FOCUSING LYARI - SOCIETY FOR INTERNATIONAL EDUCATION (SIE)
‘Humans of Lyari’ is a project of Society for International Education (SIE) in collaboration with Karachi Youth Initiative (KYI). The project aspires to create increased opportunities for the youth of Lyari and engage them in activities that are socially beneficial and increase pride and ownership of the area. In the first phase of the project, the youth were trained in photojournalism, photography and photo editing skills. The participants of the project are the youth from Lyari of age 16 – 22 years. The 36 selected participants went through a 2-week long extensive training by some very professional photojournalists, photographers and editors. After the training, these participants set up 6 street schools in different vicinities of Lyari to train 150 more participants. The training at the street schools held over the period of two months where the participants were not only trained for photojournalism but also learned to work in field by going on photo walks. The participants of the projects also worked on stories from Lyari highlighting the colorful and vibrant culture, people and lifestyle of Lyari. These stories are regularly published over social media forums and get amazing response from the audience. The participants of the project have also arranged 8 community photo showcases inside Lyari to showcase their work to the local community. More than 2000 people came to attend these photo showcases. The project will be concluded with a published Humans of Lyari photo book, which will be comprised of selected stories from the project along with a grand photo exhibition.
MESSAGE FROM THE DIVISIONAL COMMISSIONER’S DESK I feel good in presenting with the new issue of our newsletter ably by the editorial team. The newsletter is being well received and we are getting an encouraging response. In this issue, you will find a variety of activities undertaken during the recent past. It will give you an idea about the vast domain activities in pursuance and under the instructions of Government of Sindh. On this occasion I would like to inform the citizens that the issue of water shortage is being handled tactfully in order to elevate problems being faced by the people. Focus is made on the Administrative efficiency in the Water Board and keeping an eye on the distribution system. The Chief Minister Sindh has allowed 1000 free water tankers for areas where water supply is deficient. Some schemes have also been launched to improve water supply in the city as part of medium and long term measures. Regular review of the situation is being done and plans are modified according to the needs of various areas. The situation has improved during the last one month. It is time we realized the importance of this resource and avoid wastage besides adopting measures for water conservation. Best wishes for summer season. Take care and stay blessed. THE SWISS FACTOR
H.E MR. EMIL WYSS, CONSUL GENERAL OF SWITZERLAND IN KARACHI Meeting the Swiss Consul General, H.E Mr. Emil Wyss was an honour itself. The humble and decent man makes me feel right at home. He makes no bones about being the envoy one of the most beautiful and acclaimed countries in the world. In his conversation with ‘Pur Aman Karachi’ his love for people of Karachi and Pakistan seems evident. He is a strong proponent of a progressive and peaceful Karachi. Q. Please introduce yourself? “Good Day Karachi! My name is Emil Wyss, Consul General of Switzerland. I was born on 22 November 1954 in the Canton of Zug, Switzerland. After completing my studies and with 10 years of professional activities in the private sector, I joined the Foreign Service in 1987 and was initially posted in Prague and London. In 1990, I was posted as Attaché to the Swiss Mission in United Nations in New York where I additionally obtained a degree in International Studies at New York University. My next two appointments were at the head office in Bern. Later, after serving for 5 years as Consul at the Consulate-swissnex Boston, a public-private partnership active in the field of higher education, innovation and technology, I took my assignment in 2010 as Swiss Deputy Consul General in Toronto. In 2012, I assumed my responsibilities at the Foreign Interests Section of the Swiss Embassy in Tehran.” Q. How long has it been in Karachi? How do you find the city? “Since May last year, I and my wife are very happy to be in this diverse and bustling city, which we call our home for the coming years. In any official meeting or social event I go to, I am always received with great generosity and friendliness. Valuing this, I consider Pakistanis and in particular the people of Karachi world champions in hospitality. While visiting Swiss and Pakistani enterprises, I am always impressed by their corporate social responsibility.”

Q. Highlight some of your social activities in Karachi. “In addition to representing and promoting bilateral economic interests between Switzerland and Pakistan, I and my Pakistani colleagues try to also collaborate for social causes. For instance, on the International Day for disabled persons, I invited Pakistan Wheelchair Cricket team to the Consulate General. My team and I visited Mr. Abdul Sattar Edhi and his family in their Meethadar area where it was amazing to see how this great person is serving humanity. To fulfill the wishes of children with terminal illnesses at the Make-a-Wish Foundation, children and their parents were also invited at my residence. We had face-painting, magic show etc. and their wishes to have gifts were also fulfilled. Also, to support the lives of the thalassemia major children, I with my wife and colleagues visited the Afzaal Memorial Thalassemia Foundation (AMTF) in F.B. Area and donated blood. Last week, to mark World Thalassemia Day, the Consulate General also organized a blood donation camp, in collaboration with the AMTF, at its premises and many Consul Generals, their Staff, and notable Pakistanis participated in it. On the occasion of the World Kidney Day, I along with Commissioner Karachi, Mr. Shoaib Ahmad Siddiqui participated in the health awareness walk organized by the Clifton Kidney and General Hospital (CKGH) and afterwards I also hosted for the hospital a fund-raising event. To celebrate the International Women’s Day, the Consulate General along with the LADIESFUND also held an interactive event at the Swiss Residence. To sum up; whenever I am invited to any event I make it a point to squeeze in some time and participate in such social events to at least try to bring a smile on the faces of people.” Q. How important is a peaceful Karachi for Swiss-Pak relationship? “I must share that in Pakistan there are 24 Swiss companies and in Karachi alone 21 are successfully operating. This is what Karachi as the largest commercial center of the country has to offer. In fact, in 1960 in the Malir area, with the cooperation of Swiss Government, Pak-Swiss Training Centre was established which providing quality vocational is training in machines, precision tools, and instrumentation. Similarly, Pak-Swiss Horological Training Centre situated in the S.I.T.E. Area, is providing specialized skill training for watch manufacturing and repairing. Like any other mega city, Karachi faces challenges but there are many opportunities too. With regard to law and order, I am very happy to learn that the number of homicides in Karachi dropped by over 25% in 2014. I certainly hope that this positive trend continues in 2015 and beyond which will give every reason to many Swiss companies, which consider Pakistani market an important destination, to set their base up in Karachi.”

INTERVIEW: A TRUE ADMINISTRATOR MEET MR. SALAHUDDIN – ADMINISTRATOR, DISTRICT MUNICIPAL CORPORATION, EAST
Mr. Salahuddin – Administrator District Municipal Corporation East
Mr. Salahudin is an officer Pakistan Administrative Service (PAS). After graduating from NED University of Engineering & Technology, he worked for about 5 years in DHA Karachi as Executive Engineer (Civil). His passion for community development and local governance brought him into the Civil Service. He has an honour to serve as Assistant Commissioner and Administrator TMA in all the Sub Divisions of Gujranwala District, Govt. of Punjab from 2010-2013 and was adjudged best AC in 2012 by the then Commissioner Gujranwala, Mr. Saeed Iqbal Wahla (Late). He was selected for Young Leaders Program (YLP), a Scholarship offered by Japanese Government, and did his Masters in Public Policy with special emphasis on local governance. On his return, he joined Sindh Government and presently looking after the assignment of Administrator DMC Karachi East. ‘Pur Aman Karachi’ spoke to him regarding his present work nature.
What are the major responsibilities of the Administrator DMC East? “As Administrator DMC East I am looking after the functions assigned to District Municipal Corporation in Sindh Local Government Act, 2013. The DMC is responsible for following major functions: a. Solid Waste Collection and Disposal b. Installation of Street Lights, repair and maintenance c. Development, Maintenance of Parks and Playgrounds under administrative control of DMC East d. Removal of encroachment on the roads under administrative control of DMC East e. Development works related to path ways and local streets and roads. f. Trade Licenses for all businesses and other recoveries. g. Charge parking on roads under the administrative control of DMC East.” Highlight a few of your achievements as the Administrator DMC East? “In the last 45 days, since I joined this office, I have been able to introduce following measures in DMC East: 1. 100 % coverage of employees under biometric attendance system 2. Establishment of Quick Response Force for sanitation services in the area. 3. Removal of encroachment effectively from green belts, municipal lands, amenity plots and drains etc 4. Chowk Development Program with initiative of flower planters at Shara-e-Qaideen, Tipu Sultan Road. 5. Engaging Civil Society in beautification of parks and roads in DMC East. 6. Informative Website development of DMC East. 7. Special Medical Care for employees including anti-Hepatitis vaccination for entire sanitation staff. 8. Electrification drive for roads streets and parks. 9. Engaging electronic and print media through special packages on Radio, TV, Social Media. 10. Publication of House Journal " Gulshan News" for sharing Municipal activities and gather support from general public.” What does it take to be a vigilant Administrator? “For me, a vigilant Administrator must have a conviction to bring change on ground through peaceful means and appropriate actions as situation demands. I believe the Administrator should be participatory in planning but firm in execution. It should seize every opportunity to seek and provide relief on even keel. The justice and rationale of taking any initiative is the key towards success. In a nutshell, a vigilant Administrator r has to carve out his niche in a best possible and able manner.” What are the challenges you're facing in keeping Karachi clean? “There is a lack of civic responsibility towards garbage collection and disposal. The practice of garbage burning is rampant causing health hazards. Residents of the area also throw garbage into drains and therefore cleaning has always been a challenge in that area. . The capacity of DMC East in terms of human resource and machinery is also insufficient to cater the need of District population. The need of the hour is to engage modern machinery and bring discipline in development sector. Effective Municipal Regulation is the key towards cleanliness, development control, encroachment and other issues. I believe, to restore the cleanliness of Karachi, we need to work simultaneously on municipal and housing issues. More importantly, the DMC may be allowed to resume functions mentioned in SLG Act, 2013 in totality. Alternate land use is required to shift the businesses from both informal and formal sector on fast pace basis. I am hopeful that positive changes will come soon with determined efforts of the present Government in these sectors.”

Discuss the importance of District East for a peaceful Karachi. “District East Karachi has many national buildings and institutions. It has everything you name it. Quaid’s Mausoleum is situated in the Jamshed Zone. Peace in District East is essential not only for economic development of Karachi but also for entire Pakistan. District East has the highest level of literacy among other districts of Karachi, and peace is ensured when learned society grows.” What is your message to the people of Karachi? “People of Karachi are brave, resilient and hardworking. This city never sleeps. It has all the potential to feed people and still, by far, house many communities. Like many other Metropolitan Cities of the world, Karachi has its own issues. I would request the people of Karachi to assume the role of responsible residents by owning and protecting the development work, abiding municipal laws, supporting Government in good cause, take lead in environment protection and develop habits of living clean. I am sure with concerted and collective efforts of Government and residents of Karachi, the beauty of city will be restored in near future.”

Hockey is the national sport and pride of Pakistan. It finds a special place in the hearts of the Karachiites as Karachi has given many opportunities to legendary players such as Olympian Islahuddin, Sohail Abbas etc to the world of hockey. The spirit was recently revived in Dr. Shah Hockey Academy, Karachi. A Hockey tournament was conducted in the city to pay tribute to our hero Major Jahanzeb Adnan Shaheed. The Commissioner Karachi graced the event as the Chief Guest and awarded the winning team with the trophy. This event was also attended by Sports Consultant at National Bank of Pakistan, Mr. Ghulam Muhammad Khan, Secretary Sports & Youth Affairs Department, Mr. Laeeq Ahmad, and Hockey legend Mr. Islahuddin Siddiqui, Gold Medalist in Asian Games and Silver and Bronze Champion in the Olympics.

INTERVIEW: KORANGI CALLING MEET DEPUTY COMMISSIONER KORANGI Mr.Asif Jan Siddiqui is an able and well-reputed officer of the Ex-PCS who has been performing his duties as the Deputy Commissioner of the newly created District Korangi. ‘Pur Aman Karachi caught up with him in a candid chit chat. What are the major responsibilities of a Deputy Commissioner? “Generally speaking, the DC has a pivotal role to ensure implementation of public policy, so that people can attain the envisaged benefits and there prevails goodwill for the Government. Specifically speaking, the DC is the Collector of the District. A number of laws entrust functions in the office of the Collector. DC’s subordinate offices also perform as Special Judicial Magistrate. Price checking is carried out through office of the DC. He/she coordinates and directs operations of removal of encroachment. (S)he is the Chairman of District Polio Eradication Committee (DPEC), and other District level committees, such as Anti-Narcotics, Peace Committee, etc. Through Peace Committees, the DC ensures harmony among different sects and religions. Coordination among Government departments, NGOs and other trade and welfare associations; is another major function of the office of the DC. The spirit of the office of DC lies in development of relationship with people from various walks of life.”

Since, it is all about facilitating people to live normal life, to establish writ of and goodwill for the government; I often feel achieved on daily basis. I take it as an achievement that people or groups feel it expedient to approach my office (s) first for solution of their problems, before falling for a mischievous call of disturbing tranquility in law and order. I look upon it as an achievement if people believe in my office by sending a variety of complaints regarding their problems. Nevertheless, coordination in removal of encroachment from land of Shaheed Zulfeqar Ali Bhutto Law University; introduction of District Administration website and public messaging service through sms; pending issue of systematic water supply to Akhtar Colony through Quayumabad; encroachment removal from Industrial area resulting in investment of billions of rupees and confidence among industrialists; addressing sanitation and sewage problems of Bilal Colony, Gulzar Colony, Allah Wala town, restoration of football ground of Chakra Goth; are the few services that have earned special appreciation.”
What does it take to be a vigilant Deputy Commissioner? “There are many aspects. Extensive public relations, knowledge of the spirit of various laws, a sense of self respect, financial management skills, a tendency to detect hindrances to normal way of life and will to change them into facilities.” Discuss the importance of District Korangi for a peaceful Karachi? “Through small-scale development projects, a better change can be brought to the industrial and residential areas. A problem less industrial activity ‘encourage more investment; hence more jobs more constructive environment.”
TRADE & INDUSTRY THE COMMISSIONER KARACHI’S VISIT TO NORTH KARACHI ASSOCIATION OF TRADE AND INDUSTRY (NKATI) The NKATI, is an important trade body which houses more than 2500 small and medium enterprises (SMEs) that are 90 percent export-oriented units. The Karachi Administration believes in close liaison with all trade bodies. It is for that reason that the Commissioner Karachi took immediate notice of the acute water shortage being faced by the NKATI, resulting in production losses and closure of some units. He along with the Managing Director of Karachi Water & Sewerage Board (KWSB) visited the industrial area to physically examine the persistent short-water supply condition. The President NKATI, Abdul Rashid Fodderwala, apprised the issues being faced by the NKATI. The Commissioner assured that their problems would be resolved in order to enhance exports and reap a higher GSP plus status. The Commissioner directed the authorities concerned to remove encroachments from the area on priority basis, and to initiate garbage removal campaign and improve the sewerage system. He advised the NKATI members to consult the Town Associations and provide one name from each association to be included in Karachi Divisional Co-ordination Committee, which would meet every month to discuss issues and take remedial measures. To provide instant relief to the industrialists, KWSB Managing Director assured that the water supply would improve within 24 hours so that manufacturing and export activities could be instantly resumed. 5

LOVE FOR PEACE: ‘I AM KARACHI’ DAY 2015 CELEBRATED HEARTILY
The participants from all over Karachi actively participated in ‘I Am Karachi Day 2015’ activities which included: peace walks, graffiti, talent shows, painting, cricket and football matches, cleaning, recycling, amongst others.
‘I Am Karachi’ Day 2015 was celebrated in order to promote peace and tolerance in our lively metropolis. The day was marked to bring together a diverse Karachi beautifully. This Day majorly comprised of ‘I Am Karachi’ consortium’s activities, such as planting trees, cleaning and recycling by the students of Pakistan-American Cultural Center (PACC). There were painting competitions, talent shows and art exhibitions in Lyari, Saddar, Sultanabad, Defense areas, amongst others. Similarly, the ‘Charter for Compassion’ organized a cricket match whereas the ‘Karachi United Football Foundation’ held football matches and graffiti activities. Also, ‘INJAZ Pakistan’ arranged a beach-cleaning activity at Clifton beach. As these activities ended, thousands of people from all over Karachi wholeheartedly gathered at Frere Hall to join in the Day’s festivities. It was breathtaking to witness the heritage building filled with vibrant colors, tantalizing food-stalls, ‘I Am Karachi’ merchandise corners, a ‘Selfie-Booth’, swings and rides for children, and a special pledge canvas. Various senior officials, businessmen, renowned celebrities, writers, poets and youth attended this memorable event. While a variety of discussions and items were presented, it was music, which won the show. The performance set was impressive. Fuzon, Shehzad Roy and folk artist Mai Dahi (featuring guitarist Simon Xavier) all lured the enthusiastic Karachiites with rocking music. The highlight of the event was the ‘I Am Karachi’ map, which was an apt depiction of the diversity prevailing in Karachi. The areas in Karachi were marked in numbers on the map and people were asked to paste a sticker on the areas where they lived. It was fascinating to find out that the large number of crowd present at the event had showed up from as far as Gadap Town, Lyari, Korangi and Orangi Town areas. The Commissioner Karachi and former Chief of the Citizens-Police Liaison Committee, Mr. Jameel Yousuf, signed a pledge which stated that every second Sunday of March will now be celebrated as ‘Karachi Day’. The Commissioner declared that as a custodian of Karachi, nothing could be more exciting than signing this pledge to uphold the celebrations to maintain peace in our city. In essence, this initiative is a beginning of a never-ending journey. It is a big achievement for the people of Karachi to become a part of arranging peaceful and healthy activities, as this will stir brotherhood and love amongst them. As responsible citizens, it is our duty to respect, clean and promote Karachi in a positive manner. With such an encouraging city-wide movement, Karachiites are hopeful that it will go a long way and will inculcate optimism, pride and ownership in the citizens of Karachi to collectively strive for a peaceful and vibrant city. ‘I Am Karachi Day’ ended on an electrifying note as renowned singers sang jingoistic anthems, the crowd danced away, and the sense of achievement heavily aroused the atmosphere.

ACKNOLWEDGING THY IDENTITY CITIZENS URGED TO RE-VERIFY THEIR SIMS THROUGH BIOMETRIC SYSTEM
As per the Government instructions, it is obligatory for citizens to verify all SIM numbers with their Citizens National Identity Card (CNIC) and thumb impression. It must be noted that non-verified SIMs will soon be blocked after the deadline is announced by Pakistan Telecommunication Authority (PTA). Biometric re-verification is one of the most significant factors of National Security Plan to eliminate violence and to avoid misuse of unregistered SIMS. Although, it is an uphill task yet it is an initiative to safeguard the citizens. The Commissioner Karachi has directed the law enforcement agencies and the mobile-phone companies to strictly follow the orders of the Government. Citizens must realize that these illegal and unauthorized SIMs are posing danger to the security of the state as these are being widely used in the activities against the people and the country. The Government cannot afford any tolerance and negligence in this regard and the use of un-verified SIMs should be eliminated on emergency basis.

SME Senate & Expo- the Business Development, Security & Risk Management Conference Karachi is the commercial and financial hub of Pakistan. It is a need of time to make efforts to develop Small & Medium-sized Enterprises (SME) by providing great motivational support to business leaders and effective professional services to the industries. A positive step was recently initiated for the benefit of entrepreneurs in Pakistan, with the organization of the 4th SME Senate & Expo Conference 2015 in Karachi. It was indeed encouraging as the Commissioner Karachi Division collaborated with Mass Human Resource Services (HRS) to make this conference worthwhile. This conference brought together various SMEs locally, regionally and internationally with an aim of providing an opportunity of networking to them and concurrently addressing the various challenges commonly faced. It also aimed at providing a forum where they can discover the various opportunities available for them in the local, regional and international markets. It was a great learning experience as it educated the SME’s how to improve their businesses along with their core values. It is encouraging to note that great support was provided from leading corporate sectors, Chambers of Pakistan, Associations and Governmental Organizations, in making this event a success.
The Commissioner Karachi and various leaders from business fraternity joined in this conference to highlight major issues of SMEs and discussed its potential growth. There were many stalls displayed at EXPO by various SMEs belonging from local and international markets.

Commissioner Karachi ensures strict vigilance at Matriculation & Intermediate Examination Centers
As high school is base stone for the career of students, the Commissioner Karachi upon the request of Chairman Board of Secondary/Intermediate Education, Karachi, directed all Deputy Commissioners and Assistant Commissioners of Karachi Division for vigilant action and surprise visits to the examination centers for combating unfair means and curbing cheating. The Commissioner got the section 144 of CrPC enforced which required closure of Photostat shops and banning gatherings within 200 yards of exam centers. Strict security measures were also ensured in the sensitive centers.

FIRE SAFETY CONVENTION Commissioner Karachi presents a shield to Justice Zahid Qurban Alvi upon his visit to the Commissioner Office. Mr. Alvi was appointed as a Judge of Sindh High Court in 1997 and has taken several important responsibilities since then including, Chairperson of the Sindh Land Committee and the interim caretaker Chief Minister of Sindh in 2013.
