The New RHI Regulations, Emissions Certificates and Boiler Testing The new RHI Regulations came into force on 24th September 2013. The new regs mean that biomass boilers commissioned after the 24th will need to be able to show an emissions certificate from a test house accredited to EN17025. Just before the regs came into force we noted a problem in that they call for testing to different standards and that there are occasions when the boiler could not be tested to both standards. DECC is now looking to change the regulations, hopefully before Christmas. (The problem is that they need to change the law and this means finding parliamentary time). Until the change there may be problems with some applications (boilers under 500kW where particulate emissions were not tested to BS EN 13284 or ISO 9096) but DECC only expects the delay to be a couple of months. The problem clauses from the original regulations are reproduced below. 7. In respect of plants with an installation capacity of 500 kWth or less, where BS EN 303-5: 1999([1]) or BS EN 303-5: 2012([2]) applies to that plant, confirmation that the test was carried out in accordance with whichever standard is current at the time of testing. 8. In respect of plants with an installation capacity of 500 kWth or less to which neither of the standards in paragraph 7 applies, and all plants with an installation capacity exceeding 500 kWth, confirmation that— (a) the emissions of PM represent the average of at least three measurements of emissions of PM, each of at least 30 minutes duration; and (b) the value for NOx emissions is derived from the mean of measurements made throughout the PM emission tests. 9. Confirmation that testing was carried out in accordance with— (a) BS EN 14792:2005([3]) in respect of NOx; and (b) BS EN 13284-1:2002(i[4]) or BS ISO 9096:2003([5]) in respect of PM. DECC and Ofgem have been proactive in trying to fix this and have been seeking our advice throughout.
