Broad Statement of Function A. Administer and carry out activities pertaining to day-to-day running of the financial operations of the Project in line with financial rules and regulation of AHA Centre and/or partners’ guideline; B. Assist the Finance Coordinator in monitoring the implementation of the Project and managing its resources; C. Coordinate and prepare for audit, closing process and reporting of the Project. Duties and Responsibilities A.

Administer and carry out activities pertaining to day-to-day running of the financial operations of the Project in line with financial rules and regulation of AHA Centre and/or partners’ guideline. 1. Carry out financial policies and procedures, and accounting practices in line with the finance and administrative rules and procedures as adopted by the AHA Centre and/or Partner’s guidelines; 2. Ensure that all financial procedures follow principles of good governance while ensuring speedy delivery of services in the context of an emergency operations organisation; 3. Process financial administration, banking and payments for emergency relief operations and their supply of goods and services, in addition to the daily operation under the Project; 4. Ensure all transactions including inventories and Property, Plant and Equipment are properly recorded and entered into the AHA Centre’s accounting system; 5. Maintain the computerised accounting system and financial files and records; 6. Compile source and supporting documents for all accounting vouchers.

Assist the Finance Coordinator in monitoring the implementation of the Project and managing its resources; 1. Administer the financial management of the Project fund; 2. Work closely with Programme Officers under the Project, specifically with Logistics Officer to ensure that all purchases of emergency relief items and deployment of emergency relief items are properly recorded; 3. Establish and maintain cash controls and reconcile the general ledger, including preparations of journal summaries; 4. Monitor advances, account payables and cash on hand including petty cash; 5. Prepare monthly bank reconciliation report; 6. Prepare necessary documents for and monitor the utilization of budget allocated to the specific activities and ensure its adherence to the work plan.

Coordinate and prepare for audit, closing process and reporting of the Project. 1. Involve in the selection of public certified accountant for annual auditing of the project and contractual arrangement; 2. Communicate and coordinate with Project Management Team and other AHA Centre staff to adhere to all necessary aspects of budget spending are done correctly; 3. Work with Finance Coordinator to ensure all project reports and memos are completed with the correct supporting documents; 4. Prepare financial settlement report to ASEAN Secretariat; 5. Prepare necessary financial statements for the Dialogue Partner, ASEAN Secretariat and the Governing Board; 6. Assist in auditing and preparations for audit report.

General Qualifications Education  Preferably Master’s Degree in one or more of the following disciplines: Finance and/or Accounting, or relevant field;  A recognized professional accounting or finance certification will be an advantage. Experience  At least five (5) years of experience with proven track record and exposure to relevant activities dealing with various international organizations, related institutions and/or private sector;  Experience working in disaster management area and emergency response operations in an international organisation and/or private sector, desirable;  Exposure to relevant activities dealing with various international organisations, related institutions and/or private sector, desirable.
