iv The Capital Account at the close of the year showed an increase of £2,32o,552 4s. 3d. The actual amount of interest which became due and payable during the year was £I,oi 6,342 2s., which, with £I 6,4I6 IS. 2d.-the amount paid by the Treasury to the Banks for expenses on payment of interest-made the interest charges for the year £I,o32,758 3s. 2d. The amount was, however, reduced to £985,505 by the interest (£47,253) allowed by the Banks upon the unexpended balances of the Loan moneys in their hands. Reference having been made to the fact that the conversion of 6 per cent. stocks to 4 per cent. since I 883 had effected a reduction in the aggregate amount of interest to be met by the net Railway revenue, it may be mentioned that the amount of interest payable in I 883, before any such conversion took place, was the amount paid this year. £86o,ooo, as against £98 The difference is of course to be accounted for by the aggregate capital upon which interest has to be paid having been increased from £2o,664,266 in I883 to £25,3oo,7o6 in the present year. The revenue derived from working the lines during the year was £2,453,077 I8s. ud., and the expenses amounted to £I,427,II5 I2S. 3d.-equal to 58·I8 per cent.--leaving a balance of £I,o25,962 6s. Sd., which, after paying all interest charges on Railway Loans, leaves a balance of £40,457 to the credit of the Consolidated Revenue. The total expenditure upon railways opened or in course of construction was £26, I7 I ,6o9, and of this £24,69 5, 8 was expended on railways earning revenue. The increase in the revenue amounted to £123,9 5I IJS. Jd., contributed to from all sources of traffic; and the increase in expenditure was £II6,578 os. 5d. The additional expenditure absorbs nearly the whole of the increased revenue, but this is accounted for by the fact that, in addition to reductions in rntes given up to last year, which were continued during the present year, further concessions have been made on passenger fares and merchandise rates, making a gross reduction of £2 so,ooo since the passing of the Railways Commissioners Act. These reductions necessarily affect the net profit only, as, whatever is charged for the conveyance of a ton of goods or a passenger, the cost of such conveyance still remains the same. The public, of course, benefit by reductions in rates, but as they are made at the expense of the net profit, the percentage of working expenses to gross revenue is affected. The reductions referred to are equivalent to 1o· 19 per cent. of the gross revenue of the year, and this fact must be taken into consideration when comparing the working expenses of one year with another. During the year ending June, I 886, 67-i additional miles of railway were opened, and during this year the additional mileage was I or a total of 2o4:t miles in the t\vo years. This also tends to increase the percentage of working expenses, as the traffic upon these new railways is necessarily in course of development only, and consequently the cost of working them is greater in proportion to the revenue derived from them than the cost of working older estnhlished railways. In illustration of this the approximate results obtained during the year from the opening of four representative new railways may be given. It will be seen that practically the whole of the revenue derived from the new lines opened was absorbed by the working expenses, a result readily understood when it is known that the opening of a new railway necessitates an immediate equipment, and the provision of a staff capable of dealing (without any additional cost) with a much larger traffic than is immediately available, and which can only be created by the gradual development of the districts served by the opening of new railways. On the other hand, the rail ways of older date benefit by the increased traffic passing over them from the districts newly opened, but not in a sufficient degree to aftect the actual cost of working the older portions of the system. It is well that this should be borne in mind in view of the large additional be a drain mileage authorized and in course of construction, as, for some years, it upon the net earning power of the Department, and it will therefore necessitate caution in considering requests for reductions in charges and increased facilities.

The number of passengers conveyed was 49,219,8 57, against 42,5 I I 10I4 1 being an increase of 6,708 1 843· The tonnage of goods and live stock was 2,972,761, against 2,7241095 1 an increase of 248,666 tons. The train miles run amounted to 7,991,378, as against 7,256,7o3, or an increase of 734,67 5. This is largely in excess of the average annual increase, and is evidence of the greater accommodation afforded to the public. It also includes the Adelaide and Melbourne express service, which is the means of affording much improved passenger accommodation to the important towns en route. The earnings per train mile amounted to 6s. I i-d., and the expenditure to 3s. 7d., or net 2s. 6id., as against earnings last year of 6s. sd., and expenditure JS. 7 ~d., net 2s. 9!-d. The additional mileage run, and the reduction made in rates and fares fully account for the difference in the net result. \Ve proposed last year to discontinue the practice of submitting separate statements of divisional revenue and expenditure, but as there appears to he a desire for their continuance, we again submit them. NORTHERN SYSTEM.

Total The revenue of this system shows a decrease of £2o,66o Is. 10d., and the expenditure an increase of £3,843 2s. The total capital invested amounted to £8,917,38 5 I 3s., and the net earnings to £248,938 Ss. 10d., equal to 2·8o per cent., against 3'I 8 per cent. in I886, and on the capital of £8,65I,869, expended on lines open for traffic, equal to 2·88 per cent. The falling off in goods traffic amounted to 28,990 tons, and the decrease in revenue from the same source was £2o, I 31. The number of passengers conveyed was 70,62 I in excess, and the revenue £2,.43 I less than for the previous year.
