Welcome to the 31 Electrical Insulation Conference (EIC), being held at the National Hotel in the city of nd th Ottawa, Ontario, Canada on 2 to 5 June 2013. This conference is sponsored by the IEEE Dielectrics and Electrical Insulation Society (DEIS). We have worked hard to bring together a strong technical program along with exhibits for your education and discussion. 192 abstracts were received, resulting in 115 papers to be presented over the four days of the conference. 34 will be presented in the Sunday night poster session while 81 will be presented in one of the 15 oral sessions. These papers span multiple practical applications of electrical insulation: machines, transformers, outdoor insulation, cables, substations, nano-materials and materials, including partial discharge and diagnostics of transformers, cables and machines. I would like to acknowledge the hard work of the EIC Conference Organization team, all volunteers. I would also like to thank the technical contribution of the authors, session chairs as well as the large group of experts who took time to review the papers submitted to the conference. Without the assistance of the volunteers, this conference would not be possible. Thank you all! During the Tuesday’s banquet, we will be honoring William George Hammond from Hammond Power Solutions Inc. as our Golden Omega Award Recipient this year. Our Plenary Speaker, Claude Rajotte will set the tone of the conference by discussing the actual and the future challenges in the field of power transformer.
