Small working group presentation Vulnerability category for children

Circulate draft document on the definition of vulnerability category for children Small Working Group (led by Action AID), Feb. 9, 2015

The presentation highlighted the different vulnerability categories of children including Ebola and non-Ebola related cases. The working group emphasized that the draft contains suggestions from the group and that feedback is welcome especially from the field before the next meeting. The definition should look beyond the current context, prioritize harmonization across all organizations/sectors members and comply with legal national documents like the Liberian Children Law 2. The agreement on definition is a very important part of coordination 3. The term legal guardian needs to be clarified 4. Update on Child Protection IMS Finalization of comments on the Tracking tools for the Interagency IMS. Comments on forms have been accounted for, but there are some technical concerns that still need to be addressed. There have been some technical meetings with UNICEF and the MoGCSP to expand the database so that it accommodates all issues under the MoGCSP mandate (ie. GBV). The idea is to have the CP IMS feed into a more comprehensive database in the future. UNICEF is discussing to hire a consultant to move the process forward.

Partner updates MoGCSP Updates  Currently verifying orphans and survivals (children) listing for services (educational, etc) Challenge  Some of the children have relocated and reaching them is challenging Upcoming activities/Plan  Verification of orphans/survivals (children) listing is planned for Margibi UNICEF Updates  Working with the Liberian government and partners to rent 12 vehicles for use by Social workers in 12 counties (excluding Maryland, Gbarpolu and Rivergee) to facilitate data collection for children (MOU initially covers 3 months). Additional 3 vehicles will be rented to cover the other 3 counties.  1 day PSS training was held for 75 teachers in Montserrado Challenges  No clear picture of the who is doing what and where, especially in cash transfers Upcoming activities/plan  Sharing of PSS strategy on Child Protection for children  Signing of MOU for the upscaling of Phase II response for children  Cash transfer funded by World Bank and targeting 8500 EVD affected and labour constrained poor households in eight counties expected to start in March Child Fund Updates  Intervention is currently shifting from facility to community based  SMS based child monitoring platform (community links) finalized Challenges

Liberia Child Protection Sub-Cluster  Mapping exercises to know where CWCs are active and inactive (Montserrado, Margibi, Bomi, Bong, and Nimba) Upcoming activities/Plan  Launch of community links (March)  Stakeholders workshop on the community link mobile SMS (March)  PSS training for community volunteers in Bomi and Nimba Plan Liberia Updates  Conducted Psychosocial Care and support activities for 192 (91 boys, 101 girls) traumatized children in Lofa County  Work at a Transit Home in Barkedu, Quandu gboni District in Lofa County is at 98% completion  109 survivals have been provided food and non food items in 7 communities in Lofa Challenges  Parents labelling their children as orphans because they need benefits Upcoming activities/Plan  Formally open the transit home to enrol orphans with serious Child Protection concern for care  Begin the distribution of food and non-food items to tobe foster families  Continue verification exercises for additional 33 foster families in Lofa IRC Updates  800 women have been hired to help community mobilizers with Ebola related awareness  15 Ebola Survivals have been trained to engage in awareness activities  Working with the Ministry of Education to roll out protocol on the reopening of schools Upcoming activities/Plan  IRC will be providing 500 Ebola buckets in 5 project communities 6. AOB Child Protection Sub-Cluster members were reminded to scale up their intervention till the fight against Ebola is over 7.
