decided to expand the original scope to also include masted rough-terrain trucks. WG 1 was formed to develop the general and safety-related documents, WG 2 would cover user requirements, with other working groups for stability, visibility, work platforms, free-swinging applications and overturn indicators.

Current status: ISO/TC 110/SC 4 and its Working Groups 1 & 2 held its second meeting last week in Paris to review preliminary drafts for safety and user requirements. Eric Ramsey, Steve Neva and Dan Moss participated in the meetings. An item of note is that due to the rejection by ISO/TC 110 to accept the revised scope, it was decided to "suspend" work on masted rough-terrain trucks until ISO 3691-1 is published, whereas a revision will begin to remove masted rough-terrain trucks from the ISO 3691-1 document. ISO 36911 is expected to be published later in 2008. - Next Working Group 1 and Working Group 2 meetings: September 2008 in Chicago or Milwaukee hosted by AEM. - Next plenary meeting: March 2009 in Paris.

Action to be taken: None specifically. It is noted that a number of joint working groups have been formed with ISO/TC 110/SC 2 and JTLM members are asked to follow the work of these joint groups closely to ensure the needs of rough-terrain truck manufacturers are being met.

Recent growth of market of skid steer loaders with dedicated tracks (compact track loaders) has resulted in need to increase the operating mass limit for these machines – Analysis of comparable wheeled skid steer loaders to compact track loader shows track loaders approximately 25% higher in operating mass due to additional mass of tracks and track frames

Title/issue: Definition of Compact Machines

Background: ISO 6165 and EN 474 limit size of compact machine to 6000 kg for compact excavators and 4500 kg for all other machines. Recent growth of market of skid steer loaders with dedicated tracks (compact track loaders) has resulted in the need to increase the operating mass limit for these machines. Analysis of comparable wheeled SSL to compact track loader shows that the compact track loaders are typically 25% higher in operating mass due to the additional mass of the tracks and the necessary track structure.

Current status: At ISO/TC 127 plenary meeting will be recommending to increase the operating mass for compact track loaders to 6000 kg. This would not have any affect on the operating mass of other compact machines. A search of ISO/TC 127 standards shows that 8-9 standards are affected by this change although many more make reference to compact machines.

Action to be taken: USA to submitted recommendation for change to ISO/TC 127.

Title:Revision of ISO 12117 (Excavator ROPS standardization) Background and Issue Status: Excavator ROPS standards was prepared to line up with the following 3 parts. Part 1 : TOPS for compact excavators ( with a mass of 1,000 kg to 6,000kg) Part 2 : ROPS for excavators with a mass of 6,000 kg to 50,000 kg Part 3 : ROPS for forestry machines with rotating upper structures There was a strong request of harmonizing part 2 and part 3. Especially because there exists cross-over excavator which can be used as earthmoving excavator and forestry machine. WG met in Sep. 2007 and agreed: - Cross-over excavators will be addressed in Part 2. - Purpose built self-propelled forestry machinery having a rotating platform with a cab and boom on the platform should be addressed by ISO/TC 23/SC 15. Current status: Part 1: To be kept as it is with the current ISO 12117 (TOPS for compact excavators) Part 2: FDIS has been sent to SC2 secretary to proceed to final voting. Part 3: The work has been stopped. Purpose built forestry machines shall be dealt within ISO/TC 23.

Actions to be taken: Further harmonization between Part 1 and Part 2 expected after passing the FDIS of Part 2.

Title: Revision of ISO9533 – Backup alarm

Background and Issue Status: ISO9533 is now under revision work. The major point is to add the test method and criteria for self- adjusting sound level alarm. It automatically varies sound level by comparing the ambient sound level measured by the alarm. Now machine manufactures receive many complaints that backup alarm is so noisy, especially at city area or snow wiping in the early morning. Therefore using self-adjusting sound level alarm is very effective to make machine noise at work sites quieter. However, additional 3 test points, 8, 10 and 11 for travel warning alarm were proposed in CD (See figure). The travel warning alarm is for machines that have rotating upper structures, like excavators.

Current status: CD voting was closed with many comments in December. For example, USA commented that “Only 4 points, 5, 8, 10 and 11 are enough.” It is a good proposal so that testing time will be shorter. However, satisfying these 4 points may make alarm much louder. The working group will have a meeting on 16 & 17th of April.

Actions to be taken: More manufactures are welcome to join in the next meeting or send comments to the working group, whether these additional test points are really needed. Including these points in the testing, excavators’ warning alarm will be much louder than ever, against one of the purposes of this revision, reducing sound from warning alarms.

Proposed JTLM Action: Introduce this issue to member companies.

Title: ISO/TC 195 Building construction machinery and equipment Background and Issue Status: ISO/TC 195 "Building construction machinery and equipment" has become active and construction machinery industry is felt necessary to watch and participate this TC (also with its SC 1) more deeply.

Current status: 1) ISO/TC 195 and its WGs also TC 195/SC 1 meetings were held in Korea, last year. 2) TC 195 plenary (with its WGs also SC 1) will be held in Chicago, USA, this April.

Title/issue: ISO/TC 23/SC 15 Machinery for Forestry

Background: ISO TC23 SC 15 US TAG, Chaired by Dave Gamble from Deere and Company, meets jointly with SAE MTC SC4 Forestry and Logging. This committee meets twice annually, general late fall and early spring. The most recent meeting was held Wednesday, February 20th, 2007 in Eugene Oregon. There are currently 14 Standards with 4 additional standards being developed under the direct responsibility of the TC 23/15 secretariat.

Current status: Following are several Draft resolutions and their status as taken from Dave Gamble’s report: No 210/2007 – Revision of ISO 6814:2000 Machinery for forestry – Mobile and self-propelled machinery – Terms, definitions and classification, doc. 23/15 N 381, 390REV SC 15 decided to submit doc. 23/15 N 381 as amended according to the meeting decisions to be registered by ISO/CS as a DIS by 2007-12-31. Status: DIS has not yet been circulated. No 211/2007 – ISO/WD xxxxx Saw chain whiplash guarding system – Test method and performance requirements, doc. 23/15 N 382, 391 SC 15 decided to have a new working draft with title Machinery for forestry – Saw chain shot guarding systems – Test method and performance criteria to be drafted by the project leader according to the meeting decisions to be circulated to SC 15 by 2008-04-01 as a WD for their comments and approval as a CD by 2008-07-01. Timeframe to be 3 years. The project leader is Mr. Frisk of Sweden and the item to be registered by ISO/CS before the circulation. Status: Waiting for the WD. No 212/2007 – ISO/CD xxxxx Test method for classification of panel material of the operator’s enclosure for thrown objects, doc. 23/15 N 385REV SC 15 decided to have a CD titled Machinery for forestry – Glazing and panel material of the operator's enclosure against thrown objects – Test method and performance criteria be drafted based on the meeting decisions and be edited into ISO format by the project leader and SC 15 secretariat and be circulated by 2008-02-01 to SC 15 for their comments and approval as a DIS by 2008-05-01. Timeframe to be 3 years. The project leader is Mr. Rummer of USA and the item to be registered by ISO/CS before the circulation. Status: CD is to be submitted by Feb 1 from US PL (B. Rummer)

No 213/2007 – Revision of ISO 11850:2003 Machinery for forestry – Self-propelled machinery – Safety requirements, doc. 23/15 N 383, 383Result, 387REV, Auburn 2007-N1 – and proposal to develop a common EN-ISO standard SC 15 decided to start revision of ISO 11850. A new document will be drafted by the project leader including the items of revision as given in doc. N 383, 383Result and N 387REV. to be circulated to SC 15 by 2008-04-01 for SC 15 comments by 2008-07-01. The item will be kept on preliminary stage until the respective decision is taken by CEN/TC 144, see below. The project leader will be Mr. Thesslin of Sweden and the timeframe will be 3 years. This revision will be proposed to CEN to be developed into a common EN-ISO standard revising EN 14861:2004 Forestry machinery – Self-propelled machinery – Safety requirements, according to the Vienna Agreement under ISO lead. Status: Waiting for draft due April 1. US position is to have backup alarms as standard requirement. US position on the Noise in the operator’s cab. Review requirement for defrosting No 214/2007 – ROPS for forestry machinery having a cab and boom on a rotating platform, doc. 23/15 N 380, 384Rev, 393 Noting the result of the previous meeting of the JWG TC 23/SC 15 – TC 127/SC 2 to discontinue the development of CD 12117-3, ref. to doc. 23/15 N380, SC 15 decided to have the proposal in document 23/15 N 380 to be revised according to the meeting decisions and be submitted to NPquestionnaire to be developed as part 2 of ISO 8082 with title Self-propelled machinery for forestry Laboratory tests and performance requirements for roll-over protective structures – Part 2: Machines having a rotating platform with a cab and boom on the platform. The NP to be circulated by 2008-0201 to SC 15 for approval and comments with a recommendation to adopt the proposal as a CD. The project leader is Mr. Gamble of USA. The timeframe will be 3 years. Subject to confirmation of the temporary draft memorandum from the JWG-meeting, ref. to doc. 23/15 N393. Status: Review NWIP and draft CD at the meeting. Ken Lindblom recommendations. Keep consistent with ISO 12117-2. Ken showed ISO 8082 edited to show it as Part 2. No 215/2007 – Additional symbols for forestry machinery, doc. 23/15 N 386, 394 SC 15 agreed to support the principle of the alternative proposed by Sweden to be used instead of symbols 19.1 and 19.2 in ISO 3767-4 DAM 2 and to inform SC 14 accordingly. Status: No 216 /2007 – Safety of control systems, doc. 23/15 N 396 SC 15 decided to support ISO/TC 23/SC 19/WG 6 decision that forestry machinery according to ISO 6814 should not be included in the scope of ISO/CD 25119-series. Furthermore SC 15 agreed that the requirements for the safety of control systems shall be dealt with in the revision of ISO 11850. Status: no additional action No 217/2007 – Systematic review of ISO 17591 Machinery for forestry – Knuckle-boom log loaders – Identification terminology, classification and component nomenclature SC 15 meeting agreed to recommend that its member bodies vote for reconfirmation of ISO 17591 in its systematic review closing on 2008-03-17. Status: US vote due March 17.
