POLITICAL FRAMEWORK Targets: • Reduction of GHG emissions in 2020 by 40% and in 2050 at least 80% (compared to 1990) • Reduction of primary energy consumption by 20% in 2020 and by 50% in 2050 (compared to 2008) and exhaustion of efficiency potential in the residential and public sector • ….. Action Area: An Action Area is made up of a substantially uniform energy demand structure (scale problem) with a set of potentials and infrastructures – –

Urban – Suburban – Coupling Area Action Areas, which go beyond the administrative boundaries of a city, as the energy demand structure continues and / or potentials



Cooperation areas: geographically locatable options for connecting Action Areas –

Overlapping Areas suitable for coupling different energy systems (using temporally fluctuating surplus energy etc)
