III. Lessons Learned from NSCB Pilot
III. Lessons Learned from NSCB Pilot
On the Questionnaire: Noted the relatively impressive documentations (particularly for Questionnaire 3) by PSA Makati/former NSCB The PSA-Makati /former NSCB experience in filling up the questionnaires will be used to guide the other CRESS respondents

III. Lessons Learned from NSCB Pilot
III. Lessons Learned from NSCB Pilot On the Filled-up Questionnaire: Critical role of the dedication and cooperation of budget officers in filling up the questionnaires Will be useful if NSCB can document ( for experiencesharing with other countries) the processes followed that allowed the detailed information in the filled-up questionnaire Questionnaires cannot fully capture impact of structural/organizational changes ( creation of PSA in 2013) Difficulty in gathering information/coordination because PSA is still in transition
On the Questionnaire: Need for additional column on sources of information for Questionnaire 3 (will be useful in institutionalization specially when there is staff turnover) Need to compare CRESS Questionnaires 4 & 5 data items with PRESS database/data items
RAVirola, 08 June 2015, AIM Makati
On the Questionnaire: Need for clearer instructions Questionnaire should be filled up jointly by budget officers/technical personnel in charge of statistical matters Filling up of data items on projects financed by external sources can take some time especially if documentation/record-keeping is poor (can coordinate with development partners) Use of CSA-classification system can result in multi-areas of classification

III. Lessons Learned from NSCB Pilot
III. Lessons Learned from NSCB Pilot On the Filled-up Questionnaire:
On the Filled-up Questionnaire: It will be useful if NSCB/PSA Makati can provide funding estimates in Questionnaire 3 disaggregated by CSA (best effort) FX conversion rate to be used should be the annual average (available from BSP) Some data items have remained unfilled (SAE, Local Data on Children)
RAVirola, 08 June 2015, AIM Makati

Noted possible source of discrepancy between CRESS and PRESS data: consultancy services directly paid for by donor may be reported in PRESS but not in CRESS
