It was fitting that William Donald Schaefer, former Mayor of Baltimore, Governor of Maryland, and state Comptroller, took his final journey through the neighborhoods of Baltimore he loved and served so well. About 100 people gathered in Fells Point Monday afternoon to pay tribute to William Donald Schaefer, and they were anything but solemn. The gathering had the air of an old-fashioned political rally, the kind that Schaefer loved. He would have waded into that crowd if he could have. The state and city gave Schaefer a fine sendoff, with a motorcycle honor guard from the city and state police and several counties, heavy trucks from the State Highway Administration and several official cars and limousines. The fireboat Tommy D’Alesandro, floating by the Rec Pier, blasted plumes of water 80 feet in the air. It was a good show. In one of the lead limousines sat a rubber duckie just like the one that Schaefer took into the seal pool of the unfinished National Aquarium all those years ago. It CONTINUED ON PAGE 4

Borders in new quarters School to relocate to former BJN building

by Maria Pecora Special to The Baltimore Guide It’s not a closing, it’s a transition. With Archbishop Borders School ready to move residence four blocks to the south in time for the beginning of the next academic year, Archdiocesan officials are hastening to assure parents and students the change isn’t a harbinger of another closing in a community that has already seen more than its share. Borders is currently located at 201 S. Conkling Street, where it is affiliated with Our Lady of Pompei Parish. Under the new plans, students, faculty and staff will move to former Bishop John Neumann School, which is affiliatd with Sacred Heart of Jesus Parish at 600 South Conkling Street. BJN was closed by the archdiocese at the end of the 2004 school year. The announcement is one more shakeup in the Catholic school community, which most recently experienced the closing of Our Lady of Fatima School at the end of the 2010 academic year. According to a letter sent in early February by ABB’s principal Cathy Marshall to families of students, the newly renovated building will include “a full-service cafeteria, an enclosed large outdoor playground, enclosed parking, handicap accessibility, a large auditorium, large classrooms, a health clinic, and the potential for ABB to update their technology.” School officials say the transition will be beneficial to Borders, particularly with respect to enrollment and the increased programs the school can accommodate once it is headquartered in a larger facility. Also, say officials, Sacred Heart of Jesus Parish has announced plans to expand and the addition of Borders can only push the church to meet its goals at a faster rate. Marshall says that the school will become an “integral part of a dynamic parish community,” and that the school has the potential to “become a center of education and spiritual nourishment in the expanding community.”

the mayor who willed and wrangled the City of Baltimore back into prominence after a disastrous post-war decline in its core industries, manufacturing and shipping. U.S. Senator Barbara Mikulski brought her entire Fells Point staff out to say so long. They carried Schaefer’s old campaign signs and wore gimme caps from his various campaigns. “The greatest mayor in America,” said Mikulski. “The greatest mayor in American history,” added someone in the crowd. Lainy LeBow-Sachs, Schaefer’s longtime aide and close friend who cared for him for years after his retirement, rode behind the hearse and shook hands with the crowd. Schaefer had no living family, and LebowSachs and a few others were as close as you could come to family. She held his hand at the end, and will deliver a eulogy at the funeral Wednesday. Random comments from the crowd: “I don’t want to think what the city would be like without him.” “He was Baltimore, through and through.” “He never gave up.” “He gave his whole life to Baltimore.” “Yes he did, he certainly did.”

The weather was wet, the day was chilly and the air was humid. Not exactly great running weather, but nearly 150 individuals turned out for the Victims’ Fund Run in Patterson Park. The race was sponsored by the Baltimore City States’ Attorney’s Office to raise money for crime victims. Top male winners were Chris Nowakowski, Terrence Decker and Neville Anderson, all of Baltimore. Top women were Theresa Funk of Gaithersburg, and Emily Jascot and Rebecca Griffin, both of Baltimore. Canton resident Shirley Franke, 71, finished second in her age group for women 60 years old and older. There were seven runners entered in the category. Interested in running some races of your own? By Andrew Mindzak Ok, now that’s more like it. After spending some time on top of the American League East, the Baltimore Orioles are back in last place. At least they won some games this week! The O’s had a little eight game losing streak last week which ended when they beat the Minnesota Twins 11-0 last Tuesday and again 5-4 on Wednesday before embarking on another minilosing streak, thanks in part to a 15-3 pummeling at the hands of the New York Yankees. We all know Nick Markakis is a slow starter, but this is getting a bit out of hand. Over his last seven games, Markakis is hitting .174. I’m hoping it’s just some growing pains in working with new hitting coach Jim Pressley. Luckily for him, and the rest of the O’s, Matt Wieters is heating up. Last week Wieters hit .316 with two doubles, two home runs and seven runs batted in. Adam Jones and Vladimir Guerrero are also starting to come around, as they both hit two home runs this week as well. Speaking of heating up, Mark Reynolds… Just kidding, folks! Last week Reynolds hit .048. For those of you keeping track at home, that’s one hit in 21 at bats. OK, it was a home

run, but it was still only one hit. Robert Andino was “The King’s Speech” to Reynolds’ “Jersey Shore” last week. Andino has filled in admirably for injured shortstop J.J. Hardy, hitting .438 last week and is hitting .310 on the season so far. Rookie pitcher Zach Britton pitched well last week, throwing six innings and earning his third win of the season. Jake Arrieta also had a great week, tossing 12 innings and striking out 13 batters to go along with his 2.25 ERA. Mike Gonzalez…I think you know where I’m going with this one. It’s tempting to just copy and paste my review of his ghastly performances from week to week. Buck Showalter was quoted as saying, “He’s not pitching as well as I want him to.” Something tells me Dave Trembley, last year’s deposed manager, feels the same way. Jeremy Guthrie took a tough loss against the Minnesota Twins as the O’s offense fell flaccid in a 3-1 loss. Guthrie threw seven innings and allowed only two runs. Guthrie might be this season’s hard-luck pitcher—so far he has pitched well despite his 1-3 record. His 3.12

MAN TELLS POLICE HE WAS ASSAULTED BY “JUICY”

$2,000 reward for info on shooting A reward of up to $2,000 is being offered in return for information that can lead to an arrest in a shooting that took place on Tuesday, April 19 in the 200 block of N. Curley Street. Two people were robbed and shot by three suspects. One of the victims was shot in the back and another in the stomach. The suspects are believed to have fled east on McElderry Street and then south on Potomac Street. Descriptions follow: Suspect 1: Black male approximately 26 years of age, dark complexion, approximately 5’6” tall, stocky build, dreadlocks in his hair that went to his chest, missing a front tooth with a teardrop tattoo under one eye, wearing a black hooded sweatshirt.

Suspect 2: Black male, approximately 23-26 years old, medium complexion, approximately 5’5” with a medium build, clean shaven, wearing a dark blue hooded sweatshirt. On Friday, April 15, 2011 at 6:38 p.m., the wings of the angels gently carried away a very special lady, wife, mother, grandmother, sister, aunt, best friend, confindant and Matriarch of the family - Evelyn Cobbs. She was never too busy to listen or help those who needed her. Her shoulders were big and her heart was even bigger. Evelyn Cobbs was the beloved wife of Samuel Cobbs; endeared and forever loved mother to Sue Bergamy-Willinger, Jeffrey Kolb, Sr., Timothy Kolb, Terry Kolb, Sr., and Marsha Kolb; forever cherished grandmother to Donald Bergamy, Jr., Mark Bergamy, Christie Clements, Elizabeth Barrett, Terry Kolb, Jr., Lisa Dance, Kimberly Kolb, Jeffrey Kolb, Jr., Karen Krug, Holly Stabile, Kevin Kolb, Beau Shrewsbury, Jamie Shrewsbury and Brian Shrewsbury. p.m. A woman told police that she and her daughter were involved in a fight with a man who is the woman’s husband and the daughter’s stepfather. The man was upset about the fact that the daughter’s ex-boyfriend had been at their house to drop off food for Easter. The man was very drunk and began shoving the daughter and screaming in her face. He then stumbled out the door door and ran away. E. Lombard Street, 4000 block, April 22, 1:20 a.m. A bouncer at a bar had to tell a man to leave the premises because the bar was closing. The man, who was drunk, became upset and threw a Corona bottle at the bouncer’s head, striking him. He was arrested. S. Eaton Street, 200 block, April 22, 10 p.m. A man told police he was sitting on his steps with a friend when a man approached them and said something incomprehensible to them. A moment later, he pulled a knife and slashed the men, then fled. Investigation revealed that both men on the steps were drunk at the time of the assault. Debelius Avenue, 700 block, April 20, 5:45 p.m. A woman told police her landlord, with whom she had argued in the past, had struck her with his car and then backed the car back and forth over her legs while she screamed. The landlord remained on the scene, and police arrested him there. St. Helena Avenue, 6500 block, April 20, 8 p.m. A woman told police she and her teenaged son had been assaulted by a neighbor. It was revealed the son had been burning trash in the back yard when a neighbor became angry and grabbed the teen by the shirt, then punched him. The woman attempted to break up the altercation at which point the neighbor, a man, grabbed her by the shirt and tried to pull her over the fence. The man grabbed a brick and said, “I’m going to hit you,” and threw the brick at the woman. She dodged it and called police, who arrested the man, noting that he smelled strongly of alcohol. St. Helena Avenue, 6500 block, April 20, 2:45 a.m. A man called police to report he had been attacked by a woman, who had then fled the scene in a truck whose license plate he was able to share. Police stopped the truck and found two women inside, screaming. It was revealed the women had been in the neighborhood looking for someone named “Shawn” or possibly “Sean” and that they had been outside the man’s back gate, screaming for this person. The man (who did not know them or the person they sought) came out to investigate and they threatened him, screaming profanities and spraying him with mace. One then said to another, “This is the wrong house. Let’s go.” One woman had to be forced into the car by the other, at which point they drove away. Police arrested the two and found drugs in one woman’s purse.

18, 1:33 a.m. A man told police his brother had held a knife to his throat, cutting him. It was revealed that both had been drinking prior to the incident, which appeared to be unprovoked. A warrant was issued for the arrest of the assailant, who according to his brother, had not been taking his medication to control his behavior.

A teenager then approached the vehicle, pulled a gun and grabbed money from the driver and fled. A witness was located. S. Conkling Street, 400 block, April 21, 8:41 p.m. A man entered a grocery store and threatened an employee with a gun, then took money out of the register and fled. A second man and a woman appeared to be with the man, and assisted with the robbery. S. Caroline Street, 300 block, April 18m, 4:20 a.m. A woman told police that a woman she knew only as “Juicy,” and who was described as a black female in her 40s, had punched her, said, “You have to pay, bitch” and robbed her of $56 cash. The victim was able to show police where the suspect lived, and police will follow up.

Police arrested two men, one of whom was wearing a Cookie Monster T-shirt. Liquor Board hears challenges to local bars licenses BY JACQUELINE WATTS [email protected]

April is Challenge Month at the Board of Liquor License Commissioners for Baltimore City, a time to hear the gripes of citizens who are sick and tired of living next to loud bars, or smelly bars (and barflies), or bars that tend to attract the type of youthful male who says “Oh, yeah?” and then starts swinging. Or stabbing. Or shooting.

On Thursday, residents and business people around several Federal Hill bars will have their turn. Last Thursday, it was residents of Fells Point and Upper Fells Point who had their 45 minutes before the dais in the Board of Estimates Room at City Hall. The process is simple. If at least 10 neighbors—residents, business owners, and property owners—of a licensed establishment sign a petition protesting the

renewal of its license, the board holds a hearing. At the hearing, the neighbors present their case. The licensee defends his business. “There are three things the board can do,” says Steve Fogleman, attorney and chairman of the liquor board. “We can renew the license, we can renew but suspend, or we can fail to renew.” In addition, the board can fine the bar. Sometimes the board defers its decision while the two sides negotiate a truce. That is what happened in two cases the liquor board heard last week. Neighbors of Rancho Manila, a rowhouse bar in the 1700 block E. Lombard St., say they had few problems with the bar until January, when its clientele abruptly changed. Since then, they say they have observed drug dealing, prostitution, fights, an altercation featuring a machete and shots fired. “I think there are gangs involved,” said one neighbor, who asked not to be identified because she fears for her safety. “There is lots of red clothing, and I have heard that machete fights are a mark of gang activity.” The board heard from Officer Brandi Gardner of the Southeastern District, who said that she had responded to so “many calls” for loud music and fights at the bar, she said, that “I can’t count it.” On March 12, she said she responded to a report of a shooting, and found a man lying in front of the bar, suffering from gunshot wounds. Another resident testified that he had seen a woman offer sex acts, then offer to convert her customers to Christianity. “It was surreal,” he said. “First she offered a [sex act] and then she said she would bring him to Jesus.” Another described drunks breaking into cars, and several said they feared leaving their houses at night. Attorney Gary Maslan, representing Jose Luaces, the owner of Rancho Ma-

nila, protested that neither the shooting nor the fights had taken place inside the bar, and that the owner could not be responsible for what happened off his premises. Luaces, speaking after the hearing, said that he would speak with his neighbors and try to improve conditions around the bar. The neighbors and Luaces agreed to meet, and the liquor board held off a decision until they meet. “There is not a lot of time, though,” counseled Fogleman. “We have to decide, one way or the other, on April 30.” The next hearing involved the neighbors of The Point in Fells, a restaurant at the corner of Ann and Thames streets. the building has gone through many incarnations in the last few years: from Miss Irene’s to Poe Boys, and now, The Point. Neighbors of the bar are protesting the license renewal because, they say, The Point has ignored repeated requests to clean up its act. Cliff Ransome, who lives across Ann Street from the bar, says The Point has put out more tables than zoning allows, allows customers to walk out of the bar carrying drinks (illegal in the State of Maryland), disposes of its garbage and recycling carelessly, makes too much noise and directs the reeking discharge from its basement sump pump to the gutter on Ann Street. “I have been going to Fells Point bars for more than 30 years. I have lived in Fells Point for more than 30 years. I have been a liquor licensee myself. I know what it’s about,” Ransome said before the hearing. “I have never seen such cavalier disregard for the neighborhood, and that’s saying something.” Once again, the board deferred its decision until the two sides have a chance to negotiate. Next week, the liquor board will consider several Federal Hill bars. Decisions must be made by April 30. Stay tuned.

Guide wins journalism awards The Baltimore Guide received two awards in the editorial competition of the Maryland Delaware District of Columbia (MDDC) Press Association. Staff writer Mary Helen Sprecher was honored with two second place finishes. One was in the category of Growth and Land Use Reporting, for the news story, “Neighborhood parks can be an asset, but many aren’t. Why?” The other was in the category of Religion Reporting, for the feature article, “Next-to-Last Supper? Canton tradition’s days may be numbered.” Awards were presented on Friday.

New curriculum In fall 2011, Borders will implement a dual language curriculum, the first in the Baltimore Archdiocese. Under the auspices of the program, also known as ‘dual immersion,’ students will be use both languages. Initially, the program will ibe offered to kindergarten and first grade students, with grades added each year. The goal of the program is to produce graduates with dual fluency in English and Spanish. (The school currently offers Spanish classes for all grades; officials say the addition of the new curriculum will expand upon this.) Changing demographic Because the HighlandtownLatino community is growing exponentially (half of Borders’ current student body is of Hispanic descent), officials believe the school is a good launching pad for the curriculum. However, with the changing demographic comes unease, including a rumor that only a handful of students at Borders are fluent in English. Sean Caine, Director of Communications for the Archdiocese of Baltimore, denied this in an

e-mail, stating, “Of the more than 140 students in the school, only one, a newcomer, is not fluent in English.” Members of the community were taken aback by the announcement. “I was surprised when I heard the news that ABB was moving,” said Nick Frisone, a member of the first graduating class of Archbishop Borders in 2003. “It has been a fixture in the community for a very long time. The building that houses the school has been there since the mid1950s.” Through the years, the school has changed names several times. It was originally named Our Lady of Pompei until being merged with St. Elizabeth’s in 2002. It then was renamed Archbishop Borders School. “I sort of agree with the Spanish-speaking program,” said Frisone. “Baltimore is a melting pot and always has been. But why not include other languages as well, such as Italian? Pompei has a huge Italian community.” According to longtime pastor of Our Lady of Pompei Parish Father Luigi Esposito, (known to the community as Father Lou), that demographic is chang-

ing too. “There is a decreasing Italian population around OLP, not just because of the increasing Latino population; but because the decrease in Italian communities are occurring everywhere in Maryland. It’s sad but it’s the truth.” While parts of Highlandtown used to be an Italian stronghold, many in that population have aged, and have either moved out of the area or died off. Uncertain future Church officials say Our Lady of Pompei Parish will remain at its current location. However, many Highlandtown residents are curious as to how the church will thrive without an associated school. Fr. Lou remains optimistic but isn’t afraid to talk about the hardships that the church may endure without the school.

“There of course will be a struggle when ABB moves; not just for the church but for the school as well,” he says. “A lot of students walk to school and now they will have to walk five more blocks to get to school.” OLP parish began offering masses in Spanish 10 years ago when the Hispanic population began to grow at a rapid pace. “There are very few Hispanics south of Eastern Avenue,” says Fr. Lou. “Most Hispanics are north of Eastern Avenue, where we are located. It was common sense to begin to offer masses in Spanish. OLP offers three masses performed in Spanish and about 300-350 churchgoers attend each of those masses.

It’s one of the rites of spring in these parts: know what weekend the Kinetic Sculpture race is, or risk getting stuck behind an enormous pink pedal-powered poodle. The American Visionary Art Museum’s 13th annual race, known on the website as “the almost famous Annual East Coast National Championship Kinetic Sculpture Race,” will run on Saturday, May 7. Be warned: it’s a veritable flotilla of man-powered vehicles, large and small, in all kinds of shapes. Previous years have seen entrants driving Ben-Hur-esque chariots, giant wine barrels, giant ducks, elephants and a variety of mythical and imaginary creatures. And none of them are moving really quickly. The race starts with preparations (read: people taking their sculpture vehicles through the streets) around 8 a.m. Open-

Once it’s underway, the race can last all day, generally winding up between 3 p.m. and 5 p.m. The race winds its way through the streets of South and Southeast Baltimore, with water hazards at the Canton Waterfront Park, mud and sand in Patterson Park, and street racing in other areas. A new monkeywrench in this year’s race will be the fact that an afternoon (1 p.m.) Orioles game will be played in Baltimore that same day. As with all baseball games, parking restrictions will be in effect — along with all the detours, congestion and more the race will bring. Therefore, say organizers, walk to the closest vantage point, take transit or bunk in with nearby friends because the traffic and parking situation is not going to be pretty. The route of the race (and approximate times racers will be in those areas) can be found on the website, www.kineticbaltimore.com. As always, look for judges along the route to be stopping racers and accepting bribes (usually edible) from kinetinauts (those piloting the sculptures). Racers compete for middle-of-the-pack honors, as well as for next-to-last. Special recognition is given to other placements, like, oh, first and so on. Coming to watch the race? Pack a lunch and some beverages, and wear something appropriate to the weather and the occasion.
