The race series will be governed by the Racing Rules of Sailing

Notices to competitors will be posted on the official notice board located on the porch at the Brockport Yacht Club .

CHANGES TO SAILING INSTRUCTIONS 3.1.

All Changes to the Sailing instructions will be posted by 9:00AM on the day of the race.

3.2.

Changes to the sailing instructions may be made via radio channel 68

SIGNALS MADE ASHORE 4.1.

All signals made ashore will be on the BYC flagpole in front of the clubhouse

4.2.

When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes' until the warning signal. This changes RRS Signals

SCHEDULE OF RACES 5.1.

The schedule of race days will be on June 26th 2013 (Memorial Day Monday); July 4, 2013 and September 2, 2013 (Labor Day).

5.2.

An Intention to race for the Holiday series shall be filled out prior to the racers meeting.

5.3.

Racers Meeting is scheduled for 10:00AM the morning of the race in the pavilion at BYC

5.4.

The first warning time shall be 11:00 AM

RACING AREAS All Starts will take place within a 2 mile radius of the mouth of Sandy Creek

COURSES 9.1.

The race courses are attached Appendix C, will be presented at the skippers meeting.

9.2.

The Race committee may convey course information via Radio. Such information will be broadcast approximately 5 minutes prior to the warning signal. All boats should monitor VHF channel 68 for this information. Failure to receive such information shall not be grounds for redress.

CLASS FLAGS

In the event of an abandoned race, an alternate day may be scheduled.

Marks will consist of Inflatable Tetrahedrons, inflatable tall “barrel” cylinders, “stubbys” (low barrel cylinders), and buoy balls and Government marks. These marks may vary as equipment and conditions dictate.

STARTS 11.1.

Starts will be made under RRS 26.

11.2.

Pre-Start announcements and Course designation will be made via Radio on Channel 68. Multiple horn blasts will be made prior to the commencement of these announcements. This is not an official time signal and should not be regarded as such.

Race “Attention” Signal will be made approximately 1 minute before the warning. The Race committee flag will be taken down and the orange line flag displayed. This is not an official time signal and should not be treated as such.

Starting lines will be between the orange flag on the committee boat and nearby starting buoy course side edge.

11.5.

Boats starting later than 15 min after their scheduled start will be scored DNS.

CHANGES OF COURSE 12.1.

Changes to the race course either direction or length will be made via VHF radio channel 68. No signals or sounds will be made other than radio transmission. This changes RRS 33

In the event that the course is shortened, the Latitude and Longitude and bearing and distance from the Wautoma Buoy will be given

FINISH 13.1.

Finishes shall be between an orange flag on the committee boat and a nearby mark.

13.2.

In the event the race Committee is absent boats shall finish as close to the finishing mark as possible and record their time via GPS; or cell phone, and note any other racing boats in the vicinity.

PENALTY SYSTEM 14.1.

For Letter Divisions Only; Any OCS boat may take an optional scoring penalty of 20% or 2 scoring positions, whichever is less, so long as the boat is no more than 1 boat length over the starting line. Any boat greater that one boat length will be scored OCS unless they return to the pre start side of the line and start correctly.

Appendix T RRS will apply.

TIME LIMITS AND TARGET TIMES 15.1.

The time limit for all divisions shall be 5 hours

15.2.

Time to reach the first mark is 2hrs.

15.3.

Boats not finishing within 30 minutes of the first boat in their division to finish may be required to take their own time.

15.4.

Division D boats not finishing within 60 minutes of the first boat will be scored TLE (time limit expired) which shall be 2 points higher than the number of boats that did finish.

15.5.

The target time for each race is 3 hours.

PROTEST TIME LIMITS 16.1.

Protest time limit is 1 hour after the committee boat docks.

SCORING 17.1.

Scoring will be based on PHRF-LO Time on Time

Inter-divisional overall championships will be scored based on CHIPs High Point Scoring System

Divisional series based on Low point scoring system Appendix A

Ties will be broken under rule A8

17.5.

Scoring rule A9 (long series scoring) will be in effect.

SAFETY 18.1.

Boats retiring from the race shall notify the Race Committee as soon as possible.

18.2.

Boats will conform to the Equipment Rules of Sailing for inshore/ coastal racing. As well as the laws and guidelines of local state and municipalities

RADIO COMMUNICATION 19.1.

It is mandatory that all boats have radios that are able to communicate on channel 9, 16, 68, 71, and 72.

19.2.

All boats shall monitor VHS Channel 68 and 16 during the race.

Except in an emergency boats shall neither transmit nor receive radio communications not available to all boats. This includes cell phones, and all mobile devices.

19.4.

The Race Committee will use VHF channel 68 to communicate to the fleet, including countdown to the start, location of the starting area, OCS, general recalls and postponements. In addition changes in the length and direction of the leg of the race course will be made via radio. Failure to make such broadcasts or failure to hear them shall not be grounds for redress. This changes RRS 62.1 (Redress)

All boats shall be insured with a valid 3rd party liability insurance as required by Brockport Yacht Club

DISCLAIMER OF LIABILITY 22.1.

Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

Appendix D Divisions Division 1: PHRF-LO 217 or higher and NFS Boats. Division 2: PHRF-LO 208-216 Division 3: PHRF-LO 207 and Lower Division A: Boats not participating in #Div Wednesday PHRF 223 or Higher. Division B: Boats not participating in #Div Wednesday PHRF 222 or Lower Division C: Cruising Boats or boats not participating Wed Night (Assigned by Race Committee) Organizing authority may adjust these Divisions or boat assignment depending on those participating Appendix C Course Diagrams Attached or available at registration.
