• Mid Day Meal Scheme was initiated in 1995. • Hot cooked meal was started from 15, August 2004 in all Govt., Local Bodies, Aided Primary schools & AIE Centers. • This Scheme was extended in Middle Schools from October, 2007 in Educationally Backward Blocks. From 2008-09 it was started in all Govt., Local Bodies, Aided Middle schools & AIE Centers. • Free foodgrains i.e. Wheat & Rice are given by Govt. of India through FCI. CONFED supplies wheat & rice to schools. • Every Child is given 70gms foodgrains per day in Primary Schools and 100 gms per day in Middle Schools. • Every Child is Given 12gm Proteins & 450K Calories in Primary Schools and 20gm Proteins & 700K Calories in Middle Schools. • As per Govt. of India’s revised guidelines cooking cost per child is Rs. 2.69 paise in Primary stage and Rs. 4.03 paise in Middle stage w.e.f. 1st April,2010 • Cooks will be paid honorarium @ Rs. 1000/- per month. • Self Help Group is being given the responsibility of supply Mid Day Meal. • ISKCON Food Relief Foundation is distributing MDM in Faridabad, Ballabhgarh, Thanesar (Kurukshetra) Blocks and Gurgaon and Palwal City.

• At present Lady Panch are involved in purchasing of materials. After implementing of revised norms this will be done by SHG. • Members of PTA or Mothers are invited at the time of serving of MDM. • For effective implementation of the Scheme in the State, detailed instructions/ guidelines have been issued to all the Deputy Commissioners, Additional Deputy Commissioners and District Elementary Education Officers. • Deputy Commissioners have been asked to ensure regular supply of Rice, Wheat and other ingredients etc. through CONFED to all the Govt. and Govt. Aided Schools. • Chief Secretary Haryana has also issued instructions to all the Administrative Secretaries to give directions to IAS/HCS Officers and other seniors officers under their control to monitor and inspect the implementation of the scheme in schools, while visiting the field offices

 Steering cum Monitoring Committees have been set up at State, District & Block level for monitoring of MDM Programme.  Internal Audit of the scheme is done by Chartered Accountants engaged by SSA.  Purchase has been decentralized. The amount is transferred from Head Quarter to Joint Bank Accounts of ADCs & DEEOs. They cannot withdraw the amount and can only transfer to the school accounts. From school accounts the amount is withdrawn by Head Teacher & a Lady Panch. From 1-4-2010 the work of preparation and distribution of MDM has been entrusted with Self Help groups (SHGs). They will be responsible for purchase of day to day requirement like condiments, vegetables etc.  Monitoring system is not much effective as there is no independent mechanism for monitoring of the scheme. Due to this there is disruption in supply of Mid Day Meal. The data is collected from school heads, Block Education officers & District Education Officers.  Department is in the process for establishing Monitoring Cell at Head Quarter, district and block level.

• A new system has been adopted for releasing of cooking costs from November, 2008. • Joint Bank Accounts have been opened at District Headquarters in the name of Additional Deputy Commissioner & District Elementary Education Officer. • They can only transfer amount from this fund to the school funds. They can not withdraw amount from this account. Similarly a joint Mid-Day-Meal account has also been opened in schools in the name of head teacher, teacher and a lady panch. From 1.4.2010 the work of MDM has been entrusted with Self Help Groups (SHGs) thus, relieving the teachers of additional work of MDM. • In Urban area the joint account are opened in the name of Municipal Commissioner and school Head teacher.

• Govt. of india enhanced cooking cost from Rs. 2.15 to primary stage to Rs. 2.69 and from Rs. 2.60 paise at upper-primary stage to Rs. 4.03 per child per day from Ist April,2010. • The cooking cost will be shared between Centre and State on 75:25 basis. • Accordingly that the share of centre and state will be as under:•
