The boots are on the ground! Public Works Street & Maintenance Crew are working hard on transforming our deteriorated roads for the safety of our drivers, bicyclists, and pedestrians. See photos illustrating some of the work completed in September! We would also like to remind all drivers to be careful in road work zones. Please see to the right, a guide to Cone Zone driving from CalTrans. Along with all the other City staff, the Public Works Street & Maintenance Crew takes pride in their work and is committed to providing quality services to our community.

• Drivers should obey all posted speed limits at all times in work zones. Typically, these speed limits are lower from normal posted limits. • Stay alert at all times. Be able to stop at any moment. • Patience is a virtue. • Lanes are very narrow in work zones; do not try to pass the car in front of you. • Do not tailgate. Expect the unexpected. • Verify that you have clear site of the work zone worker at all times,

and proceed with caution. • Cell phones are highly discouraged and prohibited from use in a work zone area. • When traveling at night best practices are to turn headlights on, approach slowly, and make sure that work zone employee or other drivers has acknowledged you as a driver. • Be prepared for delays during highly peak driving times of the day. • As construction is in progress and roads are widened, a driver can anticipate a lane shift, if that occurs, merge properly into the correct lane when directed to do so by the worker.

And the paving continues... Friday, September 15, 2017, contractor MCK Services, Inc. began a paving project in the surrounding area of Rick’s Avenue. The job consisted of removing ±130,000 square feet of asphalt. Since more pavement projects are planned throughout the city in the coming months, we would like to take this opportunity to say thank you for your cooperation. We understand how road projects can be inconvenient due to detours, noise, etc. As a reminder, please be aware of the “No Parking Signs” when a project comes to your neighborhood. Signs are posted a few days prior to notify all residents as well as ensure safety and provide ample workspace for crews to do their job. Take Me Out To the Ball Game... Waterfront park renovations began in September, starting with the removal and disposal of fencing, backstops and bleachers from the Joe DiMaggio ballfields. Contractor Suarez and Munoz Construction is currently working on regrading the fields. Thanks to Marty Ochoa for providing the City with these great images taken by drone over Waterfront Park at the ballfields. In general, the project work will consist of the demolition and disposal of existing park improvements including the removal of picnic areas, paths, pavement, curbs, utilities, and trees. New park improvements to be constructed include grading, concrete paths, asphalt paving, landscaping and irrigation systems, restrooms, electrical work, field, parking lot and path lights and conduits, storm drains, retaining walls, fences, railings, park furniture, parking lots, building ADA improvements and all appurtenant work required to complete the project. The work is expected to be completed early next summer.

his month, I thought I would spend some time discussing the importance of calling (or texting when calling is not an option) MPD to follow up on incidents. With the nature of social media, we have a unique way to send out information at lightning speed. This is an advantage as you can get information out to large groups of people and we support information exchange among the community as it enables people to stay abreast of what is going on. For example, I subscribe to Nextdoor in my own neighborhood to pay close attention to issues, problems, and crime.

Keeping the community informed on social media about what is going on is important and there is great value in being able to share ideas and potentially brainstorm solutions. However, as great as social media is, there are a few drawbacks.

On occasion, we will get wind of a post on social media about an incident that we were not aware of as it was not reported. This puts us a little behind on responding and investigating or worse, may result in nothing ever being done. Again, I think it is important to put information about neighborhood issues on social media, but it should not be a mechanism for reporting issues to the police.

Recently, we have had some instances in which people have been utilizing social media to post neighborhood crimes. Although this medium is an increasingly vital aspect of the way we communicate today, it has its limitations. For instance, some people in the community may not use social media as a form of communication.

I do get asked why we do not monitor social media and there are two main reasons – the first is that we do not have the resources to commit someone to follow social media as the amount of information out there is overwhelming. The second is that we do not want to set a bar for reporting crimes through social media.

From our perspective, when you have an issue that needs attention from the police or another city department, it is very important to call or text to 9-1-1 to report the issue. We have a dispatch center staffed 24 hours a day, 7 days a week and they can be reached at (925) 372-3440 or for emergencies, Dial 911. As I previously highlighted in the July issue of the City Manager’s Report, we are now offering Text to 9-1-1 services for specific emergency situations:

When you call dispatch, we log the call into our CAD system. This database houses the calls for police service, so we can research them for future use. Secondly, if something goes awry, we have the ability to go back to see what was reported and what our response was. If someone reports they called and they were not satisfied with the outcome, we have a starting point at which to examine what occurred, so we can follow up on the issue appropriately.

Honoring the Victims of 9/11 It has been sixteen years since the 9/11 terror attacks, but it still remains a poignant memory and one of the darkest days in American history. The City of Martinez marked the anniversary of the attacks at the Amtrak Station the morning of Monday, September 11, 2017 with a ceremony to remember those who lost their lives.

The Sacrifice of a True Hero: Sgt. Paul Starzyk Wednesday, September 6, 2017, a moment of silence was led by Chief of Police Manjit Sappal to honor Sergeant Paul Starzyk’s memory. Below is a portion of the Chief’s speech: On the morning of September 6, 2008, Sergeant Paul Starzyk responded to a domestic disturbance. An armed suspect was threatening the lives of five people inside an apartment and Sergeant Starzyk knowingly and willingly placed himself in harm’s way by confronting the suspect. In doing so, Sgt. Starzyk was immediately fired upon and was critically wounded, but he was able to return fire and fatally wound the suspect. There is no doubt that Sergeant Starzyk’s decisive and heroic actions saved the lives of two women and three children who were hiding in the apartment. Sergeant Starzyk did not survive his injuries; he made the ultimate sacrifice to protect the lives of others. • 5 •

Taste Test Kitchen at the Martinez Senior Center Twenty three participants from the Martinez Senior Center enjoyed learning how to prepare a new recipe along with listening to the benefits of eating healthy foods!! Executive Chef Richard Hoelzel, sponsored by Contra Costa Senior Nutrition, did a cooking demonstration along with providing participants a recipe card so they could prepare the meal on their own. Samples were passed around the room so they could get a direct taste test of what Chef Richard was preparing. Impacting Temporary Dog Park and its Users October Auto Fest October 7, 2017 | 6am - 6pm The Temporary Dog Park will be closed Saturday October 7th, for safety reasons during the “October Auto Fest” charitable car show special event which will occupy the parking lot adjacent to the Martinez Yacht Club. The show cars will be moving to and from the parking lot throughout the day and the lot will be unavailable for public use. The Temporary Dog Park will reopen on Sunday October 8, 2017. The Martinez Yacht Club and the Martinez Chamber of Commerce are sponsoring the first ever allinclusive October Auto Fest. Funds will be donated to Contra Costa Special Olympics. The Auto Fest will be held at the Martinez Marina parking lot in front of the Yacht Club between 12p - 6p.
