1. Roles and Responsibilities of Operators and Supervisors. Supervisor
Setup enrolment station.
Supervise enrolment process.
Handle issues and concerns of operators and residents.
Handle exception cases during capture of data.
Act as an operator, when required. That is in rare cases , Supervisor can act as operator for two or three enrolment per day in absence of operator.
Ensure checklists are filled and signed.
Ensure audit feedback, if any, incorporated in process.
Ensure safe handling and storage of documents and transfer of same to Registrar.
Verify PoI, PoA, DoB documents in case of document based verification.
Manage data export to CIDR and data backup to external hard disk.
File, back up and store enrolment data as per UIDAI guidelines.
Operator
Verify PoI, PoA, DoB documents in case of document based verification.
Capture demographic and biometric data
Obtain consent for enrolment and make corrections in data recorded, if required
Provide acknowledgement slips to Residents
Store Consent Letter, PoI, PoA for Registrar/UIDAI
Basic knowledge required for operators are
Minimum knowledge in Malayalam computing.
Basic knowledge in LINUX.
Good in data entry operations.
Understand roles and responsibility of Operators and Supervisors and decide which is suitable for each of the candidate before applying for the certification. Entrepreneurs, staff of entrepreneurs, or anybody who is willing to work for an entrepreneur can apply for operator /supervisor certification.

1. Setting up of Enrolment centre. Every enrolment centre should have two or more stations (1 station = 1 set of equipment). One station will be allotted to one operator. One operator is not allowed to finger in two stations. One Supervisor is compulsory for every centre. Operator supervisor ratio is 5:1. That is every 5 operator there should be one supervisor. Other than operator / supervisor no other persons should operate any equipment in a centre. Location of enrolment centre will be decided by District office on request of operator / supervisor.
Status report mentioning total number of enrolment per station is compulsory and it should reach district office on a daily basis before 10.30 AM.
2. How to become an active operator for AADHAAR enrolment process. 1. Go to an enrolment station and get enrolled. 2. Apply for Operator / Supervisor examination at Sify. 3. Attend the examination when sify conduct the test. 4. Pass the examination. 5. Download certificate from sify website. 6. Contact district office where the operator/supervisor wanted to register and give required information for operator activation. 7. UIDAI generate Aadhar number for operator/supervisor. This process will take around one month. 8. UIDAI will inform UIDAI Admin of Akshaya regarding operator/supervisor. 9. Admin will activate the operator/supervisor based on the information from UIDAI and the data given by the applicant. 10. operator/supervisor need to attend training sessions as specified by District office. 11. Configuring Aadhaar software for each of the operator/supervisor . 12. Only after operator/supervisor get sufficient training
he/she will be eligible for
enrolling residents. Akshaya district office will give approval to operator/supervisor for enrolment of residents. Remember passing operator/supervisor
examination is not the only criteria for starting
enrolment of residents. Practical training is needed for doing actual enrolment. Syllabus of

examination for operator/supervisor just cover theory only. It will not cover any details about actual software used for enrolment.
3. Technical Support from AKSHAYA So far there are only three UIDAI Admin from Akshaya. Balu – District office Alappuzha Sujith- District office Thiruvananthapuram Sarath- State office Thiruvananthapuram They are the only responsible persons for all technical activities related to UIDAI enrolment from Akshaya. So they are the contact persons for clarification of any doubts related to hardware /software , operator / supervisor activation and certification . Installation and modification of the software will be the responsibility of Akshaya district offices. After installation of Aadhaar client software, the laptop will be under the control of Akshaya and not to purchaser of it, and it should not be used for any other purpose. That should be submitted to Akshaya whenever necessary.
4. Deactivation of Operator/Supervisor All the operator/supervisor eligible for enrolment need to follow guidelines specified by Akshaya/Registrar/UIDAI . The specified the quality procedure for taking
KYR and
biometric data of residents by UIDAI is as follows.
Operator should use KYR and KYR+ software for every enrolment.
All the data provided by the resident need to be used for filling KYR and KYR+ fields.
Aadhaar Enrolment is a free service to the residents . No service charge is imposed on the residents by the operator.
For doing more enrolment in a day operator should not violate any quality procedure for capturing biometric data.
UIDAI Notification for capturing biometric data is as follows. As per UIDAI enrolment process, Operator should help the Resident with the biometric devices to get good quality iris, finger print and facial images.

If the quality of any of the biometric images (facial, iris or fingerprint) is not good in the first attempt, the Aadhaar enrolment client software will show an error. The Operator may have to repeat the process, using the ‘recapture’ option, several times in order to get the required quality. If the Operator is not able to capture the desired quality of image after the prescribed number of attempts, the software provides a “forced capture” option. In this case, all sets of biometric data captured will be sent to CIDR for de-duplication & quality monitoring purpose. UIDAI will monitor the performance of Enrolment Operators and check the number of times an Enrolment Operator has sent “forced-capture” biometric data or substandard biometric data to CIDR. During this entire procedure the Operator should ensure that the Resident does not feel any kind of discomfort. So any operator/supervisor violating any of the guidelines/ procedures should be deactivate from
their status of operator/supervisor by Akshaya/Registrar/UIDAI and they are not
eligible to continue enrolment of residents.
5. Legal actions
Data collected from residents need not be used for any other purpose.
Providing false demographic or biometric information is an offence.
UIDAI can take legal action against such persons.
