INTRODUCTION This report contains information gathered by the 2016 Isle of Man Census, which was held on 24/25 April 2016. The 2016 Census was an interim census and is the most recent in a series dating back to 1821. The Isle of Man holds both full and interim censuses, with full censuses being undertaken every 10 years, the last of which was in 2011. Interim censuses are held at the five year point between the cycle of full censuses. The 2016 Census was conducted by Economic Affairs, Cabinet Office under delegation from the Treasury, under authority of the Census Act 1929. This publication, in both PDF and Open Data format, is available electronically from www.gov.im/census. Any additional analysis relating to this census and historical information relating to previous censuses will be made available at the same address. GENERAL EXPLANATORY NOTES The following definitions relate to headings and terms used throughout the tables in the report, and to concepts underlying the Census analysis. Population Base The primary purpose of taking a Census is to gather information on the Island’s resident population. To facilitate historical comparisons it is tradition to also examine the figure for the Census population, as shown in the historical section of this report. There is also the de facto population, defined as the number of people physically on the Island on Census Night. The following are the various population definitions used in this report: Resident population: Census population: De Facto population:
Isle of Man residents present on Census Night plus residents absent from the Island on Census Night Resident population plus visitors in the Island on Census Night Residents present on Census Night plus visitors on the Island on Census Night
Visitors For Census purposes, a visitor is defined as a person whose usual place of residence is outside of the Isle of Man. This includes persons who are visiting the Island on holiday and those on business who are working for a temporary period but who do not intend to take up residence on the Island in the immediate future. Resident Households A household comprises of either one person living alone, or a group of persons (who may or may not be related) living at the same address sharing cooking facilities and who also share a living room, sitting room or dining room. The statistics presented on resident households exclude persons in communal establishments, such as Noble’s Hospital or the Isle of Man Prison.

Census Districts and Enumeration Districts Each of the Island’s 24 towns, villages and parishes comprises a Census district. Historically enumeration districts covered an area of work for a particular enumerator. Heavily populated areas will therefore contain many enumeration districts (Douglas has 44). For the 2016 Census, these enumeration districts were not used for the purposes of allocating Census staff to a particular location on the Isle of Man, however each property in the Census data has been assigned into the appropriate enumeration district as previously used. For Census purposes, the Calf of Man is part of the district of Rushen. Although the village of Laxey and the parishes of Lonan and Maughold have merged to form Garff commissioners, Census data continues to be published using the ecclesiastical parishes for comparative purposes. Dependency Ratio The dependency ratio is the number of people under 16 years old and the number of people above retirement age as a percentage of the working age population. Those of retirement age are taken to be all women 63 years and older and all men 65 years and older in line with the current State Pension Age. Previous dependency ratios will have used 60 as the age of retirement for women. The working age group consists of all adults above the age of 15 and under the age of 63 for women and 65 for men. Place of Birth and Previous Country of Residency For tables relating to place of birth and residency, many countries have been grouped together. The groupings are shown in Appendix 1. Employed and Economically Active Statistics on the employed population refer to the number of those in the resident population employed at the time of the Census. The economically active population is comprised of the employed population and the unemployed who are 16 and older and either seeking work or waiting to start work already obtained. Occupation Information on employment by occupation relates to the main occupation of persons in employment or self-employment. The person’s description of the tasks undertaken in their occupation was used to assign him/her to an occupational group. The classification system used is the UK Standard Occupational Classification 2010 (SOC2010). The SOC2010 has not been updated by the UK since the 2011 Census and therefore the results are comparable, however for censuses from 2006 and earlier, older classification systems were used, meaning that the

results are not directly comparable. The most noticeable change between the revisions was a large increase in the “Professional Occupations” category and a corresponding fall in the “Managers and Senior Officials” category. Economic Sector The information on employment by economic sector relates to the main business of the organisation in which individuals are employed or selfemployed. The person’s description of their or their employer’s business was used to assign him/her to an industrial sector. As a result, a degree of judgement is built into the process of allocating individuals to industries and this should be borne in mind when interpreting results, particularly if making inter-censal comparisons.

EXECUTIVE SUMMARY
On Census Night 2016 the resident population stood at 83,314. This represents a decrease of 1.4% on the 84,497 residents recorded in the 2011 Census.
The average age of the Island’s resident population has risen by over a year, from 41.1 (2011 Census) to 42.5.
Manx born residents account for 49.8% of the resident population, which is an increase on the comparable figure of 48.1% in 2011. 8.3% of residents were born outside of the British Isles/Eire, compared to 7.5% in 2011.
Whilst the resident population has decreased by 1.4% compared with 2011, the number of private households has continued to increase, resulting in a continuation of the downward trend in average household size. The number of private households has increased by 0.5% between 2011 and 2016. The average household size fell from 2.33 to 2.28 over the five year period.
Whilst the retirement age for women has increased to 63, compared with 60 in previous censuses, the dependency ratio has increased from 63.7% to 63.95%. This has been caused by an increasing retirement age population, combined with a fall in the working age population.
The economically active population decreased to 42,777 in 2016, down from 44,609 in 2011. The number in employment fell to 41,636 in 2016, from 43,134 in 2011.
Males are more likely to be in full-time employment or self-employment than females, but females account for 77% of part-time workers.
65% of the economically inactive cited retirement as the reason for not being in or seeking work. The number of females out of work and not seeking work because they are looking after home or family has continued to fall, from 6,733 in 1991 to 2,268 in 2016. The number of males out of work and not seeking work for the same reason has slightly increased, however 91% of this category is still comprised of females.

METHODOLOGY Household Response Rate Census forms were delivered to 42,281 properties throughout the Island, in advance of Census Night on 24/25 April 2016. The number of households that should have made a census return was 35,811, and a response rate of 99.9% was achieved, with 35,763 households having responded to the census form. On Census Night 6,470 properties were vacant, which represents 15% of the housing stock on the Isle of Man. These properties could be vacant for a number of reasons, including second or holiday homes, properties awaiting sale and those undergoing renovation. Economic Affairs estimates that 14% of the housing stock, or 5,818 properties, were vacant in 2011. The Household Response Rate is defined as properties that did provide a response, over those that were expected to make a return. Person Response Rate The 2016 Isle of Man Census has achieved a person response rate of 98.9%, which amounts to 915 individuals. Of this 915 individuals, 803 were under 16s that were imputed, the process for which is detailed below. The remaining 112 individuals are the estimated number of individuals that occupied the 48 households that did not return their Census form, and have not been imputed. The Person Response Rate is defined as the number of persons on Census forms, over those that were expected to be included within the Census forms. Imputation Through initial analysis of the 2016 Census data, by comparison to school rolls and GP patient registration statistics, it was noted that there had been an under-reporting issue in relation to individuals under the age of 16, due to a misinterpretation of the Census form by some households. The initial level of under reporting for persons under 16 was estimated at 1,400 persons. Households were contacted in areas where a lower number of under 16s had been reported than was expected and through this process, information regarding 597 persons under 16 was added to household Census returns. This left a remaining 803 persons under 16, which amounts to 0.96% of the total resident population, or 5.6% of the under 16 resident population, as under reported.

The remaining 803 persons under 16 have therefore been imputed into the Census data, using a multi-stage and multi variable imputation process. Due to the information available through the school rolls, GP registration data and birth statistics, the ages of the 803 persons that were imputed were known and therefore could be used as a basis for the imputation. The imputation process was undertaken in seven key stages, many of which also included sub-sections, and are detailed below. Imputation Stage Stage 1: Number of persons under 16 to impute, by age.
Stage 2: Number of persons under 16 to impute, by age, by Census district.
Stage 3: Allocation of 803 imputed persons under 16, by age, by Census district, to male or female.
Stage 4: Allocation of 803 imputed persons, under 16, by age, by Census district, by sex, to one or two parent households
Process undertaken The first stage of the imputation required the calculation of how many persons, by individual age, needed to be imputed. School rolls, GP patient registration data and birth data from General Registry provided an accurate age distribution for the 803 persons. The second stage of the imputation process required the 803 persons under 16 to be allocated across the 24 Census districts. This allocation was undertaken on the basis of the 2011 Census data on ratios of quinary age bands of 0-4 to 30-39, 0-5 to 35-44, 10-14 to 40-49 and 15 to 45-49 year olds, by each of the Census districts, and these ratios were then applied to the individual ages of the 803 persons under 16 to be imputed, which provided a table by individual age and census district of the 803 persons to be imputed. The table of individual age, by census district of the 803 persons to be imputed was then allocated between male and female through an allocation, by census district and individual age, of the male/female ratio from the 2016 Census data. This stage provided a table which split the 803 imputed individuals by individual age, by Census district, by male and female. Stage 4 of the imputation process was a multi stage process, taking into account the ratio of two parent to single parent households, split by the age bands of 0-4, 5-9 and 10-15 of the existing 2016 Census data. The 803 imputed persons under 16, by individual age, by Census district, by sex, was allocated to two parent or single parent households based on the following ratios:

This stage resulted in two tables, both by individual age, by Census district, by sex by either two parent households or single parent households. Stage 5 involved allocating the two tables generated by stage 4, into a further three tables each, totalling six tables for imputation, providing a table by individual age, by Census district, by sex, by either two or single parent household, by either one, two or three children for the 803 individuals under 16 to be imputed. The allocation of single child, two children or three children was undertaken on the basis of the ratios of these variables from the existing 2016 Census data as follows: No. of children % 1 48% 2 40% 13% 3+ Stage 6 of the imputation required the six tables of imputation to be allocated to a household, based upon the average age of parents for children in three age brackets. The 803 imputed individuals, in the 6 tables by individual age, by Census district, by sex, by either two or single parent household, by either one, two or three children households, were assigned to an existing household record on the basis of the following age distribution of parents for age bands 0-4, 5-9 and 10-15:

You can complete it online or on paper. If you complete it in paper please return it using the enclosed envelope, ensuring the address on the back of this form is visible. If you are unsure how to answer any of the questions, please contact the Census Office using the details provided and if you will be away from the Island on Census Night (evening of 24 April/morning of 25 April 2016), please also contact the Census Office. Completion of the census form is compulsory under the Census Act 1929. Any person knowingly supplying false information or refusing to complete a census form is liable to prosecution.
