GENERAL DESCRIPTION OF TASK(S) AND OBJECTIVES TO BE ACHIEVED Background The El Niño event has peaked in December 2015 resulting in a prolonged dry season and uncertain conditions for 2016. This is impacting the main crop season as well as the 2016 secondary season in Indonesia. It is estimated that this phenomenon has already affected 13 million people directly relying on agricultural production in the affected areas. The impact of El Niño touches upon multiple sectors - agriculture, environment, food security, nutrition, health, and people’s livelihoods – throughout Indonesia. The UN agencies in Indonesia established the UN Focus Group on El Niño to support the Government of Indonesia to prepare to minimize and mitigate the impact of El Niño on its people. The Group is co-chaired by the World Food Programme and the Food and Agriculture Organization (FAO). FAO is looking for a national consultant to analyse the impact of El Niño on Indonesia’s food security and to support the development of FAO Indonesia’s preparedness programmes. Scope of Work Under the overall guidance of the FAO Representative, the consultant will undertake below tasks: 1)
Act as a focal point for El Niño and food security related information management for FAO Indonesia (for example, gather and compile data concerning El Niño and food security in Indonesia, update and manage database inventory, exchange and disseminate information with partners)

Analyze information gathered and produce reports, briefing notes and presentations
3)
Lead and facilitate follow-up action within FAO and support preparedness and response activities
4)
Support the development of the FAO Early Warning Early Action Plan for relevant hazards and coordinate its implementation
KEY PERFORMANCE INDICATORS Expected Outputs and timeline 1)
Information and data are compiled and shared in a timely manner. Briefing on information management status at least once a month until November 2016

Food security analysis report is produced at least once a month, presentation materials and briefing notes are prepared as needed until November 2016
3)
FAO follow-up actions for UN Focus Group on El Niño and preparedness activities are carried out according to timeline until November 2016
4)
Implementation of El Nino Early Action Plan is coordinated until November 2016
5)
FAO Early Warning Early Action plan for relevant hazards is developed by March 2016
REQUIRED COMPETENCIES Academic Qualifications:
Advanced university degree (Masters degree or equivalent) in any one of the following fields: food and nutrition sciences, agricultural economics, information management and analysis, geography, social sciences, business administration or a related field. A combination of relevant academic background (Bachelor’s degree or equivalent) and extensive relevant professional experience in a related area may be accepted in lieu of an advanced university degree.
Technical Competencies and Experience Requirements:
5 years relevant work experience in food security and nutrition analysis, FSN information management, or closely related field Ability to produce high quality reports and presentations, often under time pressure Excellent interpersonal and communication skills, particularly with Government officials Previous working experience in the UN environment considered an advantage Strong cultural sensitivity to work in multicultural, multi-ethnic environment Able to work independently, as well as in a team Sound judgment as well as professionalism and maturity Ability to organize work efficiently Excellent English abilities (particularly written) Knowledge of Indonesian considered an advantage
