OPENING DATE: 07/10/17 CLOSING DATE: 08/21/17 11:59 PM DESCRIPTION: The Montgomery County Planning Department in Silver Spring has an opening for a Development Applications and Intake Master Planner/Supervisor with the Development Applications and Regulatory Coordination Division. The Development Applications and Intake Master Planner/Supervisor will manage intake of all development applications, record plat review and processing, and the administration of regulatory noticing according to the development requirements of Chapter 50 and 59 of the Montgomery County code and, if necessary, oversee amendments to those regulations or other applicable aspects of the code. The individual will be responsible for oversight of the department's electronic application and review software and troubleshooting issues that arise for both staff and applicants. The individual plans, schedules and assigns work to staff; assures that regulatory deadlines are met, monitors work performance, and trains staff in new planning policies and procedures. The Development Applications and Intake Master Planner/Supervisor will assist, and occasionally act as the backup, for the Chair of the Development Review Committee (DRC) which brings together inter-governmental representatives to provide input for new development applications in an effort to help streamline regulatory reviews. Other important duties include: (1) working with the Planning Board, other agencies and departments of County and State government, and the County Council to resolve difficult policy issues related to development review; (2) responding to complex information requests from citizens, developers, architects, attorneys, and others concerning development projects, etc.; and (3) serving as the Agency's representative on special committees as needed to promote or coordinate activities and functions of the Department. The ideal candidate must demonstrate excellent oral and written skills, have a strong work ethic, be able to work in a time-pressured environment, and be familiar with the regulatory processes in Montgomery County and the electronic submission and processing of regulatory applications. Experience with the Planning Department's ePlans is preferable, or there must be a willingness to thoroughly learn and understand the software. MINIMUM QUALIFICATIONS: Master Planner: Master's degree in planning, architecture, parks, engineering, environmental science, public administration, or related fields and six years of progressively responsible professional level planning experience that included at least three years of project leadership and coordination experience; OR an equivalent combination of education and experience.

Planning Supervisor: Master's degree in planning, architecture, parks, engineering, environmental science, public administration, or related fields and six years of progressively responsible professional level planning experience that included at least three years of supervisory experience or project leadership and coordination experience; OR an equivalent combination of education and experience.
