WARD III COUNCILOR ELAINE SWEENEY
Elaine Sweeney was appointed to the vacant Ward III council seat on August 23, 2016. The City Charter states “All such appointments shall be until a successor is elected and qualified at the next general municipal election” Therefore, she will fill the seat until November 2017, when the remaining two years of the term must go to election. Elaine and her husband, Mike, have lived in Federal Heights for 36 years and have three children and five grandchildren. Councilor Sweeney said the main reason she applied for the council is because she thinks the community needs to be more involved and she wants to help with that. Welcome Councilor Sweeney! As we celebrate the holidays with family and friends, let’s do so with kindness and the optimism that the year to come will be even better than the year we are leaving behind. Don’t forget the Holiday Lighting Ceremony on December 1st at 6 pm at City Hall. This event is a wonderful kick-off for the holiday season and is becoming a tradition for many families. [email protected] Ward III. She replaced Ken Murphy, who served the city for over four years. I wish to thank Ken Murphy for his service on the Council. When you speak to anyone in the Council, or to the Mayor, please offer suggestions for making our City an even better city. I have been meeting on a monthly basis with the three former Mayors. The effort is to share ideas about how to create a better future for Federal Heights. Many long-planned improvements are coming to the City in 2017. We will begin to bury the utilities on part of Federal and Pecos and all of 92nd Ave. during the winter. In the summer of 2017, CDOT plans to install a signal light at Federal and 98th Ave. which will give residents safer entry from Countryside Mobile Home Park to Federal Ave.

We are so fortunate to be able to participate in the services provided by Ralston House, an advocacy center that provides a safe place to investigate child and elderly abuse. We are joined by the Cities of Aurora, Brighton, Commerce City, Northglenn, Thornton, Westminster, Adams County the City and County of Broomfield in financing the facilities. The Ralston House is a safe place for child victims of violence and trauma to be interviewed and to be provided forensic examinations. They have the finest staff to provide comfort and assistance to victims. It is considered “the best” in the nation. Jefferson County and the FBI also use and pay a fee for the use of the facilities. We are so fortunate to be able to provide such quality care in the most vulnerable time of the victim’s life. A much needed expansion of facilities is needed; the new facility should be completed by fall 2017 and it will be located in the City of Northglenn. In the last year, 184 child car seats were installed by the certified staff in our Federal Heights Fire Department. ORD. 16-08 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL HEIGHTS, COLORADO, REPEALING IN ITS ENTIRETY SECTION 30-105 (a) OF THE FEDERAL HEIGHTS MUNICIPAL CODE AND ENACTING ARTICLE IV.5 OF CHAPTER 30 OF THE FEDERAL HEIGHTS MUNICIPAL CODE PERTAINING TO GRAFFITI VANDALISM This ordinance defines the City’s commitment to combating and controlling the spread of graffiti vandalism with prompt removal of defacement of public or private property. ORD. 16-09 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FEDERAL HEIGHTS, COLORADO, AMENDING ARTICLE V OF CHAPTER 10 OF THE FEDERAL HEIGHTS MUNICIPAL CODE REGARDING THE RENTAL PROPERTY MAINTENANCE CODE This ordinance amends the Rental Housing Inspection Property code to include: 1) the owner’s option to employ a qualified independent inspector from a list provided by the City to perform a scheduled or complaint-based inspection; the owner and/or property manager and the tenant will be notified of systematic inspections and cancellations; and properties that are part of the Housing Choice Voucher “Section 8” Program will not be included in inspections.

This year, the City is holding the Business Appreciation Lunch on Friday, November 4th, in Ciancio’s at Hyland Hills. WE ARE LOOKING FOR VOLUNTEERS The city is considering bringing back Federal Heights Day in 2018 and we’re looking for volunteers to serve on a planning committee. Federal Heights Day is a super event that would combine all of the city’s summer events into one. For instance,there would be a pancake breakfast, parade, car show, health fair, vendors, music, food and fun all on one day. The city is also considering a mediation program to help neighbors co-exist. We are looking for people who are trained in mediation and would be willing to mediate for Federal Heights residents when the need arises. Please contact

SNOW REMOVAL
SEC. 38-85 SIDEWALK SNOW, ICE AND LITTER REMOVAL It shall be unlawful for any owner, manager, agent, or occupant of real property within the city to allow snow, ice, or litter as such terms are defined in section 38-1, to accumulate on public sidewalks and pedestrian passageways abutting their property and they shall have joint and several responsibilities for the removal of all such snow, ice and litter. The removal of a snow accumulation of more than one inch shall be completed within 15 hours following the cessation of snowfall.

GRAFFITI IN FEDERAL HEIGHTS
Graffiti is the defacement of public or private property by means of painting, drawing and writing. The City of Federal Heights will promptly remove the graffiti at the City’s cost from residential and commercial properties, where such graffiti vandalism is visible from any public facility, street, trail, or park. This ongoing effort demonstrates the City's commitment to combating graffiti vandalism and controls the spread of graffiti vandalism. Please report all graffiti to the Public Works Shop at 303-428-0422.
2017 BUDGET
The 2017 Budget public hearing will be held on December 6, 2016. Some highlights in the upcoming budget include construction and engineering projects of approximately $3 million for the undergrounding of electrical infrastructure along Federal Blvd, $3.5 million for the widening of the intersection at 92nd and Federal, $1.0 million for repaving W. 92nd Ave from Federal Blvd to Pecos, $0.5M for repaving W 100th Avenue from Elm to Clay St., approximately $1.5M for various drainage improvements projects for the Kimberly Hills, Elm Court and Niver Creek locations.

YARD OF THE MONTH PROGRAM
City Council selected two YOM winners (one stick-built home and one manufactured home) for each month in July, August and September. Tuscan Heights was the Business Category winner in August. Winners received personal visits from City Council and staff and were also recognized with lawn signs. Hilltop Gardens, Papa Murphy’s and Ace Hardware kindly donated gift cards to the winners.

SANTA CANDY GIVEAWAY
Santa Claus is teaming up with the City of Federal Heights and the Fire Department to hand out candy to city residents. They have been assisting with Santa’s special trip for 41 years to make the holidays special for all of Federal Heights children. The Federal Heights Fire Department will provide Santa Claus a ride on a fire truck as he visits every neighborhood in the City on Saturday, December 17th between 8:00 a.m. and Noon. Federal Heights Police units will escort Santa and the fire truck throughout the city as he delivers 2,000 sacks of candy and good cheer to children in the spirit of the holiday season. Residents will know that Santa is near when they hear the fire truck siren and horn. Parents are asked to accompany their children as they wait curbside for Santa to arrive. HOLIDAY LIGHTING CONTEST
Residents and Businesses in Federal Heights are invited to participate in the annual Holiday Lighting contest! There will be three residential winners and three business winners. Prizes include $100 for first place, $75 for second place and $50 for third place. Will Lindsey is the new City Planner for the City of Federal Heights. Will is a Colorado native, and has recently returned from California where he worked for the City of San Jose while studying to receive his Master’s degree in Urban Planning. Will is very excited to work with the citizens of Federal Heights, and to bring his passion for planning great communities to the Community Development team. Outside of work, Will’s favorite activities include: annoying his fiancée Ally, walking his anxious dog Douglas, being a mediocre guitarist/ mandolinist, exercising (aka TORTURE), getting “lost” in book stores, and searching for dragons in the mountains.
