Early Identification and Intervention of Learning Difficulties Programme for Primary One Pupils

Summary This circular memorandum reminds schools to use the Observation Checklist for Teachers to identify Primary One (P1) pupils showing signs of learning difficulties. Schools are also invited to nominate teachers to attend the annual seminar on Early Identification and Intervention of Learning Difficulties Programme for Primary One Pupils. Details 2. The Early Identification and Intervention of Learning Difficulties Programme aims to ensure that timely support will be rendered to pupils with learning difficulties as early as possible. Implementation details of the Programme have been uploaded onto the Education Bureau (EDB) website (http://www.edb.gov.hk/serc) and the Hong Kong Education City website (http://www.hkedcity.net/specialed/eii). Teachers are reminded to start observing P1 pupils for signs of learning difficulties at the beginning of the new school year and follow the procedures stipulated in the Programme to identify and support pupils with mild and marked learning difficulties. Schools should also conduct a year-end review of the work procedures and put into practice improvement plans to ensure the effective implementation of the Programme. 3. A seminar for teachers (see Annex) will be held on 25 October 2013. The main theme of this seminar is ‘Mathematics learning and teaching’.
