The Stockholm 2011 SPAR European Team Championships is sure to be – once again – a fantastic event. On the third anniversary of the championships, there is no doubt that they continue to be the premier team athletics event in the world, with the 12 best athletics nations in Europe doing battle. From the time when the event changed from the SPAR European Cup to the SPAR European Team Championships, it has proved to be an extremely exciting proposition for spectators, TV viewers, media and athletes alike.

We ensured this would be the case by showing our leadership in adapting our sport by revamping traditional track and field regulations, having men and women compete as one team, introducing promotion and relegation battles, and introducing a European “league table” that ranks teams from Nos. 1 to 50. This means that the sheer unpredictability of a team performance, the generation of national pride as countries do battle against their rivals and the “make or break” drama of the revamped regulations means everyone is on the edge of their seats and makes for compelling viewing. For the record, Russia arrives in Stockholm ready to defend its crown as “European Team Champion”.

Stockholm can boast a wonderful tradition in athletics. The Swedish city hosts the annual DN Galan Diamond League meet at the Olympic Stadium – the venue for this year’s SPAR European Team Championships. The venue, of course, inspires the very best in athletes, with 83 world records – at the time of writing – having been set there. Now Stockholm 2011 can write its own special chapter in the history of the venue. I am sure Swedish sports fans will come out in force to cheer their athletes to success and enjoy a great weekend of competition. On behalf of European Athletics, I would like to thank the City of Stockholm, the Swedish Athletic Association and the local organising committee for all their hard work so far on the organisation of the championships. Welcome to Stockholm! LOC President On behalf of the Local Organising Committee (LOC), I would like to welcome all media representatives to the 3rd SPAR European Team Championships, which will be held at one of the most classical arenas in the world, the Stockholm Olympic Stadium. Many of you have probably been here before. Even though the Stadium is 99 years old, it is still going strong and many of the best athletes in the world rank it as their favorite arena. It provides a unique atmosphere and the annual DN Galan Diamond League is normally sold out to an enthusiastic and knowledgeable crowd. From DN Galan we know that this atmosphere is also very much appreciated by the international media. We hope that after you have finished your working day, will take the opportunity to enjoy the city of Stockholm and all what it has to offer in the beautiful early summer time. As part of its international strategy, the Swedish Athletic Association wants to be a regular host of international events, since this gives an opportunity to promote athletics towards youth and parents, media, politicians, the general public and sponsors. As former General Secretary of the European Athletics Championships 2006, I know from my personal experience how a major event can leverage the sport of athletics. We are therefore proud that European Athletics has given us the opportunity to host the 2011 SPAR European Team Championships. It will be the most prestigious team competition in athletics ever held in Sweden. The Championships will also be a great opportunity for Sweden’s national team to compete at the Stockholm Olympic Stadium for the first time since 1997. For most of our team members, it will be the first time they enter the Stadium dressed in the Swedish national vest! The LOC, its staff and volunteers, with the assistance of European Athletics and partners, are working hard to make the event a success. One of the most important parts of the preparation is to ensure optimal working conditions to assist you in bringing the story of the Championships to those who are not able to be in the stadium. We have done our best to create an event with a friendly and exciting spirit, which we hope will promote athletics throughout Europe with your valuable support. 3.3 Arrival by Road Persons arriving by road are kindly asked to go directly to their hotel, where representatives from the LOC will welcome them. 3.4 Visa Requirements The following countries competing in SPAR ETCH in Stockholm 2011 require visas to enter Sweden: • Belarus • Russia • Ukraine Visas should be obtained before travelling from those countries, at the Swedish Embassy or Consulate. 4. TRANSPORT 4.1 Transport and Accommodation Desk At Arlanda International airport there will be a welcome desk for transport, opening Thursday 16. It will be open from 10.00 until the last arrival each day. At Bromma Airport there will be someone meeting (with signage) from the LOC volunteers staff, according to the travel details entered in the ORAS. Media personnel who have a booking at any of the official Media Hotels will receive shuttle service from their arrival location. Media personnel staying at non-official hotels will have access to the shuttle service to the competition venue. However, they will only be dropped off and picked up at the official Media Hotels. Please enter your travel details (arrival and departure time) in the ORAS system so that transport from/to airport can be planned accordingly.

3. ARRIVALS 3.1 Arrival by Air Arlanda International Airport (ARN) and Bromma Airport (BMA) are the official airports. Welcome Service A welcome desk will be located in the arrival hall and open according to travel details entered into the Online Registration and Accreditation System (ORAS). Guests who have booked a hotel room in one of the official Media Hotels will be taken by cars/buses to the hotel. Transfer time from the airport to the city centre is approximately 40minutes. 3.2 Arrival by Train Persons arriving at Stockholm Central Station should indicate their arrival time in ORAS. 4.2 Bus Shuttle Service A regular bus shuttle service will be provided between the Media Hotels and the competition venue. Full details of the schedule will be displayed at the information desk in each hotel. Transfer times between the hotels and the competition venue will be between 10 to 20 minutes from the Media Hotels, depending on the traffic conditions. 4.3 Departure Departure schedule will be displayed at the information desk in the hotels, according to the flight schedules submitted through the Online Registration and Accreditation System (ORAS). Confirmation of departure time will be requested upon arrival. A departure form has to be completed and given to the Information Desk at least 24 hours prior to departure. 11

5. ACCOMMODATION & HOTEL INFORMATION 5.1 General Information The LOC has reserved two good quality hotels for the media. One of them is situated in the city centre and the other is situated just outside the city (approx. 15 minutes by car from the city centre and the competition venue). 5.2 Information Desk An information desk will be located in the lobby of each of the Media Hotels and will be open from Thursday 16 June until Monday 20 June from 09.00 to 21.00* (*Monday 20th from 09.00 to 12.00). The information desk will be closed during the competition. Media Hotels

The opening hours of the Main Accreditation Centre will be as follows: Wednesday–Saturday 9.00–20.00 Sunday 9.00–16.00 6.3 Lost Accreditation Pass Any lost or damaged accreditation card has to be reported immediately to the Main Accreditation Centre. A replacement card can be obtained where proof of identity can be established. 6.4 Accreditation Zones A description of the accreditation zones is included on the back of the accreditation card. All media accreditation cards will give access to the Media Centre, Media Tribune and Mixed Zone.

6. ACCREDITATION 6.1 General Each member of the media will receive an accreditation card, which must be worn at all times and should be clearly visible. Security personnel will control all areas. The accreditation is not transferable and does not allow the holder to take another person beyond checkpoints. Photos are not required for the accreditation card system. 6.2 Accreditation Procedure All media members can pick up their accreditation cards in the Main Accreditation Centre, situated in the Stockholm Olympic Stadium next to the Media Centre. Each individual must pick up his or her own accreditation and show a valid passport or ID card. In the Main Accrediation Centre, there will be separate lines for media with and without accommodation. Media members who have registered for any of the official Media Hotels will be picked-up at their arrival points and transported directly to the Media Hotels. Then there will be shuttle service between the hotel and the Main Accreditation Centre.

7.1 Stockholm Olympic Stadium The Stockholm Olympic Stadium was built prior to the Olympic Games 1912. The only national organisation of sports at that moment, ”Centralföreningen för Idrottens Främjande”, recruited a young talented architect, Torben Grut, to design the Stadium. The Olympic Games in Stockholm 1912 were very well organised and a great success for Swedish sports. It was the first part of the great history of the venue, consisting of world class performances and thrilling events. In 1956, when the Olympic Games were held in Melbourne, the equestrian competitions took place in Stockholm due to quarantine rules in Australia. The European Athletics Championships was organised in Stockholm in 1958 and the European Cup men’s A-final in 1970. Since 1967, Stadionklubbarna have organised the world class athletic event DN Galan in the Stockholm Olympic Stadium. Since last year, the competition is a part of the IAAF Diamond League series. 7.2 Entering the Stadium The members of the media will enter the stadium through the media entrance by Klocktornet, the northeast tower. 7.3 Media Centre The Media Centre is located in a big tent on the roof of the north part of the stadium (between the two towers). Opening days and hours: Friday 17 10.00–20.00 Saturday 18 10.00–21.00 Sunday 19 10.00–21.00 The Media Centre is equipped with two large TV screens, several CIS terminals, working area for the press, password protected WLAN and cabled LAN. Passwords are handed out in the Media Centre. Information will be distributed in mailboxes at the welcome desk, on CIS terminals and on bulletin boards.

7.4 Media Tribune The Media Tribune is located near the finish line and has 80 positions. Seats will be allocated by European Athletics/LOC. Seats are allocated as per the Media Tribune seating plan, which will be available in the Media Centre as well as at the entrance of the Media Tribune. Staff will be available in this area to assist the media, and start lists and results will be distributed there. Regarding electricity and plugs, the voltage is 220V (2 pin europlug). WLAN passwords will be distributed in the Media Centre. The same password can be used both at the media tribune and in the media centre.

7.12 Media Catering Facilities There will be a catering service in the Media Centre, providing some light food, soft drinks, water, tea and coffee.

7.5 Mixed Zone The Mixed Zone is located near the finish line next to the Media Tribune. In the Mixed Zone, TV, radio and written press will be able to talk to the athletes and make interviews after each event. Only athletes and media will have access to this area. The Host Broadcaster, unilateral television cameras and radio right holders have first access to the athletes. Thereafter ENG, radio and written press have access to the athletes. It is for the athlete to decide whether he/she will give an interview or not.

7.14 Start Lists Start Lists will be available for Team Leaders immediately after the Technical Meeting. For the media, the start lists will be posted on the European Athletics website – www.european-athletics.org on Friday 17 June. Biographical start lists will be available on the European Athletics website from the morning of Saturday 18 June. Printed copies of the biographical start lists will also be distributed in the media centre on Saturday (18 June) morning.

7.6 Flash Quotes Immediately after each event, the flash interview group will take quotes of the athlete(s). These quotes will be distributed on information sheets in the Media Tribune, Media Centre and will also be displayed on the CIS screens. The interviews will be conducted in front of the entrance of the Mixed Zone immediately following each event. The quotes will be available in English only.

7.15 Result Lists Results will be available in the Media Centre and in the Media Tribune as soon as they are final. Results will also be available on the CIS terminals.

7.7 Official European Athletics-LOC Press Conference European Athletics-LOC press conference takes place on Friday 17 June at 2 PM in the City Hall of Stockholm. It is located in the central part of Stockholm, near the Central Station. There will be shuttle service from the Media Hotels and the Stadium to the press conference. The information about the location of the City Hall will be available in the Media Hotels. The address to the City hall is Hantverkargatan 1 and the telephone number +46 8 508 290 00.

Timing Boards A clock showing the race time is positioned in the in-field near the finishing line as well as near the 100m, 200m and 1500m start line.

7.8 Photographer Services Photo Manager: Mr. Tommy Holl, mobile +46 703 18 94 33. There will be 12 photographers with infield access. All photographers will have access to the outfield. Key photo positions have been determined, including a head-on area for approximately 30 photographers. There will be a photographers working area in the Media Centre with staffed desk for storage of photographer’s equipment. WLAN and LAN access points for uploading photos will be available. 7.10 Photographers briefing The photographer’s briefing will take place in the Media Centre at the Stockholm Olympic Stadium at 12.00 on Saturday 18 June. Infield access procedures, allocation and distribution of photo bibs will be handled in this meeting. 7.11 Commentators Briefing The commentators briefing will take place in the Media hotel at 10.00 on Saturday 18 June. The Host Broadcaster will present how the production will be done. The presentation will be done by Johan Bernhagen.

7.13 Commentator Information Systems (CIS) Television monitors and CIS terminals will be available in the Media Centre, at the commentator positions, in the media tribune and the mixed zone.

7.16 Stadium

Field Events Boards The result of each trial in field events will be shown on three sided scoreboards. Final and intermediate results of the field events and the respective team points will be indicated on the scoreboards above the south bend. There will be one board for the results, and one board for the team points. The performances in long throw events will be shown by signs with the respective nation’s codes along the sector lines. During the event the boards will be moved in accordance to the actual ranking. Announcements Official announcements will be made in Swedish and English.

8. COMPETITION REGULATIONS 8.1 Team Composition According to Regulation 603.1 in the European Athletics Regulations for the European Team Championships each European Athletics Member Federation may enter one team comprising a maximum of 50 (fifty) athletes (25 male and 25 female athletes). 8.2. Final Entries Final entries shall be not later than 5 (five) days before the first day of the competition.

8.3 Scoring The European Team Championships comprises one single competition, where men’s and women’s teams represent as a single team their respective European Athletics Member Federation. The winner of each individual event and each relay in each match shall score as many points as there are teams competing. The second team will score one fewer, and so on.

The time permitted for each attempt in High Jump and Pole Vault shall be 1 (one) minute, except when consecutive attempts are made by the same athlete in which case IAAF Rule 180.16 shall apply. The winner of the competition is allowed to continue according to IAAF Rule 181.2. • The winner will be allowed to continue at the height he/she was not successful • In case of a tie for first place IAAF Rules will apply, hence no winner will be defined to continue the competition

Athletes or relay teams disqualified or failing to finish will not score any points. In the case of a tied event, the combined points of the tied competitors shall be divided equally. The team having the highest final aggregate number of points shall be the winner of the SPAR European Team Championships Stockholm 2011. In the case of a tie in the overall total of points, the team with the most first places will be the winner. If there is still a tie, the team with the greater number of second places shall be given the higher position and this system shall be applied, if necessary, to subsequent placing until the tie is decided (Regulation 602.12 in the European Athletics Regulations for the European Team Championships). 8.4 Bib Numbers The LOC will provide the teams with bib numbers with the country code. 8.5 Competition Clothing Competitors must wear the Federation’s official team clothing. IAAF Rule 8 &143 will be strictly applied.

8.7 Starting Order and Distribution of Athletes per heat The order of attempts in field events has been decided by a draw conducted (appendix 3) by the Technical Delegate. Each participating team shall be allocated a letter which shall determine the order of attempts in the field events in accordance with the European Athletics Regulations for the European Team Championships. In the horizontal field events and throws the order of trials in the first round will be kept for the first 3 trials. The order of the trials in the final round will be the reverse order of the ranking after the 3rd round. Races up to 400m inclusively and relays will be staged in two heats of 6 athletes each. The distribution of athletes per heat will be as follows: For the races up to 400m inclusively the heats are being arranged by considering as much information as possible about the performances of all athletes and the heats drawn so that, normally, the best performers compete in the same heat. In principle the distribution will be based on the athletes’ season & personal best performance and medals achieved at major events. In principle athletes will be ranked as follows: season best, season best of previous year and personal best for the purpose of the distribution per heats. The final distribution is under the discretion of the Technical Delegate.

This rule applies both to competition clothing (vest, shorts and tights) as well as to tracksuits. For the 4x100m and 4x400m relays the teams’ distribution per heat will be according to the teams scoring standings 1 (one) hour before the scheduled hour for the event. The best scored teams will compete in the same heat, which shall be the last event of the session of track events.

8.6 Specific Competition Regulations 8.6.1 Field Events except vertical jumps There will be a maximum of four trials per competitor in each event. All participating athletes will have three qualification trials (1st, 2nd and 3rd trial). The best 4 athletes after the 3 qualification rounds will compete in the Final (4th round). The athletes with lower performance will be ranked by their best performance after the 3rd qualification trial. The remaining 4 athletes will be ranked by their best performance after the Final (4th round). IAAF Rule 180.19 will apply for ties. 8.6.2 Vertical Jumps Each competitor shall be entitled to a maximum of 4 (four) fouls only throughout the whole field event. All the other relevant IAAF Rules for the vertical jumps will apply. IAAF Rule 181.8 will apply for placing.

The second heat (B) will contain the athletes/relay teams of the top scoring teams according to the above. Lanes 2-7 must be used. Lanes 4-5-6 will be allocated to top three athletes/relay teams according to the above. Lanes 2-3-7 will be allocated to the remaining athletes/relay teams. On 800m all athletes will start in lanes (2 athletes in lane 2, 4, 6, 8 according to draw). The Technical Delegate will conduct the draw of the lane allocation after the final confirmations for 100m, 200m, 400m, 800m, 110m H, 100m H and 400m H. For the relay races the Technical Delegate conducts the draw one hour before the races.

Every year, OMEGA’s experts deploy teams of timekeeping professionals to sporting events around the world, armed with a veritable arsenal of advanced sports timekeeping and measurement equipment. Their innovative systems include starting blocks and false-start detection systems and the latest photo-finish cameras for the sprints and middle-distance events, as well as height and distance measurement devices for field disciplines. OMEGA records and displays the results with the world’s best equipment OMEGA’s official timekeepers ensure timely delivery of the official results to everyone involved in the competitions they support. At the events it serves, OMEGA is also responsible for the competitor displays for the athletes and their support teams along with the public displays to spectators at each venue. The official results are also delivered in real time to broadcast, network and print media who in turn relay results and commentary to remote audiences around the world. Though each event requires a specific configuration of precisely tuned devices and systems, perhaps the most famous of OMEGA’s timekeeping inventions is the photo-finish camera. First developed for use at the London 1948 Olympic Games, these cameras solved the problem of grouped finishes by enabling judges to separate the winners from the runners-up. The OMEGA Scan’O’Vision cameras have evolved continuously over the years and the current version, the Scan’O’Vision Star, provides more than 2000 high definition images of the participants as they cross the finish line. OMEGA and athletics While the number and variety of events make the Olympic Games the most famous, complex and challenging of world championships, OMEGA’s track and field timekeeping experts are busy every year at competitions around the world. Along with the 2011 European Team Championships in Stockholm, OMEGA will continue its relationship with the IAAF Diamond League, serving as Official Timekeeper at its meets in 2011, its second season. OMEGA and the Olympic Games At the Olympic Games, the biggest, most conspicuous sporting stage in the world, OMEGA’s responsibilities go well beyond measuring times and distances and keeping score. The OMEGA team is also responsible for the provision of On-Venue Results (OVR) at each venue and for the operation of competitor displays and public scoreboards. The results are also delivered directly to television for on-screen display during live broadcasts of events. competitor biographies and background information to start lists and competitor rankings, updated in real time during competitions. Journalists also rely on OMEGA for printed results, and all accredited members of the press and media have ready access to an online information system kept constantly up to date by the OMEGA team throughout the Olympic Games. The OMEGA team for Beijing 2008 numbered 450 timekeeping professionals supported by 1000 locally-recruited volunteers who used more than 420 tons of timekeeping and data-handling equipment in 302 events in 28 sports at 37 different venues. At the Vancouver 2010 Olympic Winter Games, OMEGA mobilized the largest timekeeping effort in the history of winter sport. Preparations are now well underway for the London 2012 Olympic Games where, for the 25th time, OMEGA will serve as Official Timekeeper.

9. Opening & Closing Ceremonies 9.1 Opening Ceremony The Opening Ceremony will take place on Saturday 18 June at 14.35 in the stadium. The athletes will not be involved. 9.2 Victory Ceremony The Victory Ceremony will take place on Sunday 19 June in the stadium. It will involve the top three teams’ athletes. It will start at 18.00, or immediately after the relays. 9.3 Closing Ceremony The Closing Ceremony will take place on Sunday 19 June in the stadium at 18.10 or immediately after the Victory Ceremony.
