The Program •
In synergy with Government of India’s other flagship programs, the Saakshar Bharat [Literate India] Program is the current Nationwide Adult Education Program
•
The program is operational since 1st October 2009
The Need •
There has been strong demand to improve education
•
Under SSA and various other educational programmes schools have been opened in large number in almost all major villages
•
There has also been demand to impart literacy to those who have missed the opportunity due to any reason
•
70 million people to be made literate, of which, 60 million are women Saakshar Bharat is a programme to fulfill this demand
The Vision
The Saakshar Bharat Programme [SBP] envisions to create a literate society through a variety of teaching learning programmes for non-literate and neoliterate adults in the age group of 15 years and above with focus on women

Continuing Education: Promote a learning society by providing opportunities to neoliterate adults for continuing education through Lok Shiksha Kendras (Adult Education Centers) Basic Education: Enable the neo-literate adults to continue their learning beyond basic literacy and acquire equivalency to a formal educational system Vocational & Skill Development: Impart the non and neo-literate adults vocational skills to improve their earning and living conditions Functional Literacy: To make all the nonliterates of 15+ age group of panchayat fully literate
SBP will be implemented through

Well equipped multiple functional Adult Education center (AEC) at village panchayat level manned by two full time coordinators/ Preraks, who will provide institutional, managerial & resource support to programme

Literacy Centers (LCs) at village level will be run by Volunteer Teachers
Lok Shiksha Kendras will serve as nerve centre for literacy campaign
Salient Features of SBP 1. 2.
Principal focus on Rural Women Basic Literacy, Post Literacy, and Continuing education will form a CONTINUUM 3. Establishment of Adult Education Centers to provide the entire range of services. 4. Targeted, Context specific and Group specific approach 5. Convergence and Partnerships with GO&NGO 6. PRIs to take the driver’s seat 7. Efficient EMIS and effective use of ICT 8. Use of specially designed TLMs (print, digital, audio and video) in local languages of states 9. Teaching-learning hours for basic literacy are 200 and for bridge course 100 [total 300 hrs] 10. Uniform pattern for learner assessment in collaboration with National Institute of Open Schooling
