Four components of the CRRF in Ethiopia • • •

Implementing the pledges: CRRF as a vehicle to accompany the implementation of the nine pledges. Strengthening the legal and policy components: Update to current legal framework to ensure that it is able to safeguard and promote the rights of refugees. Support to host populations: Approaching emergency response through the lens of solutions and sustainable host community-refugee relations. While addressing the immediate needs of refugees through life-saving assistance, also provide support to the host communities and stimulate a variety of selfreliance approaches. Strengthening coordination mechanisms: Under the CRRF, the existing structures will be improved to incorporate a wider range of actors. 3

Strengthening the legal and policy components • •

Consultative meetings, beginning in July of 2016, followed by meetings with line ministries and other federal agencies in February of 2017, and a joint meeting with key stakeholders in April of 2017. Following consultations, the form of legal framework has evolved: – First approach: Regulation to the 2004 Proclamation – Second approach: Draft Amendment to the 2004 Proclamation/ more detailed Regulation – Final consensus: Comprehensive New Refugee Proclamation Rights contained within the new framework include: – Revisions to areas covering Refugee Status Determination, including strengthening RSD and procedural safeguards; – Rights expressly spelled out as Provisions on Rights and Duties of Refugees and Asylum Seekers to include the Right to Work; Right to Stay in Ethiopia; Right to Education; Right to Property; Right to Movement.
