Local Government Finance Reform Thursday 25th October 2012 – Birmingham About the Event The Local Government Finance Bill proposes radical changes to the way local authorities are funded. Following on from the success of the London event in April, Capita’s 2nd Local Government Finance Reform Conference is specifically designed for senior level Finance Managers from local authorities and comes at a key time with the implementation of the financial reforms expected by April 2013. As control over local government finance is decentralised, understanding the impact of business rate retention and the localising of council tax support on local budgets is essential. With greater financial autonomy and greater incentives for promoting local economic growth, this timely conference provides insight and practical guidance from the Department for Communities and Local Government and Chief Executives of leading councils on implementing the changes. This conference covers the following key themes: • New opportunities and challenges from the retention of business rates • Managing financial risk • Encouraging business investment and delivering local growth • Localising Council Tax Benefit administration • Growth strategies for local authorities Do not miss the opportunity to hear our expert speakers examine in detail the implications of the reform and the approaches taken by local authorities to forecast, administer budgets and to deliver on localised council tax frameworks.

Benefits of Attending • Hear the Department for Communities and Local Government provide an update on the details of the Local Government Finance Reforms • Learn how the 50% central and local shares will work in practice and how to forecast business rate growth levels

Who Should Attend • Take away practical guidance on pooling resources with other authorities and sharing risk
