JANUARY HIGHLIGHTS: A further 14,500 households (72,500 individuals) were given NFI/cash winterization assistance bringing the total to 84,500 households (422,500 individuals) covered to date. The winterization assistance package consists of one high thermal blanket or quilt for each person, a stove or USD 50 cash in-lieu of a stove for each household, and heating fuel through ATM cards, fuel cards or vouchers worth USD 100 for each of the five winter months (November 2013 to March 2014). Some 17,203 newcomers received high thermal blankets, stoves and one-off cash support of USD 100 to cover heating fuel in winterization assistance. 63,750 newcomers were provided with NFI kits comprising one blanket per person, four mattresses, one kitchen set, and one hygiene/baby kit per family.

Partners will continue the winterization programme for the remaining two winter months, up to the target of 106,000 households (530,075 individuals) by the end of March 2014. A further 24,000 households (120,000 individuals) should be identified to receive winterization assistance up until 31 March who live above 500 metres and did not meet the vulnerability criteria. The assistance package contains one blanket and one mattress per person, one stove and two tarpaulins per household and a fuel voucher worth USD 100 per household per month. The sector will move beyond the NFI/cash winterization assistance to a crosssectoral unconditional cash programme targeting vulnerable refugees. This entails supporting the development of the targeting methodology, the assistance package design, and systems support for monitoring and evaluation, particularly in data management. All these are necessary for an inter-agency programme of this magnitude.
