General Description of task(s) and objectives to be achieved Under the general supervision of the FAO Head of Office in South Sudan and the general guidance of the Chief, Emergency Operations Service: Africa, Latin America and Caribbean (TCEO), and under the direct supervision of the Chief Technical Adviser (CTA) of the Programme in South Sudan, and in coordination with the relevant FAO headquarters Lead Technical Unit (LTU), Director, Statistics Division and the Technical Officer (Information Systems), the consultant will provide support in the implementation of the programme. In particular, the incumbent will: provide technical support to the project on crop production statistics, crop forecasting, market price statistic by designing, implementation, analysis of survey data ; support the Ministry of Agriculture, Forestry, Cooperatives and Rural Development in collaboration with the National Bureau of Statistics in putting in place a robust agricultural survey methodology and procedures in South Sudan; support the Ministry of Agriculture, Forestry, Cooperatives and Rural Development in collaboration with the National Bureau of Statistics in designing, implementing and managing a agricultural database; assist the relevant stakeholder unit(s) to develop a capability to monitor trends in food security status and its determinants especially with respect to impacts on vulnerable groups; design and implement training and other capacity building activities in agricultural data collection; coordinate all agricultural statistics data collection, analysis and related activities with National Bureau of Statistics and other agencies dealing with agricultural statistics analysis issues including rainfall data; Review, update or/and design data collection tools in the area of Agriculture statistics in accordance with the international standards; Produce training materials and user’s manual including training of Ministry of Agriculture, Forestry, Cooperatives and Rural Development staff in the States in the use of the data collection tools designed; Work closely with the National Bureau of Statistics staff in charge of agricultural statistics; represent the project to governmental and non-governmental groups as needed and agreed with the CTA; provide regular updates to the CTA and relevant programme team members on progress, priorities and constraints, verbally and in writing on an agreed frequency and assure the preparation of required reports as per the rules and regulations of FAO; Perform other duties as required. Required Competencies Academic qualifications, technical competencies and experience requirements: Advanced university degree in Statistics, Agricultural Statistics, or in a related technical discipline Seven years of relevant experience in crop production estimation and analysis, crop forecasting, price statistics and food balance sheet Extensive experience with statistical software such as SPSS, EViews, CSPro, SAS, Strata etc

Extensive experience in agricultural data collection in Africa Working knowledge of English Selection Criteria

Extent and depth of knowledge and experience in agricultural statistics within different contexts, including household surveys, data analysis and database development Demonstrated capacity to support, advise and guide training processes on agricultural statistics surveys Demonstrated ability to implement a variety of analytical methodologies / techniques Demonstrated ability to liaise with multiple UN, NGO, governmental, and media agencies Breadth of experience and demonstrated ability to coordinate multi-disciplinary technical teams Ability to plan, organize, implement and report on work Extent of relevant work experience in African, and in the region Excellent communication, writing and presentation skills in English Security:

Before starting the mission/travel, the consultant must find out in what security phase the country of assignment is in and what this implies for his/her own security. As soon as he/she arrives at the duty station, through the FAO Representation or directly, he/she must contact the designated UN security officer to be briefed on all the recommended security measures. In case this procedure is not properly applied, the consultant may not be covered under the Malicious Acts Insurance Policy.

Health:

All consultants/PSAs, on duty travel, must accept responsibility for their health and well-being as part of their official duties and also on their return. The following are the main responsibilities of the traveller: seek health advice, preferably four to six weeks before travel; comply with recommended vaccinations and other prescribed medication and health measures; ensure health precautions are taken before, during and after travel; obtain a physician's letter pertaining to any prescription medicines, syringes, etc. being carried; precaution to avoid transmitting any infectious disease to others during and after travel; report any illness on return, including information about all recent travel; and Respect the host country and its population.
