Boulevard Court Apartments Fact Sheet Description Boulevard Court is the adaptive re-use of an existing two story motel into 37 studio and 37 one bedroom apartment homes for disabled formerly homeless individuals. There is an additional apartment reserved for staff. The motel was a blighted, historically crime-ridden property and a nuisance for the community. The conversion of the motel is part of the Sacramento Housing Redevelopment Agency’s proposed five year redevelopment program to reuse/convert obsolete motels, attract high quality design, decrease high crime rates, and increase economic viability in the Stockton Blvd. corridor. In addition to a variety of sustainable features incorporated into the property, approximately 75% of the entire development’s electricity use will be provided by a roof-mounted solar panel system. Within the newly built 1500 square foot multipurpose community building, residents and staff will have access to an ideal setting for indoor and outdoor community events, social services activities, and recreation. Construction began in March 2010 and was completed in May 2011.

Boulevard Court is located at 5321 Stockton Boulevard, between 21 Avenue and Fruitridge Road, in the south-central section of the City of Sacramento.

On-site Property Management and Social Services Boulevard Court is managed by Mercy Housing Management (MHM), a nonprofit property management organization committed to providing quality property management services which reinforce the philosophy that all residents deserve respect, dignity, and a place to call home. Its unwavering commitment to maintaining a safe, beautiful, and serviceenriched environment for economically poor individuals and families results in communities which are meticulously clean, up to date on preventative maintenance, and genuine assets in the neighborhood well into the future. MHM is responsible for the management of more than 246 properties (15,027 units) of affordable housing serving families, the elderly, and people with special needs. Mercy Housing has partnered with Turning Point Community Programs and The Effort to ensure that residents are successful in addressing their disability and other causes of previous homelessness. At application, all residents must meet income restrictions (maximum income $15,360 for an individual), be able to document homelessness, and have a qualifying disability. Applications for Boulevard Court are provided by referral only.

Funding The total development cost for Boulevard Court is approximately $19,500,000, not including operational funding. The development is made possible through the following funding sources: California Tax Credit Allocation Committee, the California Housing and Community Development (HCD) Multifamily Housing Program–Supportive Housing Program, Sacramento Housing and Redevelopment Agency, Sacramento County Division of Mental Health, California Housing Finance Agency (CalHFA), the Federal Home Loan Bank of San Francisco, and a U.S Bank construction loan.

Sponsor/Developer The development is sponsored by Mercy Housing California (MHC). MHC is a housing development organization dedicated to providing quality affordable housing with supportive programming for economically poor individuals and families throughout California. MHC was established in 1988 as the California branch of Mercy Housing, Inc., a national nonprofit affordable housing development, management, advocacy, and technical assistance enterprise sponsored by 13 congregations of Catholic women’s religious orders (Sisters of Mercy, Daughters of Charity, and others). MHC has successfully completed 122 developments (7,393 units) and 2,967 self-help homes and has an additional 4,628 units in advanced stages of development.
