The Indian Railways is a vital transportationinfrastructurerunning over 19000trains per day and transporling over 2.504 crore people safely. Near about 13 lakhs railway employeesbelonging to various categoriesspreadover 65,000 route kilometresof Railways network are working round the clock fbr ensuring uninterrupted services. The railway employeesperform complex and difficult natureof duties facing severalodds and inclement weatherconditions. l'he Indian Railways works like wall clock at all times without stoppage. 2. NIrIR is compelled to bring to your kind notice that heavy shortage of Railway Doctors in Railways has the crippling effect on health care to Railway employees (serving/retired)and their families. As against the sanctionedstrength of 2600 Railway Doctors,only about 1700 are on rolls, thus the vacancyposition at any given time is not less than 38o/oof total strength. The Railway Doctors are also engagedin the duties of medical examinationo1'approximately50,000 direct recruits into the Railways besidesconducting periodical medical exarninationof neatly 1.5 lakhs employeesper annum as these staff are engagedin train operationsand other duties of critical nature.The Railway Doctors are also duty bound to attendto Railway accidentsand provide medical relief to the travelling public on demand. 3. For kind appreciationof Hon'ble Prime Minister, the Federationplaces below the details pertaining to materialisationof the UPSC selectedcandidateswhich shows that the percentage ofthese candidates hasneverbeenabovel0% ofrequirements. With the expected normal retirement on superannuationin the coming years in Railways,the percentageof Doctors shortagefurther grows up, consequentlymanagingthe healthcare systemwill becomevery difficult. The only alternativeto retain the experienced Doctors in the interest of Railways and other Central Govemment Health Services,is to enhancethe upper age limit for retirement on superannuationto "65 years". It may kindly be appreciatedthat the proposalfor upward revision of superannuation age limit of Doctors from the existing 60 to 65 years if approved, will not cause any additional financial implications on the Central Government and on the other hand the knowledge,experienceand the talent of the Railway Doctors can be continued to be fully availedtill they complete65 yearsof age.
