HOPE
in
stations
aims
at
enabling
exchanges
of
good
practices
among
the
partner
 countries
 and
 at
 developing
 new
 inclusion
 solutions
 intended
 for
 homeless
 people,
such
as
shared
training
tools
or
the
transposition
specific
services.

 Evaluation 
















 The
 HOPE
 in
 Stations
 project
 is
 a
 European
 project
 involving
 railway
 companies,
 public
authorities
and
NGOs.
It
aims
at
strengthening
the
role
of
train
stations
as
 well
as
their
partners
in
the
handling
of
the
homeless
people
issue.

 Set
in
motion
by
the
ANSA
(French
agency
for
active
inclusion),
HOPE
associates
 seven
countries
(Belgium,
France,
Germany,
Italy,
Luxemburg,
Poland,
and
Spain)
 and
 receives
 the
 support
 of
 the
 European
 Commission
 (PROGRESS
 program
 Transnational
Social
Experimentations).
 The partners  The
 project
 involves
 the
 following
 stations:
 Paris
 Nord‐Est‐Magenta,
 Brussels
 Central,
 and
 Roma
 Termini.
 The
 Madrid
 Atocha,
 Berlin
 Zoologischer
 Garten,
 Warsaw
Central
and
Luxemburg
Central
stations
are
also
part
of
the
project,
even
 though
to
a
lesser
extent.
 The objectives  HOPE
in
stations
plans
to
test
and
evaluate
the
impact
of
the
setting
up,
in
each
 train
 station,
 of
 a
 reference
 authority
 which
 would
 be
 in
 charge
 of
 promoting
 a
 coordinated
response
to
the
homelessness
issue.

 The
 main
 missions
 of
 the
 reference
 authorities,
 as
 defined
 collectively
 by
 all
 partners,
 are
 the
 following:
 coordinating
 the
 streetwork
 activities,
 creating
 a
 shared
database
gathering
all
information
on
homeless
people
in
and
around
the
 station,
setting
up
a
training
program
on
homelessness
for
the
employees
of
the
 stations
(railway,
cleaning,
security
and
parking
agents)
and
opening
a
dedicated
 place.


As
a
social
experimentation
project,
HOPE
in
Stations
puts
a
strong
emphasis
on
 evaluation,
and
involves
a
significant
inquiry
protocol,
in
order
to
understand
the
 practices
and
expectations
of
all
the
stakeholders.

 This
evaluation
follows
three
stages,
which
are
carried
out
by
different
research
 entities:

 
 • Analyzing
 the
 overall
 context
 of
 homelessness
 in
 each
 partner
 station
 (sociopolitical
analysis
by
Julien
Damon)
 • Analyzing
the
relationships
between
the
social
service
providers
and
the
 train
station
(ISFORT
and
ZSI
laboratories)
 • The
homeless
people’s
own
experience
(ZSI
laboratory)
 
 According
to
the
ex‐ante
and
ex‐post
methodology,
two
rounds
of
inquiries
have
 been
carried
out
by
ZSI
one
year
apart,
one
before
and
one
after
the
setting
up
of
 the
action
(Summer
Autumn
2010
and
then
Autumn
2011).
These
qualitative
and
 quantitative
surveys
were
destined
to
several
NGO
structures,
homeless
people
in
 and
 around
 the
 concerned
 stations,
 and
 to
 the
 participants
 of
 the
 training
 sessions.

 The
event
of
the
16th
of
december
2011
presents,

on
the
basis
of
the
scientific
 evaluation,
the
partners’
political
recommandations
to
the
European,
national
 and
local
institutions,
concerning
this
coordinated
response
to
the
homeless
 issue.
 Following
 this
 transnational
 social
 experimentation,
 the
 reference
 authority
 will
 be
implemented
in
several
Italian
and
Parisian
stations.
It
will
also
be
extended
to
 the
City
of
Luxembourg.
