HC says Police Commissioner should take responsibility of gangrape incident AGENCY
NEW DELHI: The Delhi High Court today lashed at the Delhi Police for their callous response towards court's orders and asked as to why the Police Commissioner not be held responsible for law and order breakdown in the city. A bench comprising Chief Justice D Murgusan and Justice VK Jain while hearing the report filed by Delhi Police in response to the recent gangrape of a 23-year-old paramedical student, said ,"What is the difficulty in training the officers to respond to the PCR calls. Why the top officers of Police force should not be held accountable for the incident." If the three PCRs on duty that day would have done their job, the incident wouldn't have happened. The Court got annoyed with the changing police version in which it said two PCR vans went to rescue the girl on the fateful day. "Earlier, you said there were three PCR vans now you are saying there were two PCR vans? the court remarked, Which one is right?' The HC after the public outcry which led to protests against the shoddy law and order situation in the city had taken suo motu cognizance of the incident and asked the police to give
the names of all police officers who were on duty that day. Despite the HC's repeated directions, the police has not filed any name of the officers till now. Showing its anguish, the court said had the failure of law enforcing machinery has led to such an incident and posted the matter for tomorrow. The HC asked the police, why they have not implemented the Supreme court directions till now in which it had asked not to allow tinted glasses and curtains in the vehicles plying on the roads? The HC had gauged the anger and frustration of people of the country who were agitated by the brutal gangrape of a 23-year-old woman and asked the police to provide all details regarding the incidents that took place that night as a chartered bus with tinted glasses - a violation of apex court directions went around the city for 45 minutes crossing one police check post after another without being checked by anyone. Responding to the reply given by the counsel of Delhi Police who said they have already suspended one ACP (assistant Commissioner of Police) who was on duty that night, the court remarked, "Why blame only one ACP? why not DCP and Commissioner?" Meanwhile, the reporters who cover court proceed-
ings asked the court to remove the Gag imposed upon them to cover the trial of the rape case which is being carried out in Saket Court. Metropolitan Magistrate Namrita Aggarwal who is hearing the gangrape case in Saket court had put a ban on presence of Lawyers as well as General public to attend the court proceedings and said in-camera trial will be conducted. However, Meenakshi Lekhi appearing on behalf of the court reporters said since the parents of the victim have already agreed to disclose the identity of their daughter and since the whole nation wants to know what is going on in the trial, the media should be allowed to report this case. It was due to media efforts that the police probe is being monitored, Ms Lekhi said and stopping them to do their duty is violation of their Fundamental Right. The police allegedly did not levy the charge of section 302 Indian Penal Code (IPC) in the charge sheet filed in the Saket court and later when the media pointed out this lacuna, a ban on reporting was imposed. The HC told the mediapersons to file a separate petition tomorrow which it will consider on merits. (UNI)

JAMMU: Housing and Urban Development Department has introduced Citizens Service mechanism to provide online birth and death certificates, give information about building permission status including that of no objection certificates received from different departments besides attending online public grievances. The system also provides facility to the department for creating data bank about births and deaths, building permissions, accrual based accounting and status of court cases. It has also provided facility for maintaining personal management and administrative module and e-
tendering for development works. During the last year Housing and Urban Development Department has got enacted J and K Municipalities Public Disclosure Act, J and K Municipal Ombudsman Act 2010, Employment of Manual Scavengers and Construction of Dry Latrines (Prohibitions Act), J and K Property Right to Slum Dwellers Bill 2011, J and K Development Act 1970 Amendment Bill 2011 and J and K Municipal Law Amendment 2011. The department has also notified by-laws and policies for parking at Srinagar and Jammu, advertisement policy, municipal accounting manual,
building by-laws for Srinagar and Jammu Municipal Corporations, J and K Municipal Accounting Manual for ULBs. Besides carrying forward a mega-programme of construction of lanes, drains, culverts, parks, playgrounds in urban area modern hi-mast Sodium Vapour Street lights have been installed in Jammu and Srinagar cities. Construction of modern abattoirs at Nagrota is in progress, traffic signal lights have been initiated in the twin capital cities. An Indian Air Force special plane conveyed the body to Jabalpur from Agra late this evening. From there, more than a dozen Army personnel -- including officers -- escorting the mortal remains left for Gadia by road. Army personnel and others paid tributes to the martyr at Jabalpur's Dumna Airstrip. Poonch incident: Lt Gen Parnaik briefs J&K Governor STATE TIMES NEWS
JAMMU: Northern Command Army Commander Lt General K T Parnaik on Wednesday briefed Jammu and Kashmir Governor N N Vohra about the incident of ceasefire violation along the Line of Control in Poonch district in which two soldiers sacrificed their lives. "Lt Gen Parnaik in an hour-long meeting briefed Vohra about the incident in detail," official spokesman here said. The spokesman said another meeting in this regard shall take place between the Governor and the Army Commander in the next few days.

POUNI : SHO Pouni Inderpal Singh held a meeting with all the VDC members of the area and issued instructions for maintaining absolute alertness on the occasion of National Festival - the Independence Day on 26th January, 2013. Over 100 VDC members were present in the meeting. The SHO asked the VDC members to keep close liaison with the villagers and other sources and watch the activities of people.
