Abstract

In recent years, organisations within the purview of the Ministry of Transport and Communications have been subject to intensive scrutiny and re-organisation. The tendency has been toward giving agencies and institutes greater independence of action than before in order for them to achieve given targets. The present report, comprising an international evaluation of the work of the Finnish Institute of Marine Research, together with another, simultaneous, evaluation of the Finnish Meteorological Institute, form a part of this general investigative policy. The evaluation was carried out by Professor GotthilfHempel, Special Advisor Geoffrey Holland, Professor Ola M. Johannessen and Icebreaker Director Jan Stenberg between September 1 996 and March 1997 according to the instructions given by the Ministry of Transport and Communications. The Evaluation Team found the quality of the science to be high, and general satisfaction with the programme was expressed throughout the client interviews. The quality of observational activities and services are well up international standards. The Institute is managed well with a good course of scientific independence while recognising the Institute's societal obligations and governmental requirements. The Team made e.g. the following recommendations: - The Team made several recommendations for substantial increasing the resources of the FIMR. - Marketing of the FIMR capabilities should be improved for increasing external funding. - Increasing national and international co-operation in research. - The FIMR needs an influx of younger scientists, and the mobility of the scientists could be improved. - A study should be conducted for more cost-effective arrangements for the management of ARAND A. - Improving the services of the Institute by co-operation with other Baltic countries - A Scientific Advisory Panel and a National Committee on Marine Science should be founded.
