CITY OF BOSTON FOR CITY COUNCIL RESOLUTION CALLING ON THE BOSTON REDEVELOPMENT AUTHORITY, REAL ESTATE DEVELOPERS, BUILDING OWNERS, AND BUILDING MANAGERS TO SUPPORT COMMUNITY STANDARDS IN THE PARKING INDUSTRY

Whereas, The Council of the City of Boston recognizes that there is a building boom within the City of Boston; and Whereas, The Council recognizes that many of the current and proposed redevelopment projects will eliminate parking spaces during construction and upon completion of development projects there will be fewer parking spaces available for the citizens and visitors to the City of Boston; and Whereas, The City of Boston has the second highest median monthly parking rate in the United States and the fourth highest daily parking rate in the United States; and Whereas, Since there will be fewer available spaces the per diem and monthly charges for the spaces inevitably will increase; and Whereas, The Parking Garage workers, consisting of a mostly immigrant workforce many of whom are residents of the City of Boston, historically are lowwage earners and are often captive to parking garage owners who refuse to provide them with livable wages and benefits; and Whereas, The Council acknowledges that Teamsters Local 25 is the bargaining representative for the majority of Parking Garage workers in the City of Boston, Whereas, Teamsters Local 25 has established Community Standards for the entire Parking Garage industry by negotiating several collective bargaining agreements that include higher wages, improved benefits, pensions, dignity and respect in the workplace; and

Whereas, It is in the interest of the Council and the City of Boston to make certain that Parking Garage Workers who do not have the benefit of a collective bargaining agreement are treated fairly; NOW THEREFORE BE IT: Resolved, That the City Council supports the preservation of Community Standards for the Parking Industry Workers in all present and future developments and directs the Boston Redevelopment Authority and all Real Estate Developers, Building Owners and Building Managers to support and honor Community Standards in the Parking Industry by choosing Parking Garage operators that certify in writing to meet and conform to Community Standards; and Further Resolved, That the Boston Redevelopment Authority report to the Council if any Real Estate Developer, Building Owner or Building Manager fails to obtain the required certification with respect to meeting and honoring the Community Standards established in the Parking Industry.
