UNHCR, UNICEF and local authorities completed an assessment mission for sites near Amalla, in Telafar district (Ninewa Governorate). The assessment is part of the joint humanitarian contingency plan for Ninewa Governorate, the capital of which is Mosul. The plan was officially launched at the end of June 2016 by the Joint Crisis Coordination Centre, under the leadership of the Ministry of Interior of the Kurdistan Region of Iraq.

Over 29,000 individuals have been registered in Debaga camp since the start of the offensive by Iraqi Security Forces (ISF) at the end of March.

Between 21 and 23 July, over 10,000 individuals displaced from Shirqat arrived in Al Hajaj transit site, in Salah al-Din Governorate, according to the Ministry of Migration and Displacement (MoDM) and local authorities. Movement is fluid at the site, and most families move on to Tikrit within 24 hours with a sponsor.

47,631 families (some 285,000 persons) have returned to various areas retaken by the government in Anbar Governorate according to a recent announcement by MoDM. Ramadi received 75% of the returns (35,244 families).

New displacement from Ana and Rawa districts in Anbar towards Bezbiz, south of Falluja, has prompted local authorities to urge humanitarian partners to expedite the expansion of Bezbiz central camp. The camp currently hosts 1,172 displaced families.

As more territory is retaken by the ISF in its offensive against ISIL in southern Ninewa and northern Salah al-Din Governorates, returns to liberated villages have started to be discussed by local authorities in Ninewa Governorate.
Psycho-social services need strengthening in Debaga immediately ▪

Many families who arrive in Debaga are deeply traumatized by bombing related to the on-going military operation, disappearance of close family members, or the hazardous journey to reach safety, all of which contribute to the need for urgent psycho-social services (PSS).

Operational Context
With close to 12,000 new arrivals (half of them children) in the past three weeks alone, there is an urgent need to significantly increase resources for PSS in Debaga. Partners providing PSS are present in the camp on a daily basis and UNHCR has requested its partner to deploy an additional protection monitoring team to ensure consistent coverage of the camp, including the new transit sites nearby.
Large influx of displaced families arrive in Hajaj transit site ▪
Between 21 and 23 July, around 1,700 families (some 10,000 individuals) arrived to Al Hajaj transit site (in Baiji District of Salah al-Din Governorate) from the fertilizer plant area located 20 km north of Baiji, where they underwent security screening. The majority are originally from Shirqat, with smaller numbers fromAl Qayyarah, north of Shirqat, in Ninewa Governorate.

According to MoDM, the site has received 5,030 families (over 30,000 individuals) since the onset of the crisis in June. Volunteers are working around the clock to provide displaced families with essential services such as food, water and basic items such as soap, baby diapers and mattresses. However, with the expedited screening procedure and quick sponsorship implemented by authorities at the transit site, only 800 families remain at Al Hajaj as of July 23.
Operational Context ▪
Demining is on-going in Falluja and Karma now with the support of Iraqi Security Forces and international specialists, in anticipation of returns. UNHCR is continuously advocating for returns to be voluntary, safe, and in dignity.
Anbar political council instructs all staff to resume work on 1 August ▪
Anbar authorities have made several announcements that all government staff, including IDPs, were expected to resume their duties as of 1 August.

Conditions are not conducive to returns in many areas in Anbar, including Falluja where the city is yet to be cleared of both improvised explosive devices an explosive remnants of war.
UNHCR response in Anbar ▪
Since the onset of the crisis on 23 May, UNHCR has distributed 9,659 kits of essential items to displaced families in camps in Anbar, including 287 kits by UNHCR’s partner in Tahree 1 & 2 and Al Qasar camps on 24 July.

An additional 1,000 kits and 900 tents have been prepositioned in Habbaniyah Tourist City, Amiriyat al-Falluja and Khalidiya camps in anticipation of future needs.
UNHCR response in Salah al-Din ▪
Since the beginning of the crisis in Salah al-Din in June, UNHCR has distributed 500 kits of essential items and allocated 250 tents to displaced families in AlHajaj transit site. Another 500 kits and 750 tents have been released to be prepositioned there in anticipation of further influx from Shirqat.
