Jeff Bitner, Enterprise Architecture Governance Office of Information Technology State of Pennsylvania Introduction Enterprise Architecting (EA) is the process of developing enterprise Information Technology architecture – both its description and its implementation. An EA description focuses on a holistic and integrated view of the why, where, and who uses IT systems and how and what they are used for within an organization. An enterprise architect develops the strategy and enables the decisions for designing, developing, and deploying IT systems to support the business operations as well as to assess, select, and integrate the technology into the organization’s infrastructure. Alignment between business and IT is one of the top issues for CIOs and IS managers for several years as report. Sessions The first session starts out with the paper: Analyzing Enterprise Architecture in National Governments: The cases of Denmark and the Netherlands. This paper analyzes the efforts of two European national governments in developing enterprise architecture. The findings show that, although the public administration structures are comparable in some aspects, both countries have different approaches to enterprise architecture, and might profit from learning from each other. The second paper, Experience Report: Assessing a Global Financial Services Company on its Enterprise Architecture Effectiveness using NAOMI, presents an approach for assessing an organization on its architecture effectiveness. The approach differentiates from existing assessment models by considering multiple perspectives. It makes a distinction between the level of thinking about architecture, and the level of practicing it. The paper describes the practical application of the assessment approach at a global financial services company. The third paper, The Integrated Enterprise: Enterprise Architecture, Investment Process and System Development, identifies the process integration and enterprise architecture touchpoints from the perspective of the

investment management process and it outlines an overall integrated enterprise life cycle process flow. The paper also presents a case study of the implementation of the enterprise life cycle process flow. The first paper in the second session, Enterprise Information Architecture (EIA): An Assessment of Current Practices in Malaysian Organizations, describes findings based on a research study on current Enterprise Information Architecture (EIA) practices in Malaysian organizations. Ten organizations from public and private sectors were chosen for case study analysis. The Zachman Framework was chosen as a guideline to assess the current practice of EIA in these organizations. The second paper, Mastering the integration chaos following frequent M&As: IS Integration with SOA Technology, describes the relationship between SOA and corporate mergers and acquisitions (M&A). Based on a literature review and an empirical study of five industrial companies the paper concludes seven relationships between properties of SOA and M&A, which should be valuable both for business professionals considering the SOA alternative and to advance the academic domain that is concerned with integration and M&A. The final paper, Enterprise Architecture and IT Governance A Risk Based Approach, describes an IT Governance structure that was adopted for the development and implementation of an Enterprise Architecture with corresponding risk management The paper describes an approach for developing and implementing an enterprise architecture and risk management plan.
