City Information Mayor’s Corner Welcome to the inaugural issue of myBonneyLake! I am thrilled to bring you this expanded version of the quarterly recreation guide highlighting the recreation program offerings, city news, utility news, events and more. If you live in Bonney Lake, drink Bonney Lake water, or live within the recreation program area, you will receive the latest myBonneyLake each quarter. I hope you enjoy the publication. The recreation program, jointly operated with the Sumner School District, offers a wide array of activities for youth and adults. Starting on page 4 you can scope out over 30 different programs ranging from youth classes including babysitting and home safety, non-sports camps including chess and theatre, youth sports camps including football and softball, and adult sports and activities including coed soccer and yoga. We also offer a popular before and after school activities program serving all elementary schools in the Sumner School District.
By expanding the recreation guide, we are able to deliver city news and information to your doorstep. Starting on page 14, you can find articles on utilities including a reminder about summer water rates, swimming safety tips from the Marine Unit, kayak and paddleboard rentals at Allan Yorke Park, Costco update, senior center activities, and others. You’ll also find announcements about each of our summer events, including the new Taste @ Tapps. Fireworks regulations: Have a safe and sane 4th of July Based on fireworks code changes made in 2016 by the Bonney Lake City Council, safe and sane legal fireworks can only be set off on New Year’s and the 4th of July. For the 4th, fireworks can only be set off between the hours of 9 a.m. to midnight. (BLMC 5.14.110). If you have any questions before purchasing or lighting your fireworks, please contact the police department at 253-8632218. Property owners are responsible for their own property and if an illegal firework is set off on private property, the property owner may be cited, regardless of who set off the firework. A police officer does not need to catch the firework ignitor in the act. If you are concerned for the safety of yourself or others, feel free to contact the non-emergency police line at 253-841-5431. Also, possession of illegal fireworks is against state law (RCW 70.77.485). Setting off fireworks on someone’s property without the owner’s permission is against the law (BLMC 5.14.110). Discharging fireworks in a reckless manner is against the law (RCW 70.77.488), and setting off fireworks in a City park or City property is likewise illegal (BLMC 5.14.110). Officers may issue a civil infraction to anyone found setting off safe and sane fireworks in violation of the law, a $550 fine. These changes were a compromise between those who prefer an outright ban on fireworks and those who want to continue to enjoy fireworks as part of their 4th of July celebration. Please be careful, respectful of others, and enjoy a safe and sane Independence Day celebration.

Learn the fundamentals of soccer through age-appropriate, imagery-based play in a recreational format. Develop large motor skills and socialization skills. Please note this is a skills class and not a league with games. Parent participation required for Mommy/Daddy & Me class. Soccer 1 and 2 classes will focus on game fundamentals, offensive and defensive positions and team work. Shin guards required after first class for all classes except Mommy/Daddy & Me. Classes taught by Kidz Love Soccer staff.
Boys and girls, come for a day of fun while earning your Super Sitters certificate! This class will cover leadership and the business of babysitting, basic care of children, understanding children of different age groups, safety and first aid. Boys can be babysitters too! Instructor, Jaquelyn Ball, has a BA in Communications with an emphasis on early childhood education, is a mother of 6, and has been teaching this class for 12 years. Bring a sack lunch and snack to class. Min. 10 Max. 30
Come join us for some fun! The alphabet, numbers and Sign Language will be introduced. We will play games, read stories, make crafts, have circle time and show-n-tell. Session 1: Princess Who? A girl wakes up in the forest and has no memory of her past. She can’t remember where she is from or how she got there. She can’t even remember her own name! As she makes her way through the Misty Forest, she meets several fairy tale characters – Hansel and Gretel, Rumpelstiltskin, Goldilocks and the Three Bears, Snow White and the Seven Dwarves, Cinderella and Rapunzel to name a few. Some are helpful and some dangerous, yet all have information that helps our fair maiden recall her own story, eventually revealing her true identity as a princess. Join Bonney Lake High School Head Football Coach, Jason Silbaugh, the Panther coaching staff along with past Panther Football Alumni in this great instructional camp. Learn the fundamentals and skills needed to play football and most importantly, the “winning attitude” required to become the best individual and team player possible. Tiny Stars: (Coed – Ages 1 to 3) Tiny Stars is a parent participation class designed to introduce coordination, physical development and socialization. Join Camp Director/Instructor, Maddie Lancaster, and learn to play the fastest growing sport in the country! In this fiveday camp, players will learn and improve on the fundamentals of Lacrosse, such as how to cradle, scoop, pass, catch and shoot. Kids will be divided into groups based on age and skill level. Bring a water bottle and wear weather appropriate clothing. Lacrosse sticks, balls and a full set of equipment will be provided for use during class for $10 (paid directly to Coach Lancaster).
Join Bonney Lake High School Varsity Volleyball Coach, Danielle Stroud, her assistant coaches and players from the BLHS Volleyball team for a great volleyball experience. The youngest players will receive personalized instruction in the fundamental skills of passing, setting and serving. More advanced players will build on these skills, in addition to an introduction to higher levels of offensive and defensive systems. The primary goal of the camp is to have fun while receiving expert instruction that will help all players advance to the next level of competition.

Join Sumner High School Head Boys Basketball Coach, Jake Jackson, Sumner High School girls Head Coach, Jordan Moog, assistant coaches, and your favorite Sumner High School players from the boys and girls teams for this terrific basketball camp! Our camp objective is to have fun and spread passion for the sport of basketball by teaching basic fundamentals of defense and offense. Primary shooting mechanics, passing techniques, ballhandling, rebounding and our 10 Defensive Commandments will be taught. Camp is an exciting week of contests, competition and skill instruction. Campers will get to experience playing in both the main high school gym and auxillary gym – just like the current Sumner players! Bonney Lake High School Boys Head Coach, Sam Oliver, will be conducting the camp along with coaches and current BLHS high school players of the boys and girls basketball teams. Both the Boys and Girls Varsity teams are coming off consecutive playoff seasons! Coach Oliver and his staff are committed to teaching players the fundamentals of the game while making it a fun experience. Off season is the best time to refine your wrestling skills! Wrestlers entering grades 1-6 can join Sumner High School Head Wrestling Coach, Matt Harshman, and his staff to learn new techniques and perfect old ones, gain knowledge and skills of the basic fundamentals of high school wrestling. Camp is for all levels; beginners will be introduced to the sport and advanced wrestlers will have the opportunity for more mat time. Coaches form their own teams for this competitive summer basketball league for students in grades 5-8 (2018-19 school year). League is combined with the Puyallup Recreation Department. Eight league games are played weeknight evenings starting the week of June 25. Teams must provide their own uniforms.
This fun program for boys and girls ages 3-6 is in its 16th year! Two divisions are offered: ages 3/4 and ages 5/6. Boys and girls are grouped together. Score is not kept and the emphasis of this program is on fun. Players play a modified t-ball/ coach pitch format. Cleats and gloves not provided. Practices are held on Saturdays, 6/16 & 6/23. Practice times are typically between 9:00 AM and 1:00 PM and will be determined by coaches. Six games are played on Saturdays between 7/7 and 8/18. Registration Deadline: Thursday, May 31

This program is for girls currently in grades 3 through 8 for the 2017-18 school year. Grades 3-4 will be grouped as Minors and grades 5-6 will be grouped as Majors and grades 7-8 will be grouped as Juniors. Teams are grouped by request and by school as much as possible. Games will be played on local fields on week nights with 5:15 PM or 7:00 PM start times. Practice schedule will be determined by coach. Teams will play eight games between July 11 and August 31. Leagues may be combined with Auburn Parks & Recreation; depending on program numbers. Cleats and gloves not provided. Interested in sponsoring a team? Sponsors are needed at a cost of $150 per team.
This is a coed program for players currently in first and second grades (2017-18 school year). Coaches pitch to their own players. Teams are grouped by request and by school as much as possible. Utilities Higher summer water rates are starting soon — Plan now to conserve Did you know that a family of four uses 400 gallons of water every day in the United States, according to WaterSense. You could take up to 10 baths with that much water—but who would want to do that? Fortunately, there are many things we can do to save. Bonney Lake water rates are set to encourage water conservation and excessive water use can result in higher water bills, especially during the summer months when summer rates go into effect. For Bonney Lake water customers, the Water Availability Charge (base rate) will remain the same, but to encourage water conservation the Water Consumption Rate increases once you use over 10 CCF (7,480 gallons) per month. The following chart outlines the summer Water Consumption Rates.
Think to turn off the sink Just by turning off the tap while you brush your teeth in the morning and before bedtime, you can save up to 8 gallons of water. That adds up to more than 200 gallons a month, enough to fill a huge fish tank that holds 6 small sharks! The same is true when you wash dishes. Turn off the tap! Scrape your dirty dishes into the trash—then put them in the dishwasher.
Skip the Tub
Water consumption is recorded by water meters in cubic feet (7.48 gallons = 1 cubic foot). Water meters are read in hundreds of cubic feet (CCF).
Taking a shower uses much less water than filling up a bathtub. A shower only uses 10 to 25 gallons, while a bath takes up to 70 gallons. If you do take a bath, be sure to plug the drain right away and adjust the temperature as you fill the tub. To save even more water, keep your shower under five minutes long—try timing yourself with a clock next time you hop in.

Water Consumption Rates (BLMC Chapter 13.04.100)
For customers inside the city limits, the June 30th and September 30th billing statements will reflect the summer rates. For customers outside of the city limits, the July 31st and October 31st billing statements will reflect the summer rates. Although the current City water supplies are sufficient to feed the City all year, during times of extreme, prolonged hot or dry periods the City has to purchase outside water, currently from Tacoma Public Utilities. The U.S. Environmental Protection Agency (EPA) and WaterSense share the following simple tips on what you can do to conserve water.
Fixing a toilet leak is a great way to reduce household water use and boost water conservation. If your toilet has a leak, you could be wasting about 200 gallons of water every day. That would be like flushing your toilet more than 50 times for no reason. You can check your toilet for a leak by placing a drop of food coloring in the toilet tank. If the color appears in your toilet bowl after 10 minutes, you have a leak. Don’t forget to flush after this experiment.
Who Needs a Hose? Next time you wash your car or bicycle, use a bucket and sponge instead of a hose. Leaving a hose running can waste 6 gallons of water per minute, but using a bucket and sponge uses only a few gallons. If you are planning to visit a car wash, find out if it recycles its water. Open house shared insight into Bonney Lake’s water system
On March 3, 2018, the City hosted a Water System Open House to share an overview on what goes into providing safe, clean water to the community. Thank you to residents and staff for attending. The presentations provided an overview of how Bonney Lake’s water system works, what water rates pay for, regulatory requirements, and the utility rate study process and recommendations that were presented to City Council in 2017. The presenters included representatives from RH2 Engineering, Neptune Technology Group, Washington State Department of Health, and FCS Group.

City News Before you make a splash, check out these swimming safety tips from the Bonney Lake Marine Service Unit The Bonney Lake Marine Service Unit works hard every year to educate the community, and to keep a safe, fun environment on and around Lake Tapps. Working with various partners, the Marine Service Unit hosts several boating education courses and reaches approximately 7,000 students during water safety assemblies every year. With our officers training and community education, we found a noticeable decrease in drownings and boating fatalities on Lake Tapps. Historically, Lake Tapps has experienced a drowning or boating fatality each year from 2001 to 2012. From 2013 to 2016, there were no fatalities. Unfortunately last year (2017), a young man lost his life at Allan Yorke Park while swimming back to shore. We encourage everyone to enjoy the beauty of what Washington State has to offer. We ask that everyone take a moment, and think before getting into any body of water. Lake Tapps, for example, is supplied by the White River, which is a very cold glacier fed river. Although Lake Tapps may warm up a bit in the summer months, it is generally very cold (50–60 degrees) in the months of May, June and July.
Before setting out to swim, ensure everyone has a properly fitted life vest, evaluate the air temperature, water temperate and check to see if the water is moving. It is important to know your swim partners swimming capabilities and to share your strengths/ weaknesses with each other. Watch each other for the sign of cold water incapacitation, which is chattering teeth, blue lips, slurred speech, acting disoriented and body shivers. If you notice the symptoms of cold water incapacitation, let the individual or someone else know and begin treating the symptoms as soon as possible. You can treat the symptoms taking the following steps: wrap the victim in a dry towel or blanket, sit the victim somewhere warm, and monitor them until the shivering subsides. If the symptoms continue or become more exaggerated, seek immediate medical assistance/call 911. Always be aware of your surroundings while swimming, waves may hide you from passing boats and may cause you to lose track of land and/or your friend(s). If you are having difficulty swimming, stay calm, roll onto to your back and float, yell for help and wave your arms. If you are on land, and cannot find your friend, be sure to shout their name, look and point where you last saw them. Stay on point until you have confirmed they are ok. In the instance they are in distress, continue pointing where you last saw them, so assistance can be quickly rendered.

Lastly, stay sober when on or in the water. Alcohol and other drugs increase the effects of weather, temperature, and wave action.
Just as it is important for us to work with other agencies, it is equally important to swim with a friend. Having a friend with you, may save your life.
All lakes look beautiful, especially in the summer. But taking a few minutes to think before you swim will keep you having fun and safe.
Borrow or purchase a discounted life jacket through East Pierce Fire & Rescue To help prevent unintentional drownings and increase life jacket use, East Pierce Fire & Rescue offer life jackets at a discounted price of $14 in sizes infant through adult. Stop by the Headquarters Station anytime between 8 a.m. – 4:30 p.m. Monday – Friday. The wearer must be present so the firefighters can provide a custom fit. Need to borrow a life jacket? East Pierce Fire & Rescue offers free life jackets for loan. The program provides a simple way for people to borrow a properly-sized life jacket for the day or weekend at no-charge. Life jackets are available in infant through adult sizes.

City News Summer safety tips for pets furry friends are barefoot! Consider waiting for a cooler day or walk before the temperatures soar. Take water for both of you. Did you know that more pets go missing around the 4th of July than any other time during the year? Area shelters are inundated with lost animals as a result of the festivities. As you make plans for your Independence Day celebration, consider a few simple safety tips for your four-legged family members: • If you plan on traveling with your pooch for the holiday, remember to never leave them unattended in a vehicle. Summertime means fun, sun, and hopefully lots of play outdoors for you and your furry companion. With warm temperatures comes potential dangers. Metro Animal Services shares the following summer tips for pet owners. Vehicle interiors can overheat in only a few minutes when the sun is out. Please do not leave pets in cars, even for a few moments. Risking your pet’s life, health or safety is not worth it. Violations could result in your pet being removed from the vehicle and a citation issued as well. It’s best to leave pets home when running errands. If you notice an animal left alone in a parked car on a sunny day, contact your local law enforcement agency (911) or Metro Animal Services at 253-299-PETS. Try to have something familiar and soothing in the background, such as music or the television. • Keep fireworks in a safe place, out of reach, to avoid accidental ingestion. • In extreme cases, you may consider taking Fido to the vet for a prescribed sedative. Make sure your pet has an identification tag with updated contact information and or consider getting them micro-chipped (available at MAS shelter for $30). City News FAQ: What’s going next to Costco? That’s a great question we’ve been getting recently. At the time this publication was sent to the printer, Bonney Lake’s development services department has not received any permit applications to develop the site surrounding Costco. This nearly 28 acre site called Mountain View Marketplace is owned by Visconsi Companies Ltd. Costco, the anchor tenant, is scheduled to open this May. Weed abatement spraying program starting soon

The City will begin its annual spraying program during the month of May, weather permitting. Brush, trees, and other vegetation are chemically controlled along City roads in the Right-of-Way (ROW). This is accomplished following strict application procedures by trained and certified Public Works crew members.
Nestled between Lake Tapps and Lake Debra Jane, the Bonney Lake Senior Center provides a comfortable and warm atmosphere for the seniors of Bonney Lake and the surrounding area. There is no membership fee.
This program is required for several reasons: • Avoid creation of vehicle and pedestrian traffic hazards from vegetation that is blocking traffic signs or encroaching on roadways and sidewalks. • Avoid the spreading of Tansy Ragwort and other noxious weeds. • Maintain the quality appearance of the City. Occasionally, property owners with City ROW adjacent to their property prefer to cut the grass and bushes themselves as an alternative to the City spraying in front of their homes. To accommodate interested homeowners, an “Owner Responsibility and Maintenance Agreement” may be signed by the property owner and submitted at least a week in advance of spraying. Our center, located at 19304 Bonney Lake Boulevard, is open Monday through Friday, 8 a.m. to 4 p.m. and offers a variety of programs for the active senior. Enjoy playing games, crafting, live music and dancing, bingo, classes, day-trips, special events, and more. We serve a home cooked meal Monday through Thursday complete with salad bar and dessert for a suggested donation of $5.00 for seniors 55 and over and $7.00 for non-seniors under 55. Friday we offer a home cooked meal with a small green salad for a suggested donation of $4.00 for seniors 55 and over and $6.00 for non-seniors under 55. Free van service is offered to and from the Senior Center on weekdays. Please call the day prior to your desired pick up.
