AN UPDATE ON LEGISLATION, RULES, AND GUIDANCE FOR HOUSE FILE 2392 January 2017
HOUSE FILE 2392 House File 2392: Secondary CTE Task Force recommendaGons translated into legislaGon. Unanimously passed the Iowa Legislature, signed by Gov. Branstad in May, 2016.
Contains two divisions: ! Division I: Career guidance-‐what we will do at each school ! Division II: CTE programming and regional partnerships-‐what we need to complete in each region
Overarching Goals of CTE Redesign Bill
! Securing collaboraGon with secondary schools, postsecondary educaGonal insGtuGons, and employers. ! Developing effecGve, efficient, and economical means of delivering high-‐quality secondary career and technical educaGon programs. ! Ensuring equitable access to high-‐quality career and technical educaGon programming, including career academies, for students. ! Aligning career guidance, twenty-‐first century career and technical educaGon and academic curricula, and work-‐based learning opportuniGes. ! Empowering students to be successful learners and pracGGoners.
HF 2392: DIVISION I – Brief Review Revises Iowa Code secGon 279.61.
School districts need to develop a career and academic plan for all eighth graders based on career guidance and development standards.
Districts choose career informaGon system from a list of vendors who meet career guidance and development standards.
Districts establish a team of personnel (principals, teachers, counselors) to help every student develop a career and academic plan. (Icap)

" Establishing Regional Planning Partnership -‐ discussions beginning; bylaws template (Iowa Valley Collabora@ve-‐Bylaws almost complete-‐ bring in business Partnerships prior to June 30) We currently approved the AEA to be our fiscal agent. They will receive 3% of total funding to provide service. We have dollars that will be split among 14 regional districts that must be spent this fiscal year. Our bylaws must be turned in by June 30. We will meet on June 15th to finalize business partners and sign off on bylaws.
