DFW BOARD AND EXECUTIVE MANAGEMENT EMS OVERVIEW Dallas/Fort Worth International Airport [DFW Airport] Environmental Management System [EMS] Forward DFW International Airport’s Board shared its vision for achieving environmental excellence in its May, 2000 Strategic Plan. A stated objective in furtherance of the Board’s Environmental Policy calls for DFW Airport to lead the industry in the development and implementation of comprehensive environmental programs and practices designed to ensure a safe operating environment throughout the Airport and the North Texas Region. The Board’s Environmental Programs and Practices mandate includes an Environmental Imperative directing the establishment of an Internal and External Strategic Communications Plan designed to identify progress toward achieving environmental leadership. To that end, DFW’s Vice President, Environmental Affairs Department, designed and established the communication plan in the form of an Environmental Management System [EMS]. DFW’s EMS has been designed in concert with the Twelve Elements of the United States Environmental Protection Agency’s [EPA] compliance-focused model. Implementation of DFW’s EMS is the means by which sustainable environmental excellence will be the standard throughout the DFW Airport facility. Purpose Environmental management systems are increasingly being used by organizations around the world to help integrate environmental considerations into day-to-day decisions and practices. EMSs are the part of the overall management approach that includes organizational practices, procedures, processes and resources for developing, implementing, achieving, reviewing, and maintaining the environmental policy. DFW’s EMS provides a framework for managing environmental responsibilities with a particular focus on regulatory compliance. EAD’s Vice President designed DFW’s EMS to meet EPA’s Corporate Compliance Criteria for an Effective Program to Prevent and Detect Violation of Law [the twelve (12) elements of EPA’s compliance-focused model]; the substantive requirements necessary to obtain ISO 14001: 1996 international EMS standard certification; and in a manner consistent with guidance outlined in the developing regulations for implementation of the two 77th Texas Legislature House Bills enacted to encourage the use of environmental management systems by the regulated community.
EMS implementation and sustainability relies on the empowerment provided by DFW Executive and Senior Staff; responsiveness, commitment and role-modeling of Department business unit managers; and the hands-on environmental stewardship required to be practiced by DFW Board employees. Implementation of DFW’s EMS serves the express interests of DFW’s Board by demonstrating industry-wide environmental leadership; supporting and facilitating continued growth at DFW resulting in a substantial economic benefit throughout the North Texas Region; assuring optimal environmental compliance and exemplifying DFW Board and Executive Management’s commitment to environmental excellence as the standard at DFW. Implementation of DFW’s EMS is a significant contribution to the pursuit of environmental excellence and an indispensable part of making DFW the Airport of Choice. EMS Conceptual Design; Development and Implementation DFW’s EMS was designed and developed by Dan Bergman, DFW’s Vice President of Environmental Affairs, pursuant to the Airport Board’s Environmental Imperatives and under the auspices of the Board’s Environmental Affairs Committee: Mr. Max Wells, Chair; Mrs. Pamela Dunlop Gates, Esq. and Mr. Santiago Salines, Esq. Oversight and direction have been provided by Jeffrey P. Fegan, Chief Executive Officer, Kevin Cox, Esq., Senior Executive Vice President, and James M. Crites, Executive Vice President, Operations Division, to assure responsiveness to the Board’s May, 2000 Strategic Plan.
