General Chairs Pr. Med Salim BOUHLLEL Tunisia Med Salim Bouhlel was born in Sfax (Tunisia) in December 1955. He is a full professor at Sfax University, Tunisia. He is the Head of the Research Group: Sciences and Technologies of Image and Communication since 2003. He was the director of the Higher Institute of Electronics and Communications of Sfax- TUNISIA (ISECS) 2008-2011 He received the golden medal with the special appreciation of the jury in 1999 on the occasion of the first International Meeting of Invention, Innovation and Technology (Dubai, UAE). He was the vice president and founder member of the Tunisian Association of the Specialists in Electronics and the Tunisian Association of the Experts in Imagery. He is the president and founder of the Tunisian association on Human-Machine Interaction since 2013. He is the Editor in Chief of the international Journal "Human-Machine Interaction" and a dozen of special issues of international journals. He is the Chairman of many international conferences and member of the program committee of numerous international conferences. His research interests are Image processing, Telecommunication and Human-Machine Interaction in which he has obtained more than 20 patents so far. More than 400 articles were published in international journals, conferences and books. Moreover, he has been the principal investigator and the project manager for several research projects dealing with several topics concerned with his research interests mentioned above.

Pr. Valentina Emilia BALAS Romania

Valentina E. Balas is currently Full Professor in the Department of Automatics and Applied Software at the Faculty of Engineering, “Aurel Vlaicu” University of Arad, Romania. Dr. Balas holds a Ph.D. in Applied Electronics and Telecommunications from Polytechnic University of Timisoara. Dr. Balas is author of more than 250 research papers in refereed journals and International Conferences. Her research interests are in Intelligent Systems, Fuzzy Control, Soft Computing, Smart Sensors, Information Fusion, Modeling and Simulation. She is the Editor-in Chief to International Journal of Advanced Intelligence Paradigms (IJAIP) and to International Journal of Computational Systems Engineering (IJCSysE), member in Editorial Board member of several national and international journals and is evaluator expert for national and international projects. Dr. Balas is the director of Intelligent Systems Research Centre in Aurel Vlaicu University of Arad. Valentiona served as General Chair of the International Workshop Soft Computing and Applications (SOFA) in seven editions 2005-2016 held in Romania and Hungary. Dr. Balas participated in many international conferences as Organizer, Honorary Chair, Session Chair and member in Steering, Advisory or International Program Committees. She is a member of EUSFLAT, SIAM and a Senior Member IEEE, member in TC – Fuzzy Systems (IEEE CIS), member in TC - Emergent Technologies (IEEE CIS), member in TC – Soft Computing (IEEE SMCS). Dr. Balas was Vice-president (Awards) of IFSA International Fuzzy Systems Association Council (2013-2015) and is a Joint Secretary of the Governing Council of Forum for Interdisciplinary Mathematics (FIM), - A Multidisciplinary Academic Body, India.


Scientific committee Chairs Pr. Souad CHEBBI Tunisia Souad CHEBBI is a full Professor at the National High School of Engineers of Tunis (ENSIT), University of Tunis, Tunisia. She obtained the HDR (Habilitation to Supervise Research) in Electrical Engineering from University of Tunis. She received her PhD in Electrical Engineering from University of Tunis in 1983. She is the Head of the Laboratory Research LaTICE: Laboratory of Technologies of Information and Communication & Electrical Engineeing" of the University of Tunis. With her laboratory, she published more than 180 papers in international journals and conferences. Her Research Projects involvement is the electrical networksrenewable energy and environments. In the field of electrical network and renewable energy, Souad CHEBBI is the chairman of some International conferences. She evaluated many scientific papers submitted to international journals and international conferences. She is currently conducting two main projects in her laboratory. She established an agreements and files of cooperation’s with the Research laboratory on the Electrification of Industrial companies (LREEI) - M' hamed Bougara- University of Boumerdès-Algeria in 2009.

Dr.Nilanjan DEY India Nilanjan Dey, PhD., is an Asst. Professor in the Department of Information Technology in Techno India College of Technology, Rajarhat, Kolkata, India. He holds an honorary position of Visiting Scientist at Global Biomedical Technologies Inc., CA, USA and Research Scientist of Laboratory of Applied Mathematical Modeling in Human Physiology, Territorial Organization OfSgientifig and Engineering Unions, BULGARIA, Associate Researcher of Laboratoire RIADI, University of Manouba, TUNISIA. He is the Editor-inChief of International Journal of Ambient Computing and Intelligence (IGI Global), US , International Journal of Rough Sets and Data Analysis (IGI Global), US, Series Editor of Advances in Geospatial Technologies (AGT) Book Series, (IGI Global), US, Executive Editor of International Journal of Image Mining (IJIM), Inderscience, Regional Editor-Asia of International Journal of Intelligent Engineering Informatics (IJIEI), Inderscience and Associated Editor of International Journal of Service Science, Management, Engineering, and Technology, IGI Global. His research interests include: Medical Imaging, Soft computing, Data mining, Machine learning, Rough set, Mathematical Modeling and Computer Simulation, Modeling of Biomedical Systems, Robotics and Systems, Information Hiding, Security, Computer Aided Diagnosis, Atherosclerosis. He has 8 books and 160 international conferences and journal papers. He is a life member of IE, UACEE, ISOC etc.


Publications Chairs Dr. Habib M. KAMMOUN Tunisia Habib M. Kammoun (IEEE Senior Member’15) received a PhD degree in computer science from the National Engineering School of Sfax (ENIS), University of Sfax, Tunisia. He is an Assistant Professor with the Department of Computer Science, Faculty of Sciences - University of Sfax, Tunisia. He is member of the REGIM-Lab. (Research Groups in Intelligent Machines), University of Sfax. His research interests include intelligent transportation systems, and smart cities. Habib is a program committee member within several IEEE conferences: SOLI, ITSC, ISDA, ISI, etc. Habib is the current IEEE Tunisia section chair, member of the IEEE MGA Training committee, and has several other volunteering positions within IEEE. He organized several international conferences and he received several IEEE awards; recently the 2015 IEEE R8 Outstanding section award, 2014 IEEE R8 Young Professionals Exceptional Volunteer award, and 2013 IEEE Volunteer Leadership Training award.

Prabhat KUMAR India

Prabhat Kumar is currently the Head of Computer Science and Engineering Department at National Institute of Technology Patna, India. He is also the Professor-In-charge of the IT Services of the institute and has experience of more than eight years in Network Planning & Management. He holds a Ph.D. in Computer Science and M. Tech. in Information Technology. He has over 50 publications in various National/International Journals & Conferences (viz. IEEE, ACM, Springer and Elsevier). His research area includes Wireless Sensor Networks, Internet of Things, Social Networks, Operating Systems, Software Engineering, E-governance etc. Dr. Kumar is also the reviewer of several reputed journals indexed in SCI, SCIE and Scopus. He is the member in Editorial Board member of several national and international journals He participated in many international conferences as General Chair, Organizer, Session Chair and member in International Program Committee. He is an associate member of IEEE, life member of CSI, International Association of Engineers (IAENG) and global member of Internet Society. He has delivered expert talks and guest lectures at various prestigious institutes.
