Base salary is in the range from $70,000 to $75,000 and is negotiable depending on experience and qualifications. Position
Health Data Officer
Purpose
To coordinate data collection, evaluation and analysis at an organisation wide level and to support the annual needs assessment and planning cycle.

Brisbane North PHN On 1 July, the Metro North Brisbane Medicare Local will become the Brisbane North PHN. Brisbane North PHN will cover the same area as the Medicare Local, supporting clinicians and communities in Brisbane’s northern suburbs, Moreton Bay Regional Council and parts of Somerset Regional Council. It will cover approximately 4,100 km2 of urban, regional and rural areas, with a population of over 900,000. Across Australia, 31 Primary Health Networks will replace the network of 61 Medicare Locals.
The key objectives of the PHN are:
Increasing the efficiency and effectiveness of medical services for patients, particularly those at risk of poor health outcomes;
Improving coordination of care to ensure patients receive the right care in the right place at the right time.
It will achieve these outcomes by:
Understanding the health care needs of our community through analysis and planning, helping to identify and address service gaps;
Providing practice support services so that GPs are better placed to provide care to patients, keeping them healthy and out of hospital;
Supporting general practices in attaining the highest standards in safety;
Assisting general practices in understanding and making meaningful use of eHealth systems;
Working with other funders to purchase or commission health services for local groups most in need, including patients with complex chronic conditions or mental illness.

Key outcome areas To ensure the organisation works as effectively as possible to achieve its annual business plan, each team member has responsibility for a range of activities and outcomes. These activities and outcomes are reviewed twice a year formally and on an ongoing basis informally with team members and managers.
Design and implement organisation wide procedures for the collection, analysis and dissemination of qualitative and quantitative health data, including social determinants of health and the use of geographic information systems
Design and implement service mapping for primary health care, in liaison with other program teams, to complement needs assessment and annual planning processes
Maintain a library of relevant data sources and reference materials – extract and analyse data from these sources
Develop and implement data collection tools and other strategies to simplify the collection of data, while maintaining quality
Support the dissemination of health data to internal and external stakeholders in a variety of formats
Provide research and analytical support to PHN programs and staff
Work in partnership with local service providers and government agencies to improve health data collection
Evaluate the impact of the PHN’s programs
Complete other reasonable duties and projects as required to meet the objectives of the PHN.

Policy and Procedure This position is encouraged to recommend policy/procedure changes in the interests of continuous quality improvement.
Key Selection Criteria Qualifications and Experience A bachelor level qualification in public health, population health, health services, health promotion or similar, with an emphasis on data analysis and data management, or relevant professional experience. Experience in quality control, data checking and cleaning of datasets including data manipulation and extraction Demonstrated knowledge of the primary healthcare industry or ability to acquire that knowledge quickly. Skills
Knowledge of quantitative and qualitative research and evaluation methods Knowledge of statistical methods and experience in the use of computer software packages to analyse qualitative and quantitative data Excellent verbal and written communication skills including the ability to produce high quality reports Proficiency with geospatial (GIS) software packages such as Arc Maps Knowledge of data visualisation and the production of infographics Advanced skills in Microsoft Word, Outlook, Excel and PowerPoint
Attributes Ability to work in a collaborative way to build networks of external and internal stakeholders to achieve desired outcomes Ability to manage a range of tasks over a number of projects and to meet deadlines in a high demand work environment Ability to work independently and as part of a team Other A current driver’s license is desirable.
