▓ Foreword
As I-Shou University celebrates its 21st anniversary, the very first yearbook has finally appeared!
Although it has been almost 21 years since the University was established, we have not systematically collected or kept all the information on significant university events since we have been so busy in developing the University. Therefore, we had difficulty in collecting data for special publications issued at the time of 10th and 20th anniversaries. In this case, we expect that we can create a valuable asset for the University when we will have complete information on hand. In the past few years, the University has developed into one of the most prestigious universities in southern Taiwan thanks to the collective efforts and contributions of both faculty and students. Their achievements are regarded as the University’s most precious knowledge properties. Thus, we record their outstanding performance as part of the I-Shou University Yearbook. By sticking to principles as conscientious chroniclers, we have accomplished this yearbook, and we expect that it will inspire and encourage our faculty and students to continually reach for their goals.

In the past 21 years, I-Shou University has been well-known for its remarkable achievements. We believe that the public, the faculty, staff members and students are looking closely to examine whether we are improving or if we are at a standstill. Therefore, we decided to publish a yearbook annually from now on to present the University’s extraordinary performances in the best light. Meanwhile, we would also like to remind all faculty, students and staff members that they will fall behind if they do not continue to improve themselves. Therefore, we should not be satisfied with what we are now. On the contrary, we must overcome the difficulties we meet and surpass ourselves year by year. The publication of the I-Shou University Yearbook showcases the University’s development each year. We believe that we will be more down-to-earth to achieve our goals. Thus, we hope we can encourage and remind one another to stick to our dreams we wish to fulfill whenever we read this yearbook.

▓ About
I-Shou University I-Shou University (ISU) was established by Mr. I-Shou Lin, the Chairman of E United Group, to commemorate his mother as well as benefit the villages and towns where he started his business. In accordance with its mission in cultivating talents for the country with holistic education, the University aims at achieving pragmatic innovation and sustainable excellence. Its predecessor, Kaohsiung Polytechnic Institute (KPI), started to recruit students in August, 1990. Dr. Shen-Li Fu, who has served as the University’s President since the beginning of KPI, has been leading his faculty, staff and students to pursue excellence in teaching and academic performance. In August, 1997, KPI was formally renamed as I-Shou University upon the approval of the Ministry of Education. In September, 2006, Yanchao Campus, located right next to E-DA Hospital, was opened to accommodate the Medical Disciplines. In 2009, the International College which aims at cultivating talents for international affairs was established. The University currently has six colleges: College of Electrical & Information Engineering, College of Science & Engineering, College of Management, College of Language & Communication, International College and Medical Disciplines. At the academic year 2011, two new colleges and five new departments are established, including College of Communication & Design, College of Tourism & Hospitality, Department of Film & Television, Department of Creative Product Design, Department of Digital Media Design, Department of Culinary Art and Department of Entertainment Management. With the progress in the academic research and the expansion of various departments, the University has gradually become an international comprehensive university that champions Intellectual attainment, Social achievement, and Unflagging enthusiasm for knowledge, humanity and progress.

According to the 2011 analysis of highly cited papers on Essential Science Indicators (ESI) database, 41 universities in Taiwan were ranked among the Top 1% most cited articles per research field in ESI database. The University was ranked 24th among the universities in Taiwan, and the ranking of the University in the world rose by 109 places from 2010 in terms of the number of the papers and by 202 places from 2010 in terms of the number of citations per paper. Also, the University was ranked 17th nationwide in terms of the number of the papers in engineering and 12th for the number of the papers in clinical medicine.

ÔÔPerformance of Industry-University Collaboration and Incubation 1. Formation of Industry-University Collaboration Alliance: The University has signed a strategic alliance agreement with some 270 companies and organizations as of June 2011, including TSE-listed companies, OTC-listed companies, R&D centers, and small and medium enterprises. As the leading industryuniversity collaboration alliance in Taiwan, the University not only invites corporate CEOs to give keynote speeches and serve as members of the Curriculum Management Committee and part-time lecturers, but also offers preferential tuition rates to employees of these companies. The teachers of the University provide assistance to companies in applying for projects with government subsidies, such as SBIR, CITD and Technology Development Program, while companies provide employment courses and internship positions to students.
2. Integration of Resources within E United Group: The Center for Incubating Innovation & Industry-University Collaboration is designated to integrate the resources of the University and E United Group, to expand the cooperation between the University and affiliated entities of E United Group, and to enhance practical experiences for teachers and internship opportunities for students.
3. Establishment of Metal Materials Development Center: The Center focuses on the development of metal materials, and aims to achieve material development, energy conservation, effective business administration and practical experiences in iron and steel industries. The University invites teachers with professional knowledge in relevant fields, scholars and professionals from the Metal Industries Research & Development Centre (MIRDC), E United Group and National Kaohsiung University of Applied Sciences to form an advisory team. The official website (http://metal.isu.edu.tw) is launched as well to provide consulting services to industries. In addition, the Center offers information about R&D, intellectual property rights and international industry trends as well as the instrument inspection services. The University aims to set up a competitive R&D team to cooperate with the domestic metal industry, and consequently enhance the research and development of metal materials.
4. Seeking Opportunities of Industry-University Collaboration: Teachers are encouraged to seek cooperation with industries and R&D corporations as well as applying for subsidies from government agencies, such as Ministry of Economic Affairs (MOEA), National Science Council (NSC), Department of Health and local governments. The industry-university collaboration can present R&D achievements and contribute to production and quality improvement. At the academic year 2010 (as of June 15, 2011), a total of 100 industry-university collaboration projects were carried out at the University, and the total funding reached NT$50,978,122.
5. Seeking Corporate Donations: As the subsidy from the Ministry of Education is shrinking, corporate donations are one of the major funding sources for the University to improve the quality of teaching as well as purchasing facilities needed. At the academic year 2010, Metal Industries Research & Development Centre (MIRDC) and Association of CAE Molding Technology (ACMT) donated instruments and software to the University.
6. Encouraging Industry-University Collaboration: Regulations, including: “Incentive Program for Industry-University Collaboration & Technology Transfer Projects,” “Regulations for Subsidies to Preliminary Industry-University Collaboration,” “Regulations for Rewarding Faculty Excelling in Industry-University Collaboration” and “Regulations for Rewarding Departments Excelling in Industry-university Collaboration,” are amended to encourage faculty participation in industry-university collaboration.

7. Establishing Connections with Industries: By actively participating in industry-university consortiums of industrial parks, including: Southern Taiwan Science Park, Kaohsiung Science Park, Pingtung Agricultural Biotechnology Park, Export Processing Zone of MOEA and Kaohsiung Software Technology Park, the University establishes a close relation with business entities in these industrial parks and aims at seeking opportunities of industry-university collaboration. Moreover, the University goes into partnership with matching platforms of various R&D corporations, such as Southern Taiwan R&D Resource Sharing Center of Industrial Technology Research Institute, Electric Vehicle Industry Clusters Platform of Metal Industries Research & Development Centre, and the Counseling Platform for the Enterprises of Pingtung Agricultural Biotechnology Park.
8. Showcasing R&D Achievements: To display teachers’ capability in developing industry-university collaboration and incubation, the University organizes internal and external information sessions about application for projects with government subsidies, such as SBIR, CITD and Technology Development Program. Besides, the University organizes workshops, forums and exhibitions to showcase achievements in technology transfer, and interviews with teachers are arranged as well.
9. Establishing Industry-University Collaboration Platform: The University weighs up the teachers’ R&D capacity and equipment at every department/institute to compile the “Handbook of Research and Development Achievements.” The University also establishes the Industry-University Collaboration Platform to carry out the project matching between companies and teachers.
10. Achievements in Incubation: (1) At the academic year 2010, 17 companies sought cooperation with the Center for Incubating Innovation & Industry-University Collaboration, which in turn promoted seven industry-university collaboration projects with the total funding reaching NT$3,032,404. (2) MicroLinks Technology Corp. received a government subsidy for four SBIR projects, won a gold medal in the 2008 Taipei International Invention Show, a silver medal in the 2009 Taipei International Invention Show, the Award of Outstanding Data Application & Product in the 2009 IT Month, the 2010 Golden Pin Design Mark, the 2011 Red Dot Award, and received the approval of the preliminary review for 2011 Distinguished Incubator Business selected by the Innovation Incubation Center of Small & Medium Enterprise Administration of MOEA. (3) Yu Shan Precision Corp. received the certificate of 2011 Innovative Service Program issued by Small & Medium Enterprise Administration of MOEA. (4)
Mide Technology Corp. won two gold and one silver medals in the 2011 Inventeco International Invention Show.
11. Cultivating Students with Entrepreneurship and Employment-Oriented Education: The University helps departments to apply for the Placement Courses Program offered by Bureau of Employment and Vocational Training (BEVT) of Council of Labor Affairs (CLA). At the academic year 2010, the University received the approval of three Placement Course Programs, three Subsidized Talent Cultivation Programs of Southern Taiwan Science Park Administration Bureau directed by National Science Council, and the entrepreneur counseling program subsidized by the Employment Service Center of Kaohsiung-Pingtung-Penghu-Taitung Region directed by BEVT of CLA.

Important Measures for International Students 1. The University gives orientations for international students, overseas compatriot students and mainland Chinese students, respectively. The University also offers airport pickup services to freshmen, helps international students purchase necessities, and organizes a one-day tour for them to get familiar with the neighborhood. 2. The University organizes parties to celebrate special holidays, including: Dragon Boat Festival, Mid-Autumn Festival and Christmas.

The University took part in the British Invention Show & Awards in October 2010, returning home with one special award of Double-Gold Medal and two gold medals. The University had three entries in the International Exhibition of Inventions of Geneva in April 2011, and won one gold, one silver and one bronze medals, with a 100% award rate. The University won a gold medal in the Invention & New Product Exposition in June 2011, and two gold and one silver medals in the Inventeco International Invention Show in June 2011. 3. The technology transfer income totaled NT$2,632,333 at Academic Year 2010 (as of June 13, 2011).

Chun-Hao Xin (Service Excellence)
Mr. Xin graduated from the University’s EMBA program, and he was the director-general of the Local Tax Bureau, Kaohsiung County, Taiwan. Due to his extraordinary performance and significant contributions to the University’s Association of Alumni, he was elected as one of the outstanding alumni of the 1st Association of ISU Alumni. In addition to his excellent working performance, he is also a person with studious spirit. When he was in his fifties, he still went back to school to study for his master’s degree. When he graduated from the graduate institute, he was even the oldest graduate at that time. Therefore, we believe that he definitely is a role model to show us how to put the principle of “Never too Old to Learn” into practice.
Jia-Zhang Wu (Academic Excellence)
Mr. Wu is the Dean of the College of Maritime of National Kaohsiung Marine University, and he was also elected as one of the outstanding alumni of the 1st Association of ISU Alumni. After he graduated from Kaohsiung Polytechnic Institute (presently I-Shou University), he has been working hard on pursuing knowledge and improving himself. Therefore, he went to UK for his master’s and Ph.D. degree. After he came back from UK, he was recruited by National Kaohsiung Marine University. Since he worked for National Kaohsiung Marine University, he has been highly recognized by the Ministry of Education for the projects of developing talents promoted by him. With his outstanding performance, we all believe that he surely is the role model for all students of ISU.
Yong-Zhi Hu
In order to create a new image to people in Taiwan, the 100year-old Taiwan Railways Administration assigned the first female to serve as the head of train crew in 2009. Afterwards, the Administration further appointed four new female heads of train crew to offer services to all passengers, and Ms. Hu, a graduate of Department of Finance, was one of the four heads of train crew. She considers railway transportation a promising industry, and at the same time expects herself to be diligent in serving passengers.
Sheng-Xiang Qiu
Mr. Qiu performed well when he studied for the master’s degree of materials science and engineering at the University. Since he acquired his master’s degree, he has always kept the confident and sincere attitude to work hard and pursue more knowledge. He has not only passed the entrance exam to study Ph.D. at National Chiao Tung University, but also obtained the Ph.D. degree within 4 years. After graduation, he started to work for one of the leading IC companies in Taiwan, Taiwan Semiconductor Manufacturing Company Limited, as the engineer of R&D. We think that Mr. Qiu is showing us how the University’s graduates develop their creative and practical potentiality.

According to the 2011 analysis of highly cited papers on Essential Science Indicators (ESI) database, 41 universities in Taiwan were ranked among the Top 1% most cited articles per research field in ESI database. The University was ranked 24th among the universities in Taiwan, and the ranking of the University in the world rose by 109 places from 2010 in terms of the number of the papers and by 202 places from 2010 in terms of the number of citations per paper. Also, the University was ranked 17th nationwide in terms of the number of the papers in engineering and 12th for the number of the papers in clinical medicine.

The Center for Incubating Innovation & Industry-University Collaboration assisted the university-stationed company, Full-Lead Bio Tech., in holding Forum on Green and Environmental Protection Biotech Industry with Dept. of Biological Science & Technology. The Center invited Mr. He Chou, the municipal party secretary of Kunming City of Yunnan Province, and the economic & cultural delegation of Kunming City to visit the University. There were about 70 people to participate in this event. It was also the first time that a university-stationed company interacted with mainland China. With the interaction with China, the University further developed an international network of research and development.

▓ Afterword This is a very meaningful experience for us. We collected all the data in the past year offered by each unit of the University. We regarded it as a very challenging job because we had never done anything like it before. So, we were glad that we have finally accomplished this “Mission Impossible!” When President Fu assigned this mission to the Office of Secretariat, we knew it would be a beginning point for the University to establish a database, which would systematically keep all the information regarding the University on file. Now, the I-Shou University Yearbook is finally published. We hope it will be a good start for the University to collect and keep data on file systematically year-after-year in the future. With this yearbook, all the faculty, staff, students and even graduates will be able to better know about what the University has done in the recent past. The yearbook is not just a publication containing numbers and written words, but one that presents the outstanding performance of all persons who have devoted themselves to the University over the past year. Therefore, it is our real pleasure to keep all the data for everyone.
