Overview From The Director Of Business Development 2012 saw another excellent year financially for the company, bucking the economic climate and continuing to move on from the dark days of the early “noughties” when the company was struggling, with some tremendous figures being seen and investment being able to be made. 2013 will hopefully see more of the same or hopefully better, and it’s had a great start as we’ve just won a consultancy project, which whilst not a “traditional” type of work for Sold Secure, shows the breadth of services the company is able to offer.

Well what another unbelievable 12 months it’s been for Sold Secure! It’s certainly been “eventful”.

Sorry for the pun but we have indeed had a year full of events. We’ve been present at lots of shows and have continued to build on the presentations and seminars we regularly give to police and insurers, helping to promote the use of Sold Secure approved products and increase awareness of security standards.

I sincerely hope you enjoy this new format of catalogue, integrated with the MLA Handbook, itself full of useful information on security standards and of course the list of MLA approved companies, and I look forward to continuing to work with customers, new and old over the next 12 months.

You’ll read elsewhere in this handbook about the modifications made to SS312 Diamond along with the excellent work done in conjunction with ACPO SBD to look at the testing standard for catalytic convertor protection devices, but suffice it to say we’ve been busy ensuring that our testing is not only kept up to date, but also looking to future requirements, and it’s fair to say we have plenty of plans “up our sleeve” for new areas to get into in the future.

Why get your products tested by Sold Secure? You’ll read a lot about Sold Secure in this catalogue but if you’re a manufacturer why should you have your product approved? What do you actually get for your money and why choose Sold Secure over other test houses? Firstly it’s important to realise the benefit of independent third party testing. Whilst you may believe that you have the proverbial “best product in the world” and have your own test reports to prove it, but then in the eyes of the general public or customers then you would think that anyway – you want to sell product and therefore the perception may be that you’d “say anything” to sell it. However, if an independent third party, who has no vested commercial interest, says that the product has met a certain criteria, then it adds gravitas to the claims about the product. The next thing to look at is what testing it’s claimed to have met. Yes manufacturers will have their own in-house test specifications but what do these actually mean. You’re better off testing to a recognised standard, something that people will understand and recognise. Yes you can test to British Standards or European Norms and in some cases then this is arguably a very well recognised standard, but does it go far enough. Do they reflect what is happening out there in the field; mimicking what thieves are doing? This is where the Sold Secure test specifications come into their own. Developed in conjunction with the relevant stakeholders (including police, insurers and the appropriate industry bodies) they are mostly based on attack test principles, using a certain amount of time and tools (depending on grade) for the product to be defeated. So why choose Sold Secure? First and foremost there’s the recognition. Sold Secure is recognised not only by the public, but most importantly by the Police Crime Prevention Design Advisors (who promote the use of Sold Secure approved products) and insurers (a number of whom will require Sold Secure Approved products to be used in order to either provide insurance or provide a discount on the insurance premium). How do we know this; first and foremost based on the number of calls and e-mails we get from insurers directly and from the public highlighting how they need to verify approval for their insurance, and secondly from the beeline the CPDA’s make for the Sold Secure stand at

any event we’re at, eager to get their hands on the latest Sold Secure Approved Products catalogue. Another major benefit of using Sold Secure, according to feedback we get from customers, is the way we work with our customers. We’ve heard horror stories of other test houses taking in products and then sending back a “bag of bits with a fail notice”. Sold Secure prefers to work with its customers to help improve the quality of products out there in the market place. We offer an initial free consultation to explain how the product will be attacked, look for any obvious weaknesses in the design/construction (whilst it’s no guarantee that a product we pass, we feel that taking in a product for testing knowing that it’s going to fail, whilst commercially perhaps more attractive in the short term, would be counterproductive for our desire to build long lasting relationships with our customers). Sold Secure Info 2013 History Sold Secure was established in 1992 by Northumbria and Essex Police who combined 2 initiatives, Sold Secure and Partnership Against Car Theft (PACT) to form Sold Secure with the help and backing of the Home Office. Sold Secure is now administered by the Master Locksmiths Association, in its premises adjacent to the MLA’s Head Office just outside Daventry. Purpose Sold Secure provides test and assessment services of effective security products to commercial customers, the insurance industry, the Home Office, the Police and the public and is a company dedicated to reducing the risk of theft by the assessment of security products. The scheme has close ties with a number of constabularies and insurers who provide regular information regarding the methods of theft and the tools utilised by criminals in their area. This helps to maintain an up to date specification and means security products can be assessed in the light of the risk they are likely to encounter when in use. Organisation Sold Secure is made up of a small team of dedicated staff. Steve Warren is Lab Manager looking after operations for the company as well as performing the majority of audit testing and managing any external testers who are brought in. Lesley Robertson, who is the Administrator, looks after all the paperwork and the accounts. Sold Secure also call on the services of Steffan George for business development and general management as well as Justin Freeman, the MLA’s Technical Manager for extra technical assistance such as writing new standards for testing and signing off reports etc. The company has its own board of directors who meet on a regular basis to ensure the running of the company is going according to plan. It’s important to note that the company is a completely separate entity to the MLA, with its own staff, own legal entity, own board, separate accounts etc. Testing, Assessment and Approval

stakeholders (e.g. Police, Insurance, Industry Bodies etc), as well as adopting relevant BS/EN test norms where appropriate, Sold Secure can test all products to these standards and provide the public with an understanding of how that product performs against the standard, as well as against any competitor products. One of the main drivers for product testing is insurance recognition and recommendation. Many insurance companies understand the benefits of specifying Sold Secure products in reducing the likelihood of theft and the subsequent claim and will actively encourage their customers to use the products by giving discounts on policies where Sold Secure products are used or in some instances insisting that Sold Secure approved products are used in order to provide cover at all. The police also recommend Sold Secure products with Crime Reduction Officers particularly vocal in their recommendation and always making a beeline for the Sold Secure stand at any exhibition to get their latest copy of the Sold Secure Approved Products catalogue. The Association of Chief Police Officers own accreditation company Secured by Design also recognize the benefits of Sold Secure testing and use the approval as part of their accreditation process, thereby pointing a number of manufacturers our way for the attack testing to give SBD confirmation of the integrity of the product. Manufacturers and suppliers can apply to have their products approved by Sold Secure. Products which have been satisfactorily assessed may bear the Sold Secure Quality Mark. The tests are carried out to strict criteria set out in Attack Specifications drawn up in conjunction with interested parties, such as insurers, police forces as well as industry specific organisations such as the Caravan Club for example. It’s important to note that the interested parties do not include manufacturers, which allows Sold Secure to be independent of any vested interests.

Why Test? Security product manufacturers make various claims with regards to the security of their products, but what The testing is carried out in-house with a team do these claims actually mean? By developing relevant of approved testers, all of whom are Master test specifications with the involvement of the relevant Locksmiths in their own right or experts in their

field. By using this highly experienced team of testers it is possible not only to ensure continuity but also to act as a “worse case” type scenario due to the significant product knowledge and attack methods knowledge held by the group. As well as testing to the Sold Secure standards, testing can also be carried out to a range of European Standards, such as EN14450 for safe testing for example. Also, some of the Sold Secure specs refer to European norms such as EN12209 & EN1303. Sold Secure differentiates itself from its competitors by helping the manufacturers understand the testing involved and how to improve their products. They always suggest that when a customer has a new product they’re thinking of getting approved they bring it for an initial consultation where they can evaluate the product and what category and level we feel it should be aimed at. We can also provide some up front consultancy on any areas of weakness we may find, thereby saving the manufacturer what could otherwise be a costly test. Whilst commercially Sold Secure may make more money by testing something it immediately knows will fail, they quite rightly feel that it makes far better long term business sense to build relationships with our customers and help them improve their products and ensure they retain them as customers. Approval Categories As you will see from the information below there are several categories that Sold Secure test to and each category uses one of three levels of resistance, Gold Silver and Bronze, excluding the caravan and tracker

categories which have an additional Diamond level of attack resistance. The attack specifications vary for each category in the types of attack and tools used in the test. Higher value products have much tougher tests than lower value products where the attack is less likely to be planned or the thief well equipped. For example bicycle attacks are carried out using lighter tools and no power drills as the theft is more likely to be opportunistic rather than planned. Caravan security devices however will need to withstand attacks using drills and large pry bars, amongst other things as they are more likely to be planned and executed by more professional thieves due to the value of the item. Motor Cycles & Motor Scooters Around 50,000 motorcycles are stolen in this country every year. Many of these are broken down for spares and less than a quarter are ever recovered. A very high percentage of those stolen are actually taken from outside their owners’ homes. It may be interesting to note that a bike parked in a busy main road may sport several security devices but when parked at home the bike may be left unsecure. Sold Secure has a single level of Motorcycle Security Approval (Gold) and two levels of Motor Scooter security (Gold & Silver). Using a toolkit based on insurance and police information, the motorcycle is proven safe from the average thief. There are a number of options for security at home and also when parked away from home.


Sold Secure Info 2013 Bicycles Sold Secure has developed a three tier security grading system. The Gold rated locking devices offer the highest level of security. The next level down Silver offers a compromise between security and cost, whilst the Bronze level typically offers defence against the opportunist thief. Thus the purchaser can choose the system which best meets his needs or the relevant insurance requirements. Again there are a number of options for mobile use and some solutions for the home environment. A number of bicycles are stolen from insecure garden sheds or garages and we have tested ground anchors, shackles and security posts to help in this area. Caravans Recent statistics show that over 5000 caravans are stolen every year and very few are recovered. Indeed according to Home Office resources caravans stolen from the UK have been found as far away as New Zealand! Once again, Sold Secure approves locking systems using the tools that a typical thief would carry. There are three levels of security approval. The Silver level offers basic security, a cost effective product for the occasions when a caravan is stored in a good location. When a higher level of security is required, then the products approved to the Gold standard are available. The Diamond level is the highest of all and offers maximum protection. Ground anchors and security posts are available for fixed security at the caravan’s main storage point. Tracking units are becoming more and more popular for Caravans and whilst they are a passive system, monitoring location when stolen (rather than an active system preventing theft in the first place) Sold Secure have a test specification for these products.


Ground Anchors On many occasions, for maximum security, a simple lock is not enough. Unless your bike, motorbike, caravan, boat, trailer or motor mower is fastened down it may be possible to steal it, lock and all! The answer to this is a ground anchor. When installed in your garage, drive or car park, these provide the ideal device for securing your vehicles and other valuable outdoor equipment. Where necessary, use these with a Sold Secure Approved lock. Security Posts An ideal way of preventing your vehicle from being stolen from your drive or car park is the security post. These are tested to the normal Sold Secure criteria, making it difficult for the criminal to bypass the security post. They can be effective in securing several vehicles at one time. They can also be used to protect your parking place! Cars Crime statistics indicate that the average car thief would wish to spend no longer than 2½ minutes gaining entry to a vehicle and driving off. The Sold Secure attack test acknowledges this criteria and tests the product for a full five minutes. Thus any Car product bearing our seal of approval must improve your chances of finding your car where you left it. Such has been the success of this scheme; car manufacturers now build in security at the production line stage. With increasing reliance on electronic security for vehicles theft has turned either to burglary in order to obtain vehicle keys, or thieves have gone high tech and are using diagnostic machines to fool the vehicle into thinking the key is present and thereby driving vehicles away. Perhaps the days of the “krooklock” will be on their way back! Commercial Vehicles The loss of a commercial vehicle is always made worse by the theft of its contents and the disruption to your business. Sold Secure have approved a range of products tdesigned to protect the vehicle and its cargo. Annual Audits As part of the Sold Secure Quality Mark products have to be resubmitted every year for an Annual

The audit is an important part of maintaining the security of the products approved under the various categories, particularly when components are bought in from outside sources by the manufacturers. The Annual Audits can show up to a 25 to 30% failure rate often due to a change in specification from an outside supplier, this can include parts of a product that aren’t hardened properly or made from different materials to the original sample tested at the outset, normally done to try and save cost. This provides an additional benefit to the company getting the testing done of Sold Secure performing what could effectively be described as conformity of production testing for them, an essential item as customers may not have been informed of changes to products they are buying in. Benefits to Locksmiths & Retailers The main benefits to locksmiths lie in the ability to sell products that have been approved to standards that are already familiar to and recognised by customers. The Caravan Club has been very active in promoting Sold Secure products and most motorcyclists also recognise the value of an approved product

On the website there is also a download area where Internet users can download the Sold Secure catalogue, the MLA’s Guidelines for domestic security as well as a glossary of terms. Information on these approved products is circulated by Sold Secure to crime reduction officers, insurance companies, the media, the Home Office and the public, and is available free to those who request it. The new website also highlights the MLA and suggests that MLA approved companies are used for the supply and fit of approved products. This dove-tails nicely into the fact that some insurance companies stipulate that in certain instances Sold Secure approved products have to be used and fitted by an MLA locksmith. This has netted a couple of MLA member’s jobs and goes to show the benefit of Sold Secure to the MLA. Website (www.soldsecure.com) Sold Secure’s well established and highly coveted website holds a full listing of all Approved Products which is updated instantly a product either achieves approval, or alternatively lapses. This offers a major advantage over many other test houses where lists of approved products have to be created and then uploaded to their website meaning that their lists can be anything up to 3 months out of date. The Sold Secure approved products list has a direct link to a brand new database which means that as soon as the product test file is updated the info will immediately be on the website, effectively providing a “real time” Approved Product list. The website allows everyone to see whether a product has Approved Product status. Sometimes products are not resubmitted, in which case they may still be displaying the Sold Secure logo on the packaging but no longer be approved. It also means that if someone is selling a product as Sold Secure Approved then you can tell immediately whether this claim is true. The importance of this has been proved recently with one insurer having checked to see if a particular product was approved and when it wasn’t going back to the member of the public to highlight that the relevant discount was not available to him as the product’s approval had lapsed.

Sold Secure Update - Justin Freeman, Technical Manager Sold Secure has just completed another busy year in 2012 with more input than ever before from organisations that are keen to help Sold Secure in its mission to reduce crime. Sold Secure has its own set of specifications that are based on British and European standards (each SS specification can contain test criteria from several British or European standards) and then attaches a real time attack test based of information supplied by Police groups, insurers, manufacturers and industry experts such as Secured by Design, The Association of Chief Police Officers and RISCAuthority and other industry stakeholders for the various markets Sold Secure operates in (e.g. the CTC for the pedal cycle industry, the Caravan Club and The Caravanning and Camping club for the leisure vehicle sector etc.). Many other schemes are involved with the above organisations and the overview on Mark Godsland (Motorcycle Industry& Bike safe prevention/ reduction liaison officer) will give you an idea on what depths Sold Secure goes to, to research current crimes to ensure we stay ahead of criminals.

SS312 – Lock Cylinders In 2010 Sold Secure published the first test specification for snapping euro cylinders (SS 312 Diamond) following extensive research and input from Police on rising crime trends. For the first time there was something that everyone could look for when wanting to upgrade security on their homes and this was followed by the publication of TS 007 and the “three star cylinder” in 2011. As totally normal with standards and test specifications, there have been several upgrades as our knowledge grown and input provided by the likes of Secured by Design. The very latest version was published on 1.1.2013. Some of the changes from the first incarnation include the attack time being raised from 1 minute to 2 minutes (to harmonize more in line with TS 007), the allowance of additional features both attack and non-attack sides of a door and the testing of several different offset (sizes) of cylinders to enable us to family group a range of lock cylinders. These changes along with several changes made to TS 007 have enabled the Police to have confidence in recommending independently tested product and Sold Secure has been visiting Police forces all over the country to present and demonstrate just how testing is performed. Now crime reduction officers automatically think of SS 312 Diamond when they hear the term “lock snapping” and even more Police officers will learn more when Sold Secure exhibits at the Association of


Chief Police Officers in February 2013 and again at the Policing and Security exhibition (formerly Home Office Scientific Development Branch) by exclusive invitation in March.

Sold Secure Update Other Standards Secured by Design approached Sold Secure a while ago with requests for credible tests to be carried out in several areas including laptop thefts, diesel theft and catalytic converter thefts. Whilst we are looking at all of these areas, the specification that has been developed first is for catalytic converters. At first Secure by Design agreed with us at Sold Secure when we said that the test would have to include a portable angle grinder. This left us with a problem because we could not think how anyone could protect against this. SBD went away and left us thinking about a solution and returned several months later with some very specific data. They found that out of hundreds of thefts, right across the country that only a very small percentage were taken using power tools. It would seem that because fleets of vehicles were being targeted, criminals wanted silence. This enabled us to write 2 levels of specification with a Gold level that didn’t include power tools and a Diamond level that did, with SBD are happy to recommend the Gold level to fleet managers. It will be interesting to see if anyone can ever come up with a solution to the Diamond level (including angle grinders) but if someone does, it would not be the first time that Sold Secure had been successful in setting the correct level of security in a test specification and helping improve the performance of security products.

We also played a significant role in the introduction of a number of new standards published in 2012. TS 007; a joint DHF/GGF standard for cylinders and adopted by BSI for its own Kitemark scheme, TS 008 and 009; two new standards for letter plates and boxes published by the DHF. Also the recently published PAS 24:2012 brings door and window security together under one standard for the first time while also introducing the industry to European standards.

It is important to remember that above all else Secured by Design’s objective is to reduce burglary and other associated crimes by promoting the use of high quality standards and products in developments, and over the past 23 years has made significant impact.

Recently Secured by Design commissioned an “Interactive Guide” to help bring to life the principles of Secured by Design and designing out crime for residential as well as commercial properties. CAD based virtual estates in which design and security flaws are shown with alternative suggestions and models overlaid provides a visual aide to construction professionals.

Motorcycle Security So what’s Sold Secure doing with regards to motorcycle security? Well on top of the testing of security products to the specific Motorcycle Standard (SS101) there is also a lot of work that is done “behind the scenes” working with groups and organisations involved in improving motorcycle security. The most important breakthrough in recent times has been the groups work alongside the MCIA and the Police in developing and launching the first ever industry wide security marking program – MASTER.

Motorcycle and scooter theft is a problem which has far reaching implications for society as a whole at a number of levels. The individual owner suffers financial loss and reduced mobility, which can affect both their ability to travel to work and enjoy their recreation time. It affects society by contributing to the overall levels of crime and specifically reducing the quality of life for those communities affected directly by motorcycle crime. Motorcycle and scooter theft ranges from the opportunist thief through to serious organised criminal gangs where the thefts form part of a wider criminal network. Motorcycles and scooters are more vulnerable to theft than cars simply because they can be more easily removed, secreted, broken up and disposed of and as a result the recovery rate of stolen motorcycles and scooters is very low in comparison to cars and larger vehicles. The MCRG continues to work towards a Zero theft position and with the help of the industry and the Police they are significantly further down the road towards achieving it than ever before. Motorcycle Security DATATAG - THE ART OF IDENTIFICATION

The Datatag motorcycle identification system was launched in April 1992. Originally developed by Yamaha, in conjunction with the Motorcycle Industry Association, to combat the growing trend of motorcycle theft the system in use today has advanced significantly. And whilst the concept is simple the technology behind it is anything but. It is estimated that in the UK there are 500,000 motorcycles protected by Datatag.

These robust tags require no power or batteries and because they are so small, they are virtually impossible to find and remove once installed, making machines too risky for the criminals to steal. Each tag is permanently programmed with a unique number and this important data is securely stored on Datatag’s accredited database along with the current keeper and machine details. As well as these transponders, the Datatag system can also includes unique ‘Datadots’ which now come with a new Datatag Forensic DNA solution plus the latest UV stealth etching technology which permanently marks and protects every part of your machine but does not deface panels, fairings or other parts. The theft rate on tagged machines is less than a 10th of the rate seen before Datatag was developed and because of the large number of tagged machines now in the market the whole picture for theft of
