Metropolitan Nashville Planning Department with Metro Public Works Division of Transportation: Planner 2 – Nashville Complete Trips Program Manager The Metropolitan Nashville Planning Department seeks a Planner 2 to work within its Complete Trips Transportation Demand Management (TDM) Program. Complete Trips will be housed in the new Multimodal Transportation Planning & Programming Division as it works in partnership with the new Metro Division of Transportation (MDOT). The Program Manager will actively implement the NashvilleNext General Plan and the Urban Land Institute (ULI) Nashville’s Gear Up 2020 project. The Complete Trips Program supports Mayor Barry’s Transportation Action Agenda by bringing MTA’s nMotion plan to life; making walking and bicycling safer, attractive, essential options; and encouraging greater efficiency and innovation in transportation. Nashville was awarded a Congestion Mitigation and Air Quality (CMAQ) grant by the Tennessee Department of Transportation to develop a TDM Program beginning in Fiscal Year 2018. Nashville Complete Trips will be the comprehensive resource for commuters in Middle Tennessee connecting commuters, employers, and others to travel options that shift residents away from relying on single-occupant car trips for work and services. Nashville continues to experience fast-paced growth pressures, and the region’s travel options and resources need promotion to commuters and employers. The Program Manager will manage most aspects of the Complete Trips Program while working under guidance of the Planning Department’s Chief Transportation Planner. The Program Manager will create the Complete Trips Program based upon the grant’s Project Delivery Plan ensuring that substantial relationships are developed with employers and businesses in downtown Nashville and systematically working with the Outreach Coordinator to expand the program to large employers throughout Davidson County and the region. As the program grows, the program’s expansion should support multimodal transportation strategies that include a bike rack installation grant program, TDM plans with development proposals, a transportation safety education network, and parking demand management. The Program Manager will have the unique opportunity to create this program based on best practices that will work in Nashville. Some work examples might include selecting a software database program, developing an annual work program, setting up a Guaranteed Ride Home protocol, attending a job fair to promote regional commuting options, assisting in Traffic Impact Study review, creating a branded toolbox of commuter options, or networking with major employers to connect employees with resources. This Planner 2 position will be filled as a contract position (non-civil service) with an annual salary of $63,058.31 along with excellent health, dental and retirement benefits. This program has been funded for three years, but funding is not guaranteed past Fiscal Year 2020. Position and start date contingent upon grant contract, no sooner than October 1, 2017. Qualifications – The ideal candidate: •

Is a self-starter requiring minimal supervision and guidance to complete necessary work tasks;

Possesses knowledge of modern office, business, and university working and commuting environments; Possesses strong written and oral communications skills; Demonstrates innovative thinking in getting people to destinations and services while understanding the dynamics of a growing region; Demonstrates knowledge of the principles, best practices, and trends in transportation planning, transportation demand management, and land use planning; Demonstrates strong ability to establish and maintain effective working relationships; Possesses ability to understand and convey complex transportation strategies at the site development-level to the larger transportation network-level; Possesses competency in reading development plans and drawings; and Can work individually and as part of a team.

Additional consideration will be given to candidates who possess: • • • •

Previous supervisory experience; Advanced GIS skills in research and presentation of the findings; Experience in working with employers, schools, and developers on multimodal transportation issues; and/or Experience producing high-quality content and products, communicating transportation concepts and solutions verbally and graphically using computer-based methods of illustration.

Responsibilities – Primary responsibilities include but are not limited to the following: • • •

Leading program startup activities under the guidance of the department’s Chief Transportation Planner; Developing a detailed work program and branded marketing materials with the assistance of a public relations consultant; Ensuring that progress reports on program accomplishments are submitted to TDOT and Planning Executive Staff and working with the department’s Grant Coordinator and Finance Officer to ensure all activities are compliant; Managing the work activities of the Outreach Coordinator and Administrative Assistant and acting as backup for essential office functions or off-site activities; Working with stakeholders and the Outreach Coordinator to identify employers with a large commuting workforce, establishing working relationships with these employers through consultations, and developing marketing materials to reach these employers; Attending employee outreach events such as employment fairs, HR training, and lunch-andlearns to promote regional travel options; Leading the conversation on expanding education and enforcement initiatives (e.g. Vision Zero safety campaign and HOV lane compliance) among stakeholders involved in ongoing mass transit, air quality, active transportation, safety, and public health efforts that can impact travel demand;

Working with TDOT Smartway staff to understand their messaging and potential for future partnerships in managing transportation demand; Understanding Public Works and the Planning Department’s development review processes and working with the department’s Chief Transportation Planner to develop a protocol to incorporate TDM plans as part of Traffic Impact Study review; Developing a Vision Zero Action Plan by connecting with stakeholders involved in transportation safety to assist with fatality and crash reduction efforts which can significantly reduce congestion and travel delays; Working with local schools and the department’s Urban Designers on a curriculum that connects land use and transportation decisions; Researching grant opportunities that can improve safety and lessen travel demand; Working with the department’s Grant Coordinator to submit grant application packages in a timely manner including resubmittal of CMAQ application to TDOT for Fiscal Year 2021; and Attending trainings and seminars to incorporate TDM best practices into the Complete Trips program.

MINIMUM REQUIRED EDUCATION AND EXPERIENCE Master’s Degree in geography, transportation planning, land use planning, civil engineering, marketing, economics, or a relevant field from an accredited college or university and four (4) years of experience as a transportation demand professional or professional planner.
