Introduction June 2009 Since 2005, the National Alliance for Public Charter Schools has released an annual “Dashboard” of leading statistical indicators about the growth and quality of public charter schools. This 2009 edition of the Dashboard makes four major improvements over previous releases. It includes a more than 10-fold increase in the amount of the data, two important academic performance indicators (ACT scores and SAT scores), individual dashboards for each of the 41 jurisdictions with charter schools, and a companion on-line database of this report that allows users to create their own custom reports. (Visit www.publiccharters.org for the on-line Dashboard.) Among the most significant findings this year: • More than 1.4 million students now attend over 4,600 public charter schools in 40 states and the District of Columbia • The student population has grown 11% and the number of schools has grown 8% since one year ago (2007-2008) • 62% of public charter school students are non-white and 48% qualify for free and reduced price lunch (compared with 45% non-white and 45% free and reduced price lunch in all public schools) • While 56% of students attend charter schools in large cities, a growing percentage of students are enrolled in charter schools in rural areas (14% compared with 11% five years ago) • Nearly 30% of students attend charter schools with non-traditional grade configurations, such as Kindergarten through 12th grade (compared with less than 10% of non-charter school students) • Nationally, the average public charter school has been open 5.9 years • As of the 2008-2009 academic year, 21% of charter schools have been open at least 10 years. Four years ago, only 3% of charter schools had been open more than 10 years These last two statistics are particularly interesting. Much school reform literature suggests that it takes at least 7 to 10 years for school-wide reform efforts to make substantial changes in student performance, which is confirmed by the high-quality studies in the Alliance’s Charter School Achievement: What We Know (2009). Consequently, as public charter schools get older and more experienced, we believe that public charter schools will get even better at providing high quality learning environments. With the attention given to for-profit educational management organizations and non-profit charter management organizations, it is interesting to note that over three-quarters of public charter schools continue to be freestanding, or “mom and pop” schools. As the movement grows, it’s important to focus significant attention on ensuring strong startups and ongoing quality in this large sector, which is the “seed corn” for greater scale. After all, who knows where the next KIPP, ICEF or Achievement First will come from? While several recent studies show public charter schools outperforming traditional public schools, the availability of comparable data across states continues to limit the ability of reports like this dashboard to answer questions about charter school performance. To address this challenge, in addition to including ACT scores and SAT scores this year, we plan to add new performance indicators to the on-line database version of this report in the coming months and to next year’s report. Of course, the charter school movement faces greater challenges than data availability. Today, 26 states and the District of Columbia maintain state-imposed caps on the number and growth of charter schools. Funding for charter schools remains lower than that provided traditional public schools, and this will continue despite the President’s recent recommendation to increase federal support by 25% next year. However, our ability to make sound policy decisions about charter schools will be greatly enhanced by tools like The Dashboard that provide us with a wealth of information on performance and trends. We hope this report continues to be a valuable resource to public charter school supporters across the country as they work to inform parents, lawmakers, and the general public about the many successes we are seeing in innovative public charter schools.

Methodology & Sources

2009 Public Charter School Dashboard Methodology The 2009 Public Charter School Dashboard is divided into three sections: the National Dashboard, state-by-state comparisons on the indicators, and individual State Dashboards. Each of the three sections is organized by five main categories: • • • • •

Below we describe the methodology for gathering the data for each of these categories. Student Population For this section, we gathered data from the 2007-2008 and 2008-2009 academic years, primarily from state department of education websites and personnel. We gathered school-level enrollment and demographic information from publicly available fall enrollment databases and aggregated the school data up to the state and national levels. At the time of this publication, several states had not released official fall 2008 enrollment numbers for the 2008-2009 academic year (IL, MD, NJ, SC, and WY). For these states, we collected enrollment estimates from state department of education annual charter school reports, charter school associations, and charter school resource centers. For the academic years prior to 2007-2008, we used enrollment and demographic data from the National Center for Education Statistics’ Common Core of Data (CCD). The race/ethnicity categories in this report are White, Black, Hispanic, Asian, and Other. As states often report different racial/ethnic categories, we combined groups in the following ways: White includes all White, non-Hispanic students; Black includes all Black, non-Hispanic students; Hispanic includes Hispanic and Latino students; Asian includes Asian and Filipino students; and Other includes American Indian, Alaska Native, Native Hawaiian and Other Pacific Islander, Multiracial, and non-classified students. The student residence indicator uses geographic locale data from CCD through the 2006-2007 academic year. The CCD calculation of a school’s location as city, suburb, town, or rural is the best source for this type of data. Given that the CCD algorithm is not easy to replicate, estimates for 2007-2008 and 2008-2009 are not included in this report. Many public charter schools enroll students in non-traditional grade configurations. We report enrollment with the following grade level breakouts to capture the variety of public charter schools: Elementary, Middle, Middle/High, High, and Elementary/Middle/High. Schools were classified as Elementary Schools if the lowest grade offered was between Pre-Kindergarten and third and the highest grade offered was between Pre-Kindergarten and eighth. Middle Schools are defined as having low grades between fourth and eighth and high grades between fifth and eighth. Middle/High Schools have low grades between fourth and eighth and high grades between ninth and twelfth. High Schools offer low grades between ninth and twelfth and high grades between ninth and twelfth. Finally, Elementary/Middle/High Schools offer low grades between Pre-Kindergarten and third and high grades between ninth and twelfth. School Growth Pinning down the total number of public charters schools open and operating each academic year is challenging for a variety of reasons. For example, new schools may be authorized to open at the beginning of an academic year, but not open their doors to students until the spring semester. In other scenarios, public charter schools grow out of their existing buildings and open new campuses. The new campus may be considered part of the original charter in some states, while in other states the new campus may receive its own charter. And in other cases, public charter schools serve alternative students where enrollment reduces to zero in one academic year and then bounces back the next. Given these (and other) scenarios, reporting a total number of charter schools that is consistent with other sources is surprisingly difficult to achieve. For the national and state dashboards in this report, schools must enroll students in the fall to be counted as an open and operating public charter school for the academic year. Within each academic year, we started with lists of open charter schools from state departments of education, CCD, and charter school associations. However, the final rule for inclusion in the total number of schools was valid fall enrollment. Likewise, in the fall of 2008, we contacted state departments of education, charter school associations, and charter school resource centers to obtain lists of charter schools that had closed after the 2007-2008 academic year and charter schools that had opened in the fall of 2008. The lists were adjusted as needed depending on official fall enrollment data. The ranking of school districts based on the share of students enrolled in public charter schools is derived from data collection efforts for the National Alliance’s annual report, Top 10 Charter Communities by Market Share. Included in the market share analyses are communities with more than 10,000 public school students (total of both charter and non-charter students). Communities with virtual charter schools that enroll a large number of students from outside of the community were excluded.

2009 Public Charter School Dashboard Methodology School Characteristics We gathered school-level data for the year charter schools opened and charter school status as start-ups or conversions from state departments of education, charter school associations, charter school resource centers, and charter school websites. When we could not obtain the year open from these sources, we estimated the year based on longitudinal enrollment for the school. To classify charter schools as freestanding, operated by nonprofit Charter Management Organizations (CMO), or operated by for-profit Education Management Organizations (EMO), we relied on the annual profiles of education management organizations reports jointly released by the Education and Public Interest Center (EPIC) at the University of Colorado and Boulder and the Education Policy Research Unit (EPRU) at Arizona State University. Performance & Accountability In the National Alliance’s first dashboard in 2005, performance and accountability indicators, such as the percent of charter schools meeting state academic targets, charter school students making more than a year of learning gains, and the charter school high school graduation rate, were listed even though data were not available. The expectation was that in subsequent years, the indicators would be filled with reliable figures. Regrettably, there continue to be shortcomings in the types of data publically available across all states that are necessary to answer many of the important questions regarding public charter school performance and accountability at the national and state levels. As rough a gauge of school-level achievement as adequate yearly progress (AYP) is, it is one of the few widely available indicators of how public charter schools perform. The national and state dashboards report the percent of public charter schools that make AYP compared with the percent of all public schools that make AYP. We also collected school-level SAT and composite ACT scores for a number of states where the information was available. Only a handful of states measure school-level academic growth and make the data available. These measures are presented where available. The National Alliance will continue to request access to data on public charter school achievement growth, percent proficient on state standardized assessments, graduation and dropout rates, and college attendance to improve the indicators presented in future national and state dashboard reports. Additionally, we will collect and include state and national level data for non-charter schools to serve as better comparison data in future reports. Policy Environment The number of states with charter school laws continues to hold at 40 plus the District of Columbia. There are state-imposed caps on the number and growth of public charter schools in 26 states plus the District of Columbia. While 13 states plus the District of Columbia provide at least a minimum level of funding to public charter schools for facilities, public charter schools continue to operate with less funding than traditional public schools. The National Association of Charter School Authorizers provided the data on charter school authorizer types across the states. Local school districts remain as the largest category of authorizers. However, all but six states have active authorizers other than local school districts.
