Call to Order & Introductions The Middle Santa Ana River Watershed Pathogen (MSAR) TMDL meeting was called to order at 9:40 a.m. by Rick Whetsel at the Santa Ana Watershed Project Authority (SAWPA). Brief introductions were made. Approval of the Meeting Notes Mr. Whetsel asked for any comments or corrections to the May 15, 2013 meeting notes. The meeting notes were approved as submitted. Update: Bacteria Basin Plan Amendment (Tim Moore, Risk Sciences) Mr. Moore provided a brief update on the status of the Bacteria Basin Plan Amendment to the stakeholders. He stated that the Amendment is currently under review by EPA and is scheduled for a State Board hearing in September. Update: Golden Star Creek Monitoring (Regional Board) Mr. Rice provided a brief update on monitoring activities being conducted by Regional Board staff to address requirements of the Board’s Septic System Policy. This monitoring is being conducted to re-evaluate a number of older 303-d listings to identify if impairment is still an issue. A number of these water bodies have been re-sampled recently and have showed no impairments and will be delisted. One site that showed impairment is Goldenstar Creek. This is a more recent 303-d listed water body and showed high levels of e-coli. The Regional Board is looking at as a possible TMDL in 2023. Discussion ensued regarding the parameters that were being monitored as part of the Regional Board investigation. Mr. Uhley stated that the County may follow-up and include Golderstar Creek as part of its source assessment. Watershed-wide Compliance Monitoring Program Mr. Wolosoff provided a brief status update on the Watershed-wide Compliance Monitoring Program. The Final Wet Season Report was submitted to the Regional Board at the end of May and is considered complete. Dry Season TMDL compliance monitoring is currently on-going. A comment was brought up that a possible source of increased bacteria in the Santa Ana River during the summer may be a result of the increased recreation along the river including horseback riding. An additional comment was brought up regarding a recent article in the Riverside Press Enterprise regarding the swim ability of the Santa Ana River and the interest in seeing the data from the Inland Water Keeper that supported the article. Comprehensive Bacteria Reduction Plan Update: Tier 2 Monitoring Plan and QAPP (CDM Smith) Mr. Wolosoff provided a brief status update on the Tier 2 Monitoring Program. The Regional Board has given approval for participants to move forward on the Tier 2 Monitoring, which is on schedule to be this week. CDM Smith is currently finishing up work to complete the revised Monitoring Plan, QAPP and addendum to address the Tier 2 Monitoring. When the final edits on these plans are complete, SAWPA will formally submit the plans to the Regional Board on behalf of the Task Force and the Riverside, San Bernardino, and LA County Cities. Mr. Wolosoff then noted that each County working with their respective cities will be working. Update: RCFC&WCD Implementation Activities (RCFC&WCD) Mr. Uhley provided a brief status update on the Tier 2 Monitoring Program activities planned by Riverside County working in conjunction with their cities. The County plans to conduct 3 weeks of reconnaissance at key upstream locations. Starting after week three (3) they will begin field data collection. This will be followed up with e coli monitoring and bacteroides analysis. Mr. Uhley added that the County has invested in flow meters to be installed at a number of locations (nine at $400 each). Discussion: SBCFCD Implementation Activities (SBCFCD) Mr. Rodabaugh provided a brief status update on the Tier 2 Monitoring Program activities planned by San Bernardino County. He noted that the County will be working with four of their Cities on the Tier 2 Program. The County just completed two (2) weeks of reconnaissance at key upstream locations and this week they will begin 10 weeks of field data collection. They plan to initiate their e coli sampling by first conducting downstream samples to serve as validation points. This will be followed up with addition Tier 2 e coli monitoring and bacteroides analysis. Mr. Rodabaugh added that the County has been in discussion with a company Source Molecular out of Miami Florida, who have offered to do some free source sample analysis to develop specific DNA markers for swallow, duck and coyote. It was noted that each agency will be conducting and funding their own field analysis and that only the bacteroides analyses will be funded through the Task Force. Discussion ensued regarding the number of bacteroides analyses each County will be requesting from MS. Menu Leddy/OCWD as part of the Regional Board investigation. TMDL Task Force Administration (SAWPA) Update: Task Force Agreement (Signature Status) Mr. Whetsel read off a list of the Task Force members who still need to provide signatures for the Task force Agreement. These include: City of Norco, City of Eastvale, City of Jurupa Valley, County of Riverside, Riverside County Flood Control District, San Bernardino County Flood Control District, and the Santa Ana Regional Water Quality Control Board. Update: Task Force Budget FY 2013-14 Mr. Whetsel distributed as an informational item a detailed budget worksheet that showed the annual costs of the Task Force and cash contributions for each stakeholder over the life of the Task Force. This worksheet also included an up-to-date estimate of the funds available to the Task Force. Mr. Whetsel also provided a breakdown of the annual costs and cash contributions for each stakeholder involved in the Tier 1 and Tier 2 CBRP implementation, and noted that approximately $21,000 was carried over from FY 2011-12. Other Business No other business was discussed. Schedule Next Meeting The next MSAR TMDL meeting is scheduled for Tuesday, October 15, 2013 at 1:30 p.m. at SAWPA.
