MSDWT Enrollment Re-Balancing Effective: 2019-2020 ¨  Why Enrollment Rebalancing is Needed ¨  Considerations When Developing New Boundaries ¨  Challenges When Developing New Boundaries ¨  Current School Attendance Boundaries (16-17 Data) ¨  Middle Schools – Potential New Boundaries ¨  Elementary Schools – Potential New Boundaries ¨  COMPASS (High Ability) Locations ¨  Parent, Student, and Community Input Opportunities

Why Enrollment Rebalancing is Needed ¤  Through a community-based Masters Facility Committee and years of facility study, construction and renovation recommendations were developed – These recommendations will impact all District buildings; ¤  Through the November, 2016 referenda process, registered voters in our community overwhelmingly supported the construction of two new elementary schools; ¤  The construction of these schools will add the needed student capacity;

Why Enrollment Rebalancing is Needed ¤  Opening an eighth elementary school (Willow Lake Elementary) in 2019-2020; ¤  Additional elementary school capacity with construction of Clearwater Elementary School; ¤  MSDWT will continue to provide the educational programming that attracts families, continuing the need to provide adequate capacity in our facilities; ¤  Need to better balance middle school student enrollment among our three middle schools.

Considerations We have been consistent with our transparent process by sharing information and gathering input from stakeholders. ¤  Determined by Community Survey (Spring/Summer of 2017); ¤  Over 1000 Survey Respondents; ¤  Input from Principals, District Administration, Parents, School Board Members and Teacher Representatives; ¤  The School Board has been very involved with this process for the past 9 months; ¤  Data and Professional Demographic Forecasting.

Considerations ¤  Need to Improve Transportation Efficiencies ¤  Minimize the Number of Families Impacted ¤  Maximize the Utilization of Facilities ¤  Be Mindful of the Socioeconomic Make-up of Schools ¤  Improve the Balance of Student Enrollment (Middle School) ¤  Maintain Middle School “Feeder” Elementary Schools to the Degree Possible

Challenges ¤  Difficult to apply equal weight to each consideration when creating attendance boundaries ¤  Communicating a Complex Process with a Large Stakeholder Group ¤  Family History, Loyalty, and Familiarity with a Particular School ¤  Change is Difficult ¤  Logistics Involved with a Major Change

Summary of Options ¤  Option A has “cleaner” boundary lines; ¤  Option B has a few more “pockets” or enclaves of attendance boundaries within other attendance boundaries; ¤  Both Option A and Option B provide more efficient transportation (bus routing) possibilities compared to our current boundaries; ¤  Greenbriar and Spring Mill has a substantial number of students moving to a new school in both Options. This is due to the schools’ location within the district as their boundaries border multiple other attendance boundaries;

Summary of Options ¤  Greenbriar has the most students changing schools in both Options; ¤  Spring Mill has 57 less students changing schools in Option B; ¤  There is a similar number of students staying in and moving from Allisonville and John Strange/Clearwater in both Options; ¤  90% of Nora would attend Northview and 10% would attend Eastwood in Option A;

Summary of Options ¤  68% of Nora would attend Eastwood and 32% would attend Northview in Option B; ¤  Option B is the best option when considering improvement of middle school balance.
