Dear Colleagues, The ACI World/North America Annual General Assembly, Conference and Exhibition in Calgary, was a most rewarding event – the quality and quantity of the educational content, the energy and excitement of the exhibition hall, the warmth and graciousness of the Calgary hospitality, and the super cool cowboy hats—all deserved superlatives. I thank all who attended and regret that some of you missed this excellent opportunity to network with colleagues from all over the world in the Region that produces the single largest conference in the ACI network. Kudos to the North America and World event organisers and to the Calgary Airport Authority, and their large contingent of helpful and knowledgeable volunteers, for putting on this enjoyable and productive conclave. Our thanks go to our speakers, starting with Ms. Zanny Minton-Beddoes, editor of The Economist, who delivered a most timely and insightful keynote address and responded thoughtfully to the many questions from the audience. She truly set the tone for the conference. Speakers and presenters for the rest of the conference were well prepared on topics of keen interest and even the very last sessions, one on Airport Security and Facilitation, and one on Public/Private Partnerships, moderated by our ACI World Chairman, Yiannis Paraschis, were well attended. Prior to the conference, the World Governing Board and three ACI Regional Boards, Asia-Pacific, Europe and North America held their meetings. With the attendance of several Board Members each from ACI-Africa and Latin America-Caribbean, this constituted one of the largest gatherings of ACI leadership in our history. The Airport Excellence (APEX) in Safety programme received a great deal of attention. The ACI World Governing Board approved the expansion of the programme beyond the successful pilot phase and the full launch of APEX was made at a press conference. The board members from every ACI Region in addition to other airport managers, signed onto the “APEX Commitment” poster. As well, one conference session featured presentations by a host airport manager that had received an APEX peer review site visit, a safety partner who had been a peer reviewer, and the chief of ICAO’s Continuous Monitoring and Oversight section. Each outlined the value that the APEX in Safety programme brought to their organisational and professional objectives. We thank Prince Chintimbwe, Director of Airport Services, Kenneth Kaunda International Airport, Zambia, Brett Patterson, Director Airside Operations, Vancouver Airport Authority and Henry Gourdji, ICAO, for their enlightening presentations and support of ACI’s most ambitious and significant initiative. This edition contains many photographs taken at the conference, none more inspiring than those of the Airport Management Professional Accreditation Program (AMPAP) graduation ceremony that follows the World Annual General Assembly. We had a full house of proud well-wishers to cheer on the hard-working graduates that spend many hours taking courses and completing their AMPAP assignments in addition to carrying out their full-time work responsibilities. Our Board Chairman and representatives from ICAO and SITA were on hand to proffer the certificates and honours to the graduates and partake of the celebratory atmosphere. We hail these intrepid managers and are filled with great optimism for the future of our industry that they will lead. It was a great week. Angela Gittens

ACI-NA/World Annual Conference and Exhibition A FOND FAREWELL TO LOUIS MILLER by Myrna Liengme, Financial Controller, ACI World We bid a fond farewell to our long term Treasurer, Mr Louis Miller, Aviation General Manager at Hartsfield-Jackson Atlanta International Airport. He received a token of appreciation from ACI World Chair Yiannis Paraschis at the ACI World Annual General Assembly held in Calgary, September 10, 2012, in recognition and thanks for his devotion to ACI and its members for the years served from 2004 to 2012. Mr Miller has provided leadership and guidance to the management of ACI’s finance team, and has represented ACI’s best interests to the World Board and the World Governing Board by presenting ACI World’s Annual Finance Reports. He has been invaluable in gaining transparency for our finances which has allowed to pursue key strategic initiatives. He has always made himself available despite his demanding professional obligations. The staff will miss working with him. We would like to thank him for his generosity and his vision to advance airports worldwide.

Airports Council International (ACI) Officially Launches its APEX in Safety Programme ACI officially launched its APEX in Safety programme during a well-attended ceremony at the 22nd ACI World/North America Annual General Assembly, Conference and Exhibition in Calgary, Alberta. According to Angela Gittens, Director General, Airports Council International, “In September 2011, ACI launched its APEX in Safety pilot programme. Today, exactly one year later, I am very proud to look back at the tremendous strides and progress that we have made in terms of the acquisition of expertise, knowledge and safety programme management skills that have enabled us to transition to full programme status today. I would like to thank the many APEX Safety Partners, Host Airports and the International Civil Aviation Organization (ICAO) that participated in our pilot programmes and who have made this day possible. As the Voice of the World’s Airports, ACI is pleased to facilitate a partnering process whereby each airport by virtue of its unique characteristics, strengths and knowledge can contribute to helping airports improve safety compliance and mitigate the risks of airport incidents worldwide.” According to Henry Gourdji, ICAO’s Chief, Continuous Monitoring and Oversight Section, Universal Safety Oversight Audit Programme who spoke at the programme launch, “We believe that APEX in Safety has the potential to make a real difference in improving safety at airports worldwide. It moves ACI into the realm of active safety management, a concept that ICAO is committed to and supports. We are looking forward to our continuing collaboration with ACI as the APEX in Safety initiative moves into full implementation phase.” ACI launched its first pilot in September 2011 at Société Aéroportuaire de Lomé-Tokoin in Togo. We subsequently completed six pilot reviews, including: Ramón Villeda Morales International Airport in San Pedro Sula, Honduras; Maputo International Airport in Maputo, Mozambique; Kenneth Kaunda International Airport in Lusaka, Zambia; Soekarno-Hatta

International Airport in Jakarta, Indonesia and most recently at Cluj-Napoca International Airport in Romania. In May 2012, in Singapore, ACI signed a Memorandum of Understanding with the Indian Airports Authority, one of the largest airport authorities in the world, to conduct peer reviews at their airports and they have agreed to provide safety partner experts for other airports in the Region. In June 2012, in Montreal, Quebec, Canada, ACI and the International Civil Aviation Organization (ICAO) signed a Memorandum of Cooperation (MoC) for Enhanced Cooperation to Improve Safety Standards at Airports Worldwide. Most recently, in Livingstone, Zambia in July 2012, at the African Ministerial Conference, ACI and the APEX in Safety programme were cited as solutions to help airports meet rigorous safety targets. The APEX in Safety programme takes shape in the form of a traditional peer review, whereby airports around the world benefit from, and lend their knowledge and experience to identifying and prioritizing the actions that participating airports can take to reduce risks and improve their responsiveness in the event of an incident. APEX in Safety is built on the ICAO principles of information transparency, in a non-punitive, ‘just culture’ environment, where sharing data and best practices lead to excellence. The expected outcomes of ACI’s APEX in Safety programme include tangible increases in safety and compliance by members in response to specific needs identified by participating airports, with the ultimate goal of reducing the potential for airport safety incidents.

ACI Releases its 2011 World Airport Traffic Report: Airport Passenger Traffic Remains Strong as Cargo Traffic Weakens Director General of ACI World, Angela Gittens today announced the publication of ACI’s 2011 World Annual Traffic Report. “ACI’s flagship publication is a unique and comprehensive industry reference providing data, indicators and analyses from over 1,500 airports in over 150 countries. The report describes the continued growth trajectory following the two-year recession of 2008-2009. Although 2011 can best be characterized as a year plagued with economic uncertainty, natural disasters and sociopolitical upheaval, airport passenger traffic posted another record year. The world’s airports served more than 5.4 billion passengers in 2011 growing by 5.3% from 2010. This is ongoing evidence of the sheer size of the global aviation market as well as the perseverance of the industry as a whole.” Commenting on cargo traffic, Gittens said, “Trade in air cargo was not as resilient to the uncertain economic climate that was primarily brought on by the debt default risks in European and North American economies. In the latter half of 2011, with business confidence deteriorating, cargo traffic contracted in tandem. In the aggregate, cargo volumes were almost flat in 2011 relative to 2010 at 93.1 million tonnes.” 2011 – Key Statistics in Brief 1,520 airports located in 156 countries reported that: •



Worldwide airport passenger numbers increased by 5.3% in 2011 to 5.44 billion, registering increases in five of six regions Latin America-Caribbean (+8.5%), Middle East (+7.7%), Asia-Pacific (+7.0%) and Europe (+7.0%) all showed

robust growth in passenger traffic, North America (+1.8%) experienced moderate growth; With the brunt of social and political unrest in Northern Africa, Africa (-3.5%) saw a contraction in year-over-year passenger traffic. Worldwide domestic traffic increased by 3.7%, while international traffic jumped by 6.6% Worldwide aircraft movements increased 2.3% to 77 million Total cargo volumes handled by airports was flat at 0.2%, which represents 93.1 million tonnes 70% of airports worldwide registered positive passenger growth at an average of 7.9%, while 30% of airports lost traffic at an average rate of -5.9%.

Gittens remarked on some new additions to the report, “In this edition of the World Annual Airport Traffic Report, ACI provides new perspectives and analyses based on an expanded airport traffic data set. In addition, a historical perspective was adopted to quantify the adverse impact of major events on airport traffic and demonstrate the resilience of air transport demand over the last decade. Market share and traffic concentration is also investigated in greater depth among the major airport hub cities of the world. The Report also features specialized sections covering the measurement of airport traffic fluctuations and seasonality. A review of airport output indicators is also a new and insightful additions to this year’s report. As always, ACI provides the most comprehensive airport traffic data and rankings in an internationally comparable format, as well as regional traffic trends to provide our members and readership a global view of the industry as a whole.”

Growth in Passenger Traffic Slows to 2% Year-Over-Year as Air Freight Contracts in July With many major international airports in Europe and North America reporting lacklustre figures in passenger traffic in July, overall growth in global passenger markets slowed to +2% year-over-year. Counterbalancing the slowdown in these markets is the continued strong demand in emerging markets. The major airports of Asia-Pacific, the Middle East and Latin America-Caribbean posted robust year-over-year gains. Beijing (PEK), Dubai (DXB) and São Paulo (GRU) achieved growth of +6.1%, +6.0% and +9.0% respectively.

Freight markets suffered a decline of -2% in traffic volumes in July. Whereas many Asian airports experienced a buoyant rise in year-over-year passenger traffic, the opposite is occurring in the freight market. Hong Kong (HKG) and Shanghai (PVG)

saw declines of -1.8% and -7.1% respectively. All but Africa and the Middle East, observed declines in freight traffic. Johannesburg (JNB) and Abu Dhabi (AUH) had double-digit gains of +13.0% and +27.8%. ACI World’s Economics Director Rafael Echevarne commented, “Regional trends in air transport markets continue to be mixed reflecting the combination of resilient demand from emerging markets and the slowdown of European and American economies. The net result is a modest overall growth rate in passenger traffic for the month of July. Air freight, on the other hand, is clearly in a contraction phase as business confidence wanes in parallel.”

Updates from ICAO’s Air Navigation Commission (ANC) by David Gamper, Director, Safety and Technical On Thursday 27 September the ANC re-opened discussion on various proposals for the amendment to Annex 14 on RESA and Arresting Systems. There have already been very long discussions on this controversial matter. All agree that Annex 14 should mention Arresting Systems as an available mitigation for runway ends that pose significant risk, but the comments of States on the wording in the State Letter of 2011 led to much further discussion, and so the exact language has been very difficult to agree upon. ACI believes that the best outcome is to retain the version circulated during the summer recess. The new wording might have unintended consequences, as it was developed too quickly. Especially with regard to making the length of 240 metres of RESA (for code 3 and 4 runways) appear mandatory (which ACI has been striving to avoid), and even appearing to make arresting systems a requirement for many more runways. We believe that most airports see arresting

systems (also known as EMAS) as an expensive measure to be contemplated only when truly necessary. ACI successfully argued for that position in the meeting. The plans and the working papers for the ICAO Air Navigation Conference (Montreal, 19-30 November) are now complete: this has been a major ANC focus over the last months. ACI World Active in ICAO Security Conference

by Michael Rossell, Director, ICAO Relations ICAO recently held its High-level Conference on Aviation Security (HLCAS) from 12-14 September in Montreal, Canada. It was attended by over 700 delegates representing 132 States and 23 international organizations and industry associations, including ACI. The Conference agreed a wide ranging Communiqué which recognized the continuing threat to aviation security and recalled that terrorism was a global problem that did not respect national borders. The Conference built on the 2010 Declaration, that had been agreed at the previous ICAO Assembly, and a series of Regional Security Conferences. Key agreements were that ICAO and partners should follow an outcome-focused risk-based approach to aviation security and the Global Risk Context Statement was recognized as a way for States to address their national threat and risk assessment processes. An abbreviated version can be obtained from: http://bit.ly/PDiG2Y The Conference agreed on the need to enhance Air Cargo Security and in particular to improve supply chain security; to apply a global standard and hence reduce duplication of effort; to enhance cooperation (leading to one stop security); to apply the same baseline standards to cargo for all-cargo aircraft as well as to belly cargo for passenger aircraft; to provide assistance where possible; and to bring in enhanced standards as soon as possible. One of the most contentious issues in the past has been on Combating the Insider Threat, but a compromise that had been hammered out in the Aviation Security Panel and the Council was adopted and it was agreed that it should be implemented as an amendment to Annex 17 as soon as possible. There was considerable support for the item on Capacity Building and Technical Assistance which culminated in a recommendation that ICAO, States and stakeholders continue to contribute to a coordinated, targeted and effective approach to international civil aviation capacity building. The ICAO Regional Offices could act as brokers and work through the ICAO Ad Hoc Group on Partnership in Aviation Security Capacity Building. (The next meeting of this group is 18-19 October in London: ACI will attend.)

The role of Machine Readable Travel Documents (MRTD), Advance Passenger Information (API) and the Passenger Name Record (PNR) was addressed with States generally supporting participation in these initiatives, but seeking also to accommodate data protection and privacy requirements. Over 100 States issue ePassports, but so far only around one third use the Public Key Directory (PKD), which is an internationally applied security feature. The increasing importance of identity management was emphasized as forgery of “breeder” documents was now a greater risk than forgery of some passports. The last item, which was very important to ACI, was on Driving technology developments and innovation where the Conference agreed to a Symposium on innovation in aviation security for 2014, saying that there needed to be both new technologies and new ways of thinking. The Conference supported the principle that ICAO should take leadership in the development of the next generation screening process in cooperation with States and industry, and this work will be taken forward through the ACI Security Committee. From a global security perspective the Conference has set the agenda for the next few years: though for the most part it is in terms of evolutionary rather than revolutionary change. The adoption of the Risk Context Statement has an important symbolic role in defining a move towards outcome-focused risk-based screening and this was echoed in many of the decisions of the conference. The most important element from an ACI perspective was the agreement that ICAO should take leadership on next generation screening with support from States and industry.

Getting to Grips with Next Generation Risked-Based Security by Arturo Garcia-Alonso, Assistant Director, Facilitation and Airport IT The 37th meeting of the ACI World Security Standing Committee was held in Washington, DC, August 2012, in conjunction with the ACI North America Public Safety and Security (ACI-NA PS&S) Conference. More than 25 members, partners and guest participants were convened to work throughout an extensive agenda which covered the most important challenges that airports, regulators and the entire aviation industry are facing to ensure our outmost industry priority: to ensure safe and secure operations. The main outcomes of the Committee meeting were: •

Continued support and guidance to ACI’s strategy and efforts representing Airport interests at ICAO AVSEC Panel and related working groups Positions for the ICAO High Level Conference on Aviation Security in September 2012 Coordinated strategy to face the lifting of the restrictions on liquids, aerosols and gels Security Capacity Building: initiatives to share expertise and raise security awareness Strong support to Sustainability, Human Factors and Customer Service in Aviation Security Alignment with ICAO Next Generation Screening concepts and ACI Europe – AEA “Better Security”

Prior to the Committee meeting, the ACI-NA PS&S Conference, with the theme “Integrating Global Risk-Based Security Initiatives”, was a tremendous success in terms of organization, participation and content. Both ACI World and ACI North America were very satisfied with the result of the joint sessions and meetings, as this collaboration enhances networking opportunities and offers additional value to members. Improving the Passenger Experience: An Industry Collaborative Effort by Arturo Garcia-Alonso, Assistant Director, Facilitation and Airport IT The 6th Meeting of the IATA Passenger Experience Management Group (PEMG) took place in Geneva, August 2012, at the IATA headquarters in Geneva, with participation of multiple stakeholders, including eight ACI airport members and ACI World representation.

Airports Discuss New Developments in Retail, Passenger Processes and Customer Satisfaction at ASQ Airport Forum

The 2012 ASQ Forum for the Americas was held in Jacksonville, Florida from September 5–7. Over 50 delegates from North America, Central America and the Caribbean attended the event hosted by the Jacksonville Aviation Authority (JAA). The airport forum provides a unique venue for airport managers to meet and discuss challenges and opportunities for improving the quality of airport services. The main themes discussed during the airport forum were: • • • •

Best practices for managing waiting times How to fine-tune airport wayfinding Using commercial research to boost sales Managing ground transportation

During the event, Jacksonville Airport presented how they are using benchmarking to deliver great service to their passengers and Halifax Airport presented “The Stanfield Way” their new initiative to create an airport community. On the second day of the conference, Dallas DFW presented how they use market research to improve service quality and Detroit showed how they are using ASQ to set and monitor customer service targets.

The airport forums are also an opportunity to discuss industry best practices in managing service quality. The topics chosen for this year were managing passenger waiting times and ground transportation. Presentations were given by Atlanta and Austin, explaining how they are improving passenger processes through a better management of waiting times. Halifax presented the new developments they have implemented to improve the ground transportation offering at their airport. Delegates were also treated to a taste of Jacksonville hospitality at a gala dinner hosted by JAA on the grounds of the US navy base at Mayport, as well as, a tour of the airport facilities. ACI would like to take the opportunity to thank the Jacksonville Aviation Authority for hosting such an outstanding, unforgettable forum.
