PREFACE

There is a famous saying “The theory without practical is lame and practical without theory is blind.” Keeping this into consideration, there is always a thrust to give more practical training to the students of technical education. However, due to the cost and expertise involved in set up and upgradation of the labs for areas like Telecommunications; it is not possible for all the technical institutes to provide best practical exposure. Moreover, technology-related subjects such as Telecom are applied subject areas and demand close linkage with industry due to the ever changing needs of the industry. At times, employers are not finding candidates with required practical exposure for their organizations due to the nonavailability of the above link. The only way to remove above stated issues is to build collaborations between industry and academics that leverage the combined knowledge of respective fields. This realization prompted All India Council of Technical Education (AICTE) to pioneer a new strategic approach to industry engagement initiatives based upon the unique approach of enhancement of competence and employability through up-gradation of skills delivered through Industry leaders. It is a matter of pride that AICTE has opted BSNL for such association and termed it as “Employability Enhancement Training Program” I

(EETP). This project report is covering all the important tasks needed for realization of the objectives of this ambitious program. AICTE, the apex body in technical education has been involved in policy making and their implementation in the field of technical education in India. Under the leadership of AICTE, the standard of technical education in India is ever increasing. AICTE has set many landmarks in this journey and EETP is the new one. Through EETP, AICTE is all set to play a new and very demanding role of facilitator to the students as it is providing financial support to the students enrolled in this program. On the other side, BSNL; erstwhile DOT is successfully serving the nation for more than 150 years by providing value based telecom services to the citizens of India. In this journey BSNL has added all the experience and expertise which can be delivered to the students through its state-of-the-art training facilities in the interest of Nation building. BSNL has started many training programs such as Vocational Training and other specialized trainings for the benefit of the Engineering students. Recently, BSNL has launched Online Certificate Program with the focus on Hands-on Training. In this program, theory is delivered online through web portal and practical are performed at BSNL Training locations. AICTE has recognized the training facility of BSNL and the training model of OCP and the same is adopted in “Employability Enhancement Training Program” (EETP). “Employability Enhancement Training Program” (EETP) focuses on integrated skill sets and innovative instructional models and provides a framework to address and fulfill the needs of the Industry. Through this program, students will acquire skills throughextensive hands-on practical training on the state-of-the-art telecom equipment available at BSNL training locations. EETP innovates and combines the benefits of internet in the learning process by delivering theory based contents through the web portal i.e. www.learntelecom.bsnl.co.in especially designed for the purpose. The overall effect of the program is further enhanced with the inclusion of Softskills training. Unique features of EETP include: 1. I

24*7 learning through web portal where students can read theory contents and are able to ask question to the subject matter experts through discussion board thus leveraging the technology at optimum level.

Through this program, BSNL is offering three certificates namely; 1. BSNL Silver Certified Engineer, 2. BSNL Gold Certified Engineer and 3. BSNL Platinum Certified Engineer. These certificates will be achieved progressively from fifth semester to seventh semester. At present, EETP has been launched in 26 locations across the country. We are overwhelmed with the response received from the students and college authorities. It is expected that EETP will be launched in other major cities of India very soon considering the demand from those cities. The whole program has been implemented across the country with the use of latest and innovative technological methods like Web conferencing, Web portals etc. The entire program is being monitored by the respective authorities with the help of such methods. The initial and primary reason for writing this project report is to showcase the efforts of AICTE and BSNL put in for the success of the program. This report categorically showcases the efforts put in for standardization of the entire program delivery at various places across the country to make the delivery uniform and apt for the maximum benefits of the students. Introduction

1. Introduction 1.1. Importance of technical education

Education is a basic human right and considered by many as a key tool for national development. Education is recognized as one of the critical elements of the national development effort and Higher education, of which Technical Education is an integral part, is of vital importance for the nation, as it is a powerful tool to build knowledge-based society of the 21st century. We are living in the modern age of science where we found Technologies in every aspect of life. These are the Technologies which we use for our ease and comforts. No nation could generate the progress unless it promotes technical aspects. It is true that the progress of a country much depends upon its Industrialization without which a handsome economy would not be possible. The technical education produces engineers and technicians for all type of industries. Keeping the above facts into consideration, it is very much important to have better infrastructure and framework for spreading technical education across the country. Employability and the gap between Industry and academics Employability is set of achievements skills, understanding and personal attributes that makes graduates more likely to gain employment and be successful in their chosen occupations which benefits themselves, the workplace, the economy and the country. It is obvious that we need more number of technical institutes to fulfill the manpower and other related demands of industries. However, there is a big concern about such institutes and engineers produced by them. The national employability report compiled by Aspiring Minds revealed that only 17.45 percent of technical graduates in the country are ready to be employed. The survey that was conducted among technical graduates who graduated in 2011 from various parts of the country revealed that among the 5 lakh engineers who graduated last year, only 17.45 per cent are employable. According to report by NASSCOM, key skills that the Industry requires in an engineering student are communication skills, problem solving BSNL/EETP

skills and technical skills as per the need of specific industry. Colleges should train students on key design skills and on handling complexities so that they are able to sustain the rigors and demands of the Industry. We live in a dynamic world where the nature of technology and industry changes rapidly with new innovations and requirements. This requires the education system to be responsive and adaptive to the demand of the industries. However, a majority of engineering colleges do not have that kind of support infrastructure. Many times it is not possible to have such required infrastructure in place due to dynamic nature of requirements of industry and their associated cost. Hence, a gap is obvious to be present between academics and industry needs and due to this gap, industries are not finding right engineering students and hence every year this percentage of employable students is decreasing.

1.2. All India Council for Technical Education(AICTE)

The All India Council for Technical Education (AICTE) was set up in November 1945 based on the recommendations of the Central Advisory Board of Education (CABE) to stimulate, co-ordinate and control the provision of educational facilities and industrial development of the post war period. AICTE was given statutory powers by the AICTE Act of Parliament in 1987, with a view to the proper planning and coordinated development of Technical Education System throughout the Country. "Technical Education" in this context includes fields of Engineering and Technology, Architecture, Town Planning, Management, Pharmacy and Applied Arts & Crafts. AICTE was setup with the following Mission: 1. A true facilitator and an objective regulator 2. Transparent governance and accountable approach towards the society. 3. Planned and coordinated development of Technical Education in the Country by ensuring world-class standards of Institutions through accreditation. 4. Facilitating world-class Technical Education through:  Emphasis on developing high quality Institutions, academic excellence and innovative research and development programmes;  Networking of Institutions for optimum resource utilization;  Dissemination of knowledge;  Technology forecasting and global manpower planning;  Promoting industry-Institution interaction for developing new products, services, and patents;  Inculcating entrepreneurship; BSNL/EETP

Recently, AICTE is taking number of steps to make Technical Education more effective. AICTE has started various programs to give exposure of practical training to the engineering students with an objective to enhance the skill of engineering students. Such type of initiatives will have a long and positive impact on the future of such graduates, industries and Nation as a whole.

1.3. Bharat Sanchar Nigam Limited (BSNL)

Bharat Sanchar Nigam Ltd. (BSNL) was incorporated on 15th September 2000. It took over the business of providing of telecom services and network management from the erstwhile Central Government Departments of Telecom Services (DTS) and Telecom Operations (DTO), with effect from 1st October‘ 2000 on going concern basis.It is one of the largest &leading public sector units providing comprehensive range of telecom services in India. BSNL has installed Quality Telecom Network in the country & now focusing on improving it, expanding the network, introducing new telecom services with ICT applications in villages & winning customer's confidence. Today, it has about 43.74 million line basic telephone capacity, 8.83 million WLL capacity, 72.60 million GSM capacity, 37,885 fixed exchanges, 68,162 GSM BTSs, 12,071 CDMA Towers, 197 Satellite Stations, 6,86,644 RKm. of OFC, 50,430 RKm. of microwave network connecting 623 districts, 7330 cities/towns & 5.8 lakhs villages . BSNL is the only service provider, making focused efforts & planned initiatives to bridge the rural-urban digital divide in ICT sector. In fact there is no telecom operator in the country to beat its reach with its wide network giving services in every nook & corner of the country & operates across India except New Delhi & Mumbai. To equip its workforce BSNL is having one of the best training infrastructures. There are as many as 40 training centres across the country with 3 Apex training centres namely, ALTTC Ghaziabad, BRBRAITT Jabalpur and NATFM Hyderabad. Employability Enhancement Training Program (EETP): A step towards bridging the gap To bridge the gap between academics and industry needs AICTE and BSNL have joined their hands and signed MoU on 27 th Feb 2013 under Employability Enhancement Training Program (EETP). 1.4. Mission

To produce graduates fully equipped with required skills to achieve the highest personal and professional standards by means of intensive hands on training on state-of-the-art telecom & IT equipment. 1.5. Program Pedagogy.

The spirit & philosophy of the program is a combination of dual mode of Learning: 1. Online content as simulation by students for the irrespective semesters, with adequate support of subject matter experts of SME’s of BSNL through e-mail/online portal. 2. Practical hands-on exposure on the high end telecom BSNL/EETP

operational equipments/systems to enable students or higher order domain/industry exposure through face to face contact sessions. The programs are skill based with intensive practical sessions on equipment, requiring prior self-study of instructional/equipment based content that shall be downloaded by the student from BSNL TP site.The programis designed to be a flexibleone and itisconsidered that the schedule of contact hours-with due juxtaposition with the required selfstudy hours – shallbe drawn by theBSNL TP and college by mutual consultation.

EETP Course Structure Requirement of the industry is altogether different than what is being taught in engineering colleges, keeping this into consideration and requirements of engineering students with regard to industry, Brain storming was performed. Various rounds of discussions were also held at BSNL CO and at BRBRAITT Jabalpur. The outcome was in the form of Seven Certificates. All these courses were highly appreciated by AICTE. Further, AICTE has asked to group these courses for the delivery to 5 th Semester, 6 th Semester and 7 th Semester progressively. EETP Implementation using Web Portal The Portal of EETP (www.learntelecom.bsnl.co.in) is an excellent platform for all the stakeholders i.e. Students, BSNL coordinators/faculty, Engineering colleges, BSNL Management & AICTE in addition to prospective enthusiast. 3.1. Features for AICTE/BSNL Management:

AICTE/BSNL Management can view the college list, seats allotment for colleges’ students list for all the training centers of BSNL through the country. They have full access to study material & job-aids for practical sessions on the portal. They can view course syllabus, schedule & time table for the different batches.They can monitor the status of seat allotment vs. the students registered in any of theBSNL Training Centre running EETP. 3.2. Features for Students:

Students are the most important users of the portal. They can download student registration formfor submission at BSNL Training Centre, study material & job-aids for practical sessions using the portal. They can view course syllabus, time table for their batch. Students are provided a very innovative tool, in form of Discussion Forum, to interact with faculty & peers, across the country to raise their queries/difficulties online using this portal and get the same resolved on line. 3.3. Features for BSNL Coordinator/Faculty:

Coordinator can add/edit/view the students/college details, can schedule batches & prepare time table for batches of EETP courses. BSNL faculty can update the joining report of the students for different batches. The portal provides facility of sending initial passwords, for access to portal, to Nodal officers from engineering colleges & the EETP students. 3.4. Features for Nodal officer of college:

EETP Implementation using Web Portal The web portal is most effective way of interaction. The online content and viewing of various reports & progress makes the webportal useful and efficient way of interaction with students as well as authorities of colleges, AICTE, BSNL management etc.

EETP Interaction among stakeholders 4. EETP: Interaction among stakeholders One of the most critical jobs for successful implementation of the EETP is the interaction among various stakeholders which include AICTE, BSNL Training Centres, Colleges and engineering students for the following reasons: 1. To get the list of eligible students for the course from the colleges covered under EETP 2. To get the name of nodal officers of colleges for day to day interactions between colleges and Training centres. 3. To prepare schedules for EETP without interrupting normal schedule of the colleges. As there are around 915 colleges covered under EETP across the country and the fact that these colleges are following different time lines and schedules for their regular courses, the task to get the list of students and nodal officers and preparing a schedule without disturbing respective normal schedules, the task has become much more complicated. To solve the problem Shri S.K. Bose, Chief Program Manager EETP instructed to hold Seminar at BSNL Training centres for the colleges covered under respective training centres. The objective of holding such seminar was  To make college authorities aware about the importance of EETP.  To get the list of students and the name of nodal officer in a time frame.  To make consensus for preparation of schedule for EETP. Prior to this AICTE had already written letters for furnishing the list of eligible students along with the waitlist and nominating nodal officer. AICTE in its letter has clearly mentioned about the eligibility of the students for joining such courses which is as under: 1. Aggregate Marks of previous semesters. 2. Students must have cleared all the previous semesters 3. Students must not have any job at the time of enrollment of the program. BSNL/EETP

EETP Interaction among stakeholders All training centres organized the above seminar and informed about EETP to college authorities. In the seminar itself colleges were asked to supply list of students and nodal officer. They were also informed about the concerns of preparing a schedule for the course. In response to the seminar almost all colleges were agreed to support the unique initiative of AICTE and BSNL and extended their full cooperation for successful implementation of EETP. 4.1.
