FINANCING OFFSHORE OIL PLATFORMS: EMPIRICAL ANALYSIS AND SUGGESTIONS FOR THE TURKISH MARKET Prof. Cem Berk Istanbul Arel University

Abstract Offshore oil production constitutes roughly 30% of total oil production. Developing countries such as Turkey may benefit from offshore oil production especially seeing that the platforms can be locally produced and these countries have considerable amount of current account deficit. Much of this deficit is related to oil imports. These countries however need external financing to invest in this field. The ability to obtain these funds require the knowledge on financing alternatives and mitigating the risks. The funds may come from World Bank, international supplier – Ex-im related, capital markets – equity or project / corporate bonds, asset finance and leasing, private equity, project finance or corporate finance with the involvement of financial, legal and technical consultancy. The major risks are safety and environmental issues, political risks, currency risks and the price of oil. The research in this paper is the relationship between the price of oil and stock market value of major offshore oil operators. The variables used are British Petroleum p.l.c. , Royal Dutch Shell – RDS-A, Total S.A. and United States Oil Fund (USO). The methodology used in the study includes Augmented Dickey Fuller and Philips Perron unit root tests, Vector Autocorrelation, and Cointegration. The results indicate that there is no long term relationship between price of oil and stock market performance of operators in the research period between 10.April.2006 and 16.June .2015. An assessment of Entrepreneurial landscape in Sub-Saharan Africa Abubakar S. Garba Department of Business Administration , Faculty of Social and Management Sciences, Northwest University Kano, Nigeria

Abstract The objective of the paper is to analyze the nature of entrepreneurial activities in the Sub-Sahara Africa. The study selected five countries in the Sub-Sahara African that are participating in Global Entrepreneurship Monitor (GEM) research to assess the types of entrepreneurial activities and their implications to regional economic performance. The importance of entrepreneurial activities in boosting socio-economic development has been recognized not only in developing countries, but across the globe. The wealth and poverty of developing countries are often associated with nature and type of entrepreneurial activity. Policy makers are not only concern about the rate of business start up, but the growth and development of those starts up is of paramount importance to the development of the country’s economy. Although, the supply of entrepreneurs is essential, sometimes it does not really matters in boosting economic performance. What is more important is having high impact entrepreneurs who could make meaningful contribution to the economy. High growth oriented entrepreneurs are more stable and contribute greatly in enhancing the economic performance. When entrepreneurs are facing difficulties in sustaining and growing their businesses, it may be unlikely for entrepreneurship to reduce unemployment and poverty. Inadequate financial supports, insufficient infrastructure, lack of enforcing laws protecting the right of entrepreneurs are some of the problems making business environment difficult in Sub-Saharan Africa. Ethics in Smart Governments: the case of national ID smart cards in the United Arab Emirates Akram Almatarneh Assistant Professor of Business Administration , American University in Dubai (AUD) , United Arab Emirates

Abstract This paper examines United Arab Emirates’ national ID smart card, which was implemented as part of the smart government. An attempt will be made to examine the ethical issues of the national ID smart card with respect to individual privacy. These national ID cards were selected as a case study for several reasons. First, the national ID smart card is the largest smart government project to be implemented by the Federal Government (UAE). Second, the government agencies in UAE involved in this project possess the largest amount of personal information concerning all people residing in UAE (local or expats). Third, individuals are unable to make any transactions without presenting their national ID card. These transactions vary from applying for credit card, home loan, opening bank accounts, to renting a car. The individuals who are the subject of this project are unaware of how the smart card works. They also do not know how the technology will be used to collect, store, access, and transfer their personal information. Therefore, this paper firstly examines the specifications (types) of the smart card technology and addresses the privacy implications of this technology. The next part contains some examples of how smart card technology could affect individual privacy in UAE. Keywords: Ethics, Individual Privacy, Smart Government, and Smart card

Abstract An introduction to the Islamic move towards the managing human resource is a preliminary attempt to provide managers with a useful way of managing and accepting employees. This knowledge would be helpful to even non-Muslim managers. Muslim managers are required not to know only the Islamic HR but also it is expected from them to apply the Islamic approach in managing the employees. Human resource is considered the most substantial asset of organizations. Studies have recommended that successful human resource management (HRM) leads to positive attitudes and behaviors at the workplace. On the contrary, unproductive use of human resources results in negative penalty in the form of lower job satisfaction, lower commitment, or even high employee turnover and even poor workforce quality. The study examined the Impact of Islamic HR practices on job satisfaction. Islamic HR variables encompass the aspects of performance appraisal, training and development, selection and recruitment. Data was obtained via self –administered questionnaires distributed among the employees of Banks in Pakistan which are practicing Islamic Banking .The sampling method employed was purposive sampling. Praxis and The Self-Education of Humanity Christopher Poor School of Critical Studies in Education , University of Auckland , Auckland , New Zealand

Abstract The problematic of social change has always been central to social theory. In this paper I argue that social change is aligned with the self-education of humanity. Further, the drive for autonomy of the developing child promotes the appropriation of the role of educator to the self and peer group, allowing the reconfiguring of the causal relationship between the social and the efficacy of mental processes. I build on Herder’s and Hegel’s understanding of bildung and Vygotsky’s, Engeström’s and Bickard’s concepts of learning to develop a transformational model to explain this dynamic of self-education and to propose how it could be pursued to achieve beneficial congruence between institutions, social change, and learning. I also propose a rethinking of social ontology to overcome the tendency to reductionism in theories of social change.

Language as a determinant of shaping the identity of Slovaks in Croatia. (On example of the territory of Western Srem and Slavonia) Mgr. Miriam Stašková PhD Student, Department of Ethnology, Faculty of Arts, University of Ss. Cyril and Methodius, Nám. J. Herdu 2, 917 01 Trnava, Slovak Republic.

Abstract Language is seen as one of the basic determinants of ethnic identification. The language of minorities is not only their means of communication, but it also serves as an expression of cultural heritage and ethnic identity. The possibility of maintaining the language of national minorities and its vitality within the major communities is related to the fact if the minority language users themselves perceive and reflect the language as a value and what relation to this value they have. Migratory movements within the Habsburg empire after the military defeat of the Ottoman Empire during the 19th century caused resettlement of the Slovaks, Hungarians, Romanians, Croatians, Serbianss, Germans and many other nationalities within the renewed and extended monarchy. Our focus is on the Slovak minority in the former Yugoslavia, namely the territory of Croatia, which has preserved their language and identity in different areas of the Balkans for more than two centuries. Despite advancing assimilation, this minority is currently trying to keep their national consciousness, ethnic identity and to cultivate their own culture. This effort was carried out in the past against the background of deep geopolitical changes, as well as ethnic identification, which were characteristical for the Balkans in the 19th and 20th centuries and which had great impact on the ethnic identity. These changes also affected the analysed Slovak ethnic, its language and culture, the basic attributes of ethnicity. Our attention is aimed on the territory of Western Srem in Croatia. We explore the language, ethnic identity as well as the confession of the Slovak minority in Croatia as a factor that continues to protect the existence of the minority within the majority. THE INTRICACIES IN MANAGING A CASE OF CONSTRUCTION BUILDING PROJECT IN MALAYSIA: ISSUE OF CONTROL AND TRUST Rosliza Mat-Zin PhD Associate Professor , School of Maritime Business and Management, Universiti Malaysia Terengganu, 21030, Kuala Terengganu, Terengganu, Malaysia.

ABSTRACT In the construction industry, project success or failure is generally determined by whether the project achieves cost savings and is delivered on time, or whether there are cost overruns and delays. An important control issue in managing projects is integrating and coordinating activities and resources across a range of partners to accomplish the project objectives. This paper bridges this gap in the literature by providing a case study that focused specifically on how management control systems in project organizations are designed and used. The main sources of data were semi-structured interviews conducted with key participants and an analysis of the related contracts and other documents. Informal conversations with interviewees, which included construction laborers during their work breaks, enhanced the formal interviews and helped the researcher to better understand the construction project processes. The paper highlights the importance of prior relationships with partners in influencing the control relation.

The transacting parties used specific criteria in their search for suitable parties,

including relationship history and past performance. The findings revealed that despite the extensive use of the contract as a formal mechanism of control, a high level of competence and goodwill trust were also important sources of control. With the limitation of the conceptual framework, the impact and effect of organizational culture and the history relationships between contractual parties were not included in the case study. Keywords: project-based organization, management control structures, informal or social controls, interfirm relationships.

Abstract The quest by the government for gender economic empowerment in Nigeria had in the past produced unimpressive outcome. The inability to empower most poor women may not be unconnected with government failure to identify, adopt and utilize petty trading in agricultural produce as a viable tool for women empowerment. It is against this backdrop that the objective of this paper is to establish a link between petty trading, women empowerment, and sustainable community development in Nigeria. Using the Theory of Constraint the paper reasoned that to economically empower most women in communities in Nigerian as envisaged by the government will require indentifying and eliminating those socioeconomic and political constraints that inhibits women capacity to procure, store and distribute/market those produce with minimal losses. Eliminating those constraints will enhance women economic empowerment with swelling effect on community development in Nigeria.

Associate Professor, Skyline University College, Sharjah, UAE

Abstract In recent years stock exchanges have increasingly been forming alliances or merging with each other. This study is carried out with the objective of finding out the benefits of having a larger single stock market in the UAE instead of the present two different markets Abu Dhabi Securities Exchange and Dubai Financial Market. The study covers a period of five years from 2010 to 2014. This study is based on secondary data collected from various stock exchanges in the GCC. The various markets in the GCC are compared against each other on the basis of volume and value of trading, market capitalization, number of shares listed and number of days traded. Then the same analysis is carried on with the combined ADX and DFM. It is observed that the merger of ADX and DFM brings in benefits on all these parameters. The study also shows that the merger will benefit all the stakeholders by reducing cost of operations facilitated by the large scale operations, sophisticated technology, single trading platform, one investor number, lower trading cost and earlier break-even. Moreover, through the merger the UAE will be able to attract more local and regional companies which will enhance the revenue, profitability and presence in the region.

Abstract The paper was done at Creative Soft ware Solutions. The present study makes an attempt to draw a profile of EVALUAION OF INSOURCE & OUTSOURCE OF MANPOWER. There has been a tremendous rise in the importance of the Human Resources (HR) department within the company structure. It has become one of the fastest growing sectors in India. It has redefined the ways of the business .It has emerged as a key factor in changing the trends of the future HR. Once Human Resource Outsourcing (HRO) was simply called payroll, today its influence stretches from top to bottom. None of the department in company is untouched by its presence. In an outsourcing one company contacts a vendor that has the requisite skills, know- how, manpower, technology and the resources to perform a function or a group of function at a required or a predetermined cost. It comprises from payroll, evaluation of employee performance, to the smallest decision taken in the company. In recent past years there has been a steep rise of HR outsourcing. The main reason for this is to cut down the costs. The suppliers presently are not just looking for transactional-based functions such as payroll and pensions administration, but also ‘full service’ HR, which includes almost everything that an HR department is supposed to do. The HR vendors are now pushing the concept of ‘total value’. This means encouraging companies to outsource more and more important decisions and processes relating to HR. Business process outsourcing (BPO) advisory firm Everest Group has estimated that a third of all such deals involving outsourcing training and development, 28 per cent including performance management and 12 per cent including the outsourcing of some elements of HR strategy will be outsourced. Apart from Human Resource Outsourcing (HRO) there are other horizontal BPO’s in areas such as finance and accounting. Usually the less important functions or the non core functions are outsourced while the firms still keep the important or the strategic functions such as budgeting and management analysis insource.

STORM in MANET Christo Ananth Associate Professor, Department of ECE, Francis Xavier Engineering College, Tirunelveli

Abstract A rapid expansion in the field of mobile computing is due to the proliferation of inexpensive, widely available wireless devices. A mobile ad hoc network is an autonomous collection of mobile devices (laptops, smart phones, sensors etc.,) that communicates with each other over wireless links and cooperates in a distributed manner in order to provide the necessary network functionality in the absence of a fixed infrastructure. In this paper, we present a routing protocol called Scheduling and Traffic Management in flow ordered Routing Meshes (STORM) for the operation of such mobile ad hoc network. It uses cross layer approach and here each node acts as a router. It provides loop free routes and fast and efficient way of repairing routes, because they contain extra paths that can be used in case of link breaks. Bandwidth and Delay guarantee are achieved on as per hop and end to end basis. The performance analysis shows that compared to AODV for Unicast routing, STORM attains better improvement in case of parameters like Energy consumption, Delay, Packet delivery ratio and Packet lost.
