Month of December 2013 A / City of Algiers 1) GLOBAL EVOLUTION OF THE INDEX The gross index of consumer prices in the city of Algiers records for the month of December 2013, a growth of 0.9%. This reflects higher prices in food products (+1.8%) and a relative stagnation of manufactured goods and services. Prices of industrial food observe a slight variation of +0.1%. Those of fresh agricultural products show an increase of 3.7%. However, compared to the same month of the previous year, fresh produce prices enroll a relatively moderate variation (+1.1%) with decreases for poultry (-25.1%), potatoes (-14.1%) and vegetables (-2.9%). These changes have contributed to the evolution of the overall inflation rate that was characterized by a downtrend. Indeed, after an increase of nearly 8.9% recorded in 2012, the average change in the index of consumer prices decreased to 4.8% in the first half of 2013, reaching 3.3% in 2013. The 2013 inflation rate, which was well below the one recorded in 2012, is the result of a deceleration of the rate of increase observed for a large number of goods and services, especially for fresh agricultural products whose average variation, which stood at 21.4% in 2012, moves to 7.7% in the first half of 2013 to reach 4.0% in 2013. The seasonally adjusted index of consumer prices recorded for the month of December, an increase of 1.4% compared to November.

2) EVOLUTION BY PRODUCT CATEGORY 2.1) Changes in food prices: Food goods observe a price increase of 1.8% in December 2013 as compared to November which is characterized by a negative change (-0.7%). With an increase of nearly 3.7%, fresh agricultural products appear to be the main factor for this trend. Indeed, outside the price of fruits and eggs which recorded respective declines of 10.8% and 1.3%, the rest more or less contributed to this result. Moreover, the prices of industrial food products showed a slight increase of 0.1%. Compared to December 2012, the average level of prices of food products experienced In December 2013 an increase of 1.2% with +1.1% for fresh agricultural products and +1.4% for industrial food products. 2.2)-manufactured non-food products and services: The prices of manufactured goods recorded a growth of 0.1% in December 2013 compared to November 2013. Services are characterized by stagnation. In December 2013, compared to December 2012, the average level of prices of manufactured goods marks a decrease of 1.1%, the one for services is at +5.7%.

B / National Index The national index of consumer prices is based on the observation of prices conducted on a sample of 17 cities and villages representing different regions of the country. This index allows for indicators of changes in retail prices throughout the national territory, allowing a comparative analysis of price trends between Algiers and other parts of the country. For the month of December 2013, the general index of consumer prices at the national level registers a variation of +0.8% compared to November 2013. Food prices observed an increase of 1.4%.

11 The city of Algiers: the field observation consists of 11 geographic areas: Bab-El-Oued, Alger Centre, El-Biar, Belcourt, El-Harrach, Bir Mourad Rais, El Mouradia, El Madania, Kouba, Hussein-Dey, Ain Benian. * The Survey of Household Consumption Expenditures: It consisted of a survey of a sample of 12150 households distributed across the national territory by 7 layers; the stratification procedure based on level of urbanization and geographic area criteria.
MAIN CHARACTERISTICS OF THE INDEX: * The reference population consists of all the households of Algiers, of all sizes and all social and professional categories. * The index consists of 261 items represented by 791 varieties selected on the basis of criteria such as yearly expenditure, expenditure frequency, utility, ... * Varieties weights are derived from annual spending in 2000, given by the National Survey on household consumption; the coverage of the index (in terms of consumer spending) is 95%. * The classification of goods and services consumed in groups, subgroups articles is close to that recommended (by the UN) in the System of National Accounts of 1970. * The base year is 2000 and the reference year (100 in the calculation) is 2001. * The frequency of the index is monthly; an annual index is also calculated. * Formula for calculating the index: I m/2001 = ∑i (w i / ∑ i w i ) ( p m i / p 2001 i ) w i = Weight of variety i, p m i = Average current price in the month m of the variety i, p 2001 i = Base price (average in 2001) of variety i,
* The national index is developed using the same approach from the observation of prices from a sample of 17 cities and villages representative of the country and distributed by geographic strata according to the consumption expenditures survey. * Fresh fruits and vegetables, due to the seasonal nature of their marketing, undergo a special treatment: from a monthly basket of a full season, a gross index is calculated and which compares the costs of the same basket (monthly) for the current month and the month of the same name of the reference year (2001). The base price of the varieties in the basket and the weights are monthly. Comparing gross indices of months of different names does not indicate a pure variation (relative) of prices, but the ratio of price changes for each month. * The price surveys are conducted periodically with a sample of sales outlets in a survey program set for each product group.
