The engineering education with its laboratory practices, practical classes and engineering tasks could not be effective if it is realized completely online. The aim of the paper is to identify face-to-face and online assessment approaches at TUS and to propose a solution to combine them in blended assessment.

EXPLANATION The architecture of the Web based management is multilayer, online based, It provides maximum operational and multi-platform compatibility. On the highest level stands any kind of server operating system with installed JAVA support, Web server, Media streaming server, videoconference specialized software and Server side software for control of operational capability. On this level, there is a system for managing databases. A wide area network as a primary medium for the transmission of data is presented at the next level. This architecture uses TCP/IP protocol, which makes possible for it to use all currently available and future developed digital communication techniques and equipment. The third level is user layer, which consists custom computer, custom operating system and WEB browser, installed on both physical and/or virtual hardware as a virtual client interface. All these components take care of the incoming and outgoing information and its processing, so it can be presented in user Web browsers and respectively recorded.

REMOTE ELECTRONIC ASSESSEMENT The videoconferencing technology provides opportunities for conducting : Video seminars; Video lectures; Video consultation. An other form of videoconferencing - video assessement was done accidentally last year. At the end of the semester when the course works were completed and had to be evaluated, colleague of us O. Marinov had broken his leg and was in hospital. His students were waiting for him impatiently. The problem was resolved from the hospital. It was directly organized videoconference assessment via 3G Internet – the decision was attractive and beneficial.
