Department of Energy LED Lighting Facts Program Update By Todd Straka / Business Development Director, Lighting The LED Lighting Facts Program was developed to showcase LED Lighting Products intended for General Illumination from manufacturers who have committed to having their products independently tested to industry standards by approved third-party testing laboratories. The success of this program is evident through the participation of over 300 manufacturers and over 200 retailers and distributors, not to

mention a total product count which now exceeds 4,000 qualified lighting products. To support the continued and future growth of this program, several recent updates have taken place: •  Recent completion of the 3rd Lighting Facts Product Snapshot which analyzes products registered with Lighting Facts. This particular Product Snapshot focuses on Outdoor Street and Area

Lighting, Commercial Down lights, Troffers, Under-Cabinet Luminaires, and Shelf-Mounted Luminaires. It can be found on the website at www.lightingfacts.com/ productsnapshot •  Ongoing spot-check testing continues, in order to verify that the products continue to perform as when they originally were submitted and approved to use the label. The results of the first round of testing will be announced soon.

UL Lighting Sciences Completes Accreditation/Recognition By James Walker / LSI UL Lighting Sciences is now accredited by the International Accreditation Service (IAS) around many key standard certifications in accordance with the IEC/ISO-17025 standards. UL Lighting Sciences has now completed laboratory accreditation and recognition programs including: •  EPA recognition for ENERGY STAR® for SSL testing •  NIST Proficiency Testing •  CALiPER (approved laboratory by the DOE) •  Lighting Facts (recognized by the DOE) •  California Energy Commission (for LM-79 testing) Test reports generated by UL Lighting Sciences are accepted by the EPA, the DOE, the State of California and the Design Lights Consortium. UL Verification Services now has three laboratories that are fully accredited and recognized for all the major energy efficiency programs including: •  UL Verification Services (Guangzhou) Co., LTD (Nansha, China) •  UL Luminaire Test Laboratory (Allentown, PA) •  UL Lighting Sciences (Scottsdale, AZ)

Keeping Up With LED Technology Updates on UL Sign Standards and Certification By Lee Hewitt / Principal Engineer – Lighting Working with the New Edition of the Sign Standard UL 48 Standard for Electric Signs is not a new safety standard. In fact, ever since publication of the First Edition of UL 48 in November 1917 the standard has seen many updates to address changes in sign technology. On September 2nd, 2011 UL published the 15th Edition of UL 48 to address the most recent changes in sign illumination technology including the use of Light-Emitting Diode (LED) light sources. In addition to technology updates, the 15th Edition was completely reorganized with a simplified structure to make finding requirements and general navigation much faster and easier for standard users. While the 15th Edition of UL 48 became effective on publication, there were several upgrades from the 14th Edition such as the requirement for installation instructions to be provided for all sign types. Those paragraphs involving upgrades in requirements were noted in the standard with an effective date of October 2nd, 2012. Not all the changes in UL 48 were upgrades in requirements. There were changes in the sign requirements that permitted more flexibility in sign construction. Perhaps the most significant was the grounding exemption of section signs that are powered from a remote Class 2 supply. This change was made to be consistent with a similar change in the 2011 National Electrical Code, NFPA 70. Sign manufacturers who have already taken the UL 48 online sign training program based on the 14th Edition do not need to retake the 13 training modules currently offered. UL has prepared a separate online training module that covers just the differences from the 14th Edition of

UL 48. Sign manufacturers interested in the training may contact UL Knowledge Service (previously UL University) at www.ulknowledgeservices.com for information on enrolling in the course.

Sign Certification Program Transition The transition to the upgraded sign certification program by sign shops participating in UL’s Listed Sign Program continues to make significant progress and now has recorded over 1600 sign shop staff that have completed the online sign training curriculum and qualify as Manufacturers Technical Representatives (MTR). While significant progress has been made toward the transition, UL recognizes that with the issuance of the 15th Edition of UL 48 and the additional training module, that changes were needed to the program effective date to correspond to the October 2, 2012 effective date of the 15th Edition of UL 48. Details of those changes are included in a new bulletin to sign manufacturers.

Sign Retrofit Requirements Instead of replacing an old or nonfunctioning sign with a new sign, retrofitting of signs with LED retrofit kits has been used as a viable option by sign manufacturers and installers for many years. In order to insure that the components used in the sign retrofit and the sign itself will comply with the basic safety requirements of UL 48 after the retrofit, UL offers a UL Classification Certification for LED retrofit kits. The requirements for the kit are covered by Subject 879A Outline of Investigation for LED Kits. With the increasing amount of sign retrofit activity and the need to correlate requirements for the variety of LED retrofit kits, UL has assigned the UL 48 Standards Technical Panel (STP) with the

responsibility for 879A and is pursuing the transition of the Outline of Investigation to an ANSI/UL Standard. The initial draft of UL879A has been sent to the STP for preliminary comments prior to release of the draft for balloting by the STP.

More Sign Training Coming In addition to the new UL 48 15th Edition training module, UL plans to upgrade the entire sign curriculum and add new modules including separate modules to cover Class 2 Powered Signs and The Use of Polymeric Materials in Signs. When completed UL will announce the availability of the new training material. www.ul.com/signs

UL LED Roadshow Update In an effort to better serve our customers and the lighting industry, we are excited to announce that we will be delivering our 2012 LED Roadshows for North America via a high-quality video production. This will be available to the market in the 2nd Quarter of 2012. This method of delivery will allow for more of our customers who are not local to our NA facilities to view the Roadshow. We will also look to present in a format which will grant our customers the flexibility to view only the content that is of the most interest and applicable to them. Please note that we will no longer hold live, in-person LED Roadshows in North America in 2012.

Global Standards Update: Are You Ready? EN 60598-1 Seventh Edition Cancels & Replaces Sixth Edition By Roberto Inclinati / Business Development Manager, Lighting Several technical revisions have been made to International Standard EN 60598-1 seventh edition, which cancels and replaces the sixth edition published in 2004 + A1 (2006), effective April 12, 2012. The major changes which may affect certification are outlined in Annex R. As re-testing may not be required in all cases, it is important to discuss the changes with your certification partner as soon as possible to determine the required path to keep your files updated and current with the newest revision of the standard. This new metric will address Lumen Maintenance and Warranty, and will utilize the new TM-21 methodology to project a lumen maintenance percentage at 25,000 hours. It is essentially the inverse of L70 and will help to reduce the potential to overstate lifetime claims.

Utilities have the ability to utilize a tool created specifically for them which allows them to create their own criteria and screen products from the Qualified Product List.
